Afghanistan accuses Pakistan of Kabul hotel attack

Afghanistan has accused Pakistan’s intelligence services of involvement in last Thursday’s attack on a hotel in the capital Kabul. Nine people, including 4 foreigners, were shot dead by Taliban militants.
Afghanistan’s intelligence agency said on Monday the attackers smuggled small pistols hidden in their shoes past the hotel’s heavy security cordon. It called the raid sophisticated, of a type never before seen in Afghanistan.
It also said a number of foreigners took photos of key facilities inside the hotel before the attack.
Pakistan’s foreign ministry rejected the claims and called attempts to implicate the country in the attack disturbing.
Pakistan’s military and intelligence services are believed to have some influence over Afghanistan’s anti-government force, the Taliban.
Analysts say the dispute will deepen distrust between the two sides, whose cooperation is needed to restore peace in Afghanistan.


 

China calls on North Korea for restraint

China is calling for restraint from North Korea following the country’s test-firing of 2 ballistic missiles.
Chinese Foreign Ministry spokesperson Hong Lei commented on the incident at a news conference on Wednesday, without directly naming North Korea.
Hong said China hopes related countries will take steps to ease tensions and jointly maintain peace and stability in the region.
South Korea’s defense ministry says the North fired what are believed to be 2 Rodong missiles from an area north of Pyongyang on Wednesday. The missiles reportedly flew about 650 kilometers before falling into the Sea of Japan.
Hong also said he understands that the leaders of Japan, the United States and South Korea discussed North Korea’s nuclear development program at their summit in The Hague.


 

Japan pledges $76 mil. grant aid for Myanmar

Japan has pledged about 76 million dollars in grant aid to Myanmar to help build infrastructure.
Japanese Foreign Minister Fumio Kishida met with his counterpart Wunna Maung Lwin in Myanmar’s capital Naypyidaw on Monday.
In an apparent reference to China’s increasing maritime activities, Kishida said there have been attempts to change the status quo by force in the East and South China Seas.
He said he believes Japan and the Association of Southeast Asian Nations will be able to prosper together by ensuring freedom of navigation and aviation. Kishida said he hopes Myanmar will show leadership in the effort. The country chairs the regional bloc this year.
Wunna Maung Lwin said his country wants to work to that effect in collaboration with Japan.
Kishida said the grant aid is intended to help build railways and other infrastructure, and provide food assistance to areas where minorities live.
Kishida then met with President Thein Sein and revealed a plan to offer more than 240 million dollars in yen loans to help improve power supply systems.
Kishida later told reporters that Myanmar is strategically important as the country geographically connects ASEAN member countries and South Asia.
The foreign minister stressed the significance of stronger ties with Myanmar. He said the country has economic potential and is historically pro-Japanese.


 

US, Russian astronauts take new trajectory to dock the ISS

The crew of two Russians and an American has successfully blasted off into space. Despite the diplomatic skirmish on the ground, the greatest problems faced by the international Soyuz team are dozens of experiments to be done – and missing loved ones.
The spacecraft with its Russian-American crew on board that earlier blasted off into space has successfully performed two maneuvers to enter a new trajectory of docking with the ISS after a glitch during the first attempt.
The Soyuz TMA-12M spacecraft set off from the Baikonur Cosmodrome in Kazakhstan at 21:17 GMT on Tuesday. It was supposed to use a short six-hour route to the International Space Station, but mission control has decided to revert to a standard two-day flight.
“We have decided to bring the spacecraft to the ISS not according to the six-hour sequence, but a two-day one. Therefore, the docking will take place March 28,” a mission control representative told Interfax.

Initially, the automatic docking was scheduled to take place at 03:04 GMT Wednesday. But due to errors in orientation system of the spacecraft, the Soyuz capsule’s skipped a planned steering maneuver, according to the president of the Energia Rocket and Space Corporation, Vitaly Lopota.
“The crew is in no danger. The Soyuz is equipped with plenty of consumables to go even beyond the next two days, should that be become necessary. Nobody expects that that will be the case,”mission commentator Rob Navias said during a NASA television broadcast.

Friends in space

Hours before Expedition 39 to the International Space Station starts its express journey into orbit from Kazakhstan, the crew of three – Russia’s Aleksandr Skvortsov and Oleg Artemyev, and NASA’s Steven Swanson – shared their pre-flight thoughts, hopes and concerns.
Despite the diplomatic skirmish on the ground, the greatest problems faced by the international Soyuz team are dozens of experiments to be done – and missing loved ones. The press briefing could be rightfully named as one of the few international events with absolutely no political pressure involved.
Indeed, the astronauts never get tired of saying that in a situation when one’s life depends on the work of others, all politics is set aside. But what challenges do even the most tested professionals face 220 miles above their home and what do they bring on their journey to cope with homesickness?

“I will mainly take photographs and letters with me. All my relatives have been writing messages to me so I could have a new one every day. I will open an envelope at the end of each day and read what’s in it,” flight engineer Artemyev has shared.
For commander Skvortsov, the mission will mark the second time he celebrates a birthday in space – but for him, that makes it no less special.
“I had my 44th birthday party in orbit, and this time I will celebrate my 48th birthday up there too. It has become a kind of tradition by now. When I turned 44 the first thing I saw in the morning was a Birthday card from the American crew members. It is a gift I treasure very much and I keep it,” Skvortsov said.
He then went on to joke that even that modest celebration did not interrupt the scientific observations of the team, saying that balloons inflated with nitrogen “actually served as a good indicator of the cabin pressure.”

At the ISS, the work truly never stops, with the new crew bringing at least 50 experiments to be set up at the station. Many more are in progress.
“We have over 170 experiments going on, we’ve been trained in a lot of them. They vary, of course, to ones we don’t even touch, to ones that we are the technical operator on but we don’t do anything but start them up and get them set to go. And there are ones we are the actual subjects for,” Swanson, a computer software expert and engineer, has explained.
Swanson, who is already a veteran of two shuttle missions, will take over as commander of Expedition 40, and says that “looking more at the big picture… how we’re going to operate as a team” will be his task as the future head of the crew.
Unlike the NASA astronaut who has already had his share of spacewalks and is looking to concentrate on experiments, Artemyev is extremely excited about his first-ever experience of space.
“I’ve been preparing for this mission for 11 years now. Now, I’m like that horse leaving the stable who really wants to race! So I’m interested in everything that I will be doing in my new home,” the Russian flight engineer said.
He added that he is particularly anticipating seeing in person the station’s Zvezda module that he actually helped build.

Artemyev admits, that “the hardest thing by far” is not the tasks they have been trained for, but being separated from the families and friends.
“I can tell you for sure that the part we all miss the most is our family and being far away from family and friends and loved ones. That’s the hardest thing we do, the feeling that you cannot be with your family or, God forbid, if something happens, you cannot do something for them, you cannot be by their side,” Artemyev said.
And the political crisis?
“I think people lose track of the fact that we have occupied the International Space Station now for 13 consecutive years uninterrupted, and that has been through multiple international crises,”NASA Administrator Charles Bolden said earlier in March.


 

Spanish top court rules Catalonia referendum unconstitutional

Spain’s Constitutional Court has ruled that a referendum in Catalonia on independence from the rest of the country would violate the law, saying that regions within Spain “cannot unilaterally call a referendum on self-determination.”
According to a summary of the ruling, any “right to decide” their future by Catalans has to be in accordance with Spain’s 1978 constitution, which stipulates Spanish unity.
The Constitutional Court ruled “unconstitutional and null” a declaration by the regional parliament in Barcelona which claimed that Catalonia has the right of self-determination.

The fate of the region rests on the power struggle between Catalan President Artur Mas who had promised a referendum on independence from Spain on November 9 and the Spanish Prime Minister Mariano Rajoy who insists that such a vote would be illegal.
“No one can unilaterally deprive the entire Spanish people of the right to decide on their future,” Rajoy told the national parliament last month insisting that the referendum “can’t take place.”
Rajoy remains certain that Catalonia cannot be compared to Scotland’s aspiration of succession from the UK, because the Spanish written constitution, unlike British, rules out such a move.
But in Catalonia, March’s public opinion poll showed that 59.6 percent of the population want independence from the rest of Spain and want their region to become a “new state of Europe.”
Catalonia, an autonomous community with a population of 7.5 million is responsible for around one-fifth of the country’s GDP and one-quarter of its taxes. Public sentiment believes that the region will be much better off financially if they secede from Madrid.
The situation is aggravated by the economic crisis, which is forcing the Spanish government to adopt painful austerity policies.
In January the Catalan Parliament voted to send a petition to the national legislature seeking the power to hold the vote. That initiative is still in the process. If successful the referendum in Catalonia will be a month after a similar vote in Scotland, which is slated for September 2014.RT News

Addressing his first Bharat Vijay Rally, Modi alleged that Aam Admi Party leader Arvind Kejriwal and Defence Minister AK Anthony are enjoying popularity in Pakistan as their point of view has favoured Pakistan’s perspective on Kashmir.
Modi also alleged that Congress led government’s policies are against security personnel and farmers. He also spoke on the issues of PoK refugees and Kashmiri migrants. On this occasion retired IPS officer Farooq Khan, who has been in the forefront of anti-militancy operations in Jammu and Kashmir, joined the BJP.

The Supreme Court today expressed displeasure over real estate baron Sushil Ansal leaving the country without its permission. Ansal has been convicted in the Uphaar cinema fire case. The apex court however allowed Ansal to stay abroad for medical treatment after he gives an assurance that he will return on April 11. The court, on 5th of this month, had held Sushil and Gopal Ansal guilty in the 1997 fire tragedy that claimed 59 lives.

The Czech Parliament did not support the EU move to impose economic sanctions against Russia, the Czech news agency CTK reported. Resorting to sanctions against Russia would endanger up to 50,000 jobs in the country due to the ties of a high number of sub-suppliers to Czech exporters, according to the Economic Chamber’s survey. Vehicles and transport equipment and the energy sector would suffer the most. Potential reduction of oil and natural gas supplies were of primary importance in the debate.


 

Lufthansa cancels 600 flights on Thursday ahead of strike in Germany


Lufthansa has canceled about 600 flights – about one-third of its services – on Thursday due to a planned strike by public-sector workers across Germany’s airports, Reuters said. Lufthansa, Germany’s largest airline, which typically operates around 1,800 flights on a Thursday, said it was canceling almost all of its domestic flights that were due to take off before 1300 GMT. Long-haul flights would also be affected. Trade union Verdi has called on ground staff, baggage handlers and maintenance staff to strike during the morning shift on Thursday until around 1300 GMT. A third round of pay talks is due to start at the end of the month.

Former Russian tycoon Boris Berezovsky’s bodyguard has said the oligarch seemed to be a broken man and had discussed killing himself before his apparent suicide last year, AP reported. Berezovsky’s mood plummeted after he lost a much-publicized billion-pound legal dispute with fellow Russian tycoon Roman Abramovich, Avi Navama told a coroner’s inquest Wednesday. The businessman seemed depressed and “very low” at the time, he added. Berezovsky’s body was found slumped on the floor at his ex-wife’s home last March. The inquest is expected to last two days.


10,000 UK schools affected by teacher strike


A national teachers’ strike taking place across England and Wales on Wednesday is affecting 10,000 schools, including in London, Oxford city and Yorkshire, which have all been closed to their students. The National Union of Teachers is protesting working conditions, the potential introduction of performance-related pay and pensions, with UT deputy general secretary Kevin Courtney labeling the industrial action a ‘last resort’, criticizing Education Secretary Michael Gove’s policies for ‘exhausting and demoralizing’ teaching staff.



Pope accepts resignation of German ‘bling bishop’


The Vatican has accepted the resignation of a German Roman Catholic prelate known as the ‘bishop of bling’, Reuters said. Bishop Franz-Peter Tebartz-van Elst of Limburg, who reportedly spent 31 million euro of Church funds on his residence, was ordered to leave his diocese last October and offered his resignation at the time. The investigation was completed, and an apostolic administrator, Mons. Manfred Grothe was appointed to run the diocese for the time being. Tebartz-van Elst will be offered another position. Pope Francis has asked the faithful of the diocese of Limburg to accept the decision “with docility” and to work to restore a “climate of charity and reconciliation,” according to the statement.

A 5.4-magnitude earthquake has hit near Japan’s islands in northern part of Ryukyu archipelago in the East China Sea, NHK reported. There were no immediate reports on casualties or damage. No tsunami threat was announced.

Suspicious package found on Brussels bus on day of Obama visit


Belgian police have found a suspicious package on a public bus in Brussels on the day of the visit by US President Barack Obama, Reuters said. The bomb squad was called after the package was found in the north of Brussels, about three kilometers from the NATO headquarters. Obama is due to hold talks with NATO Secretary-General Anders Fogh Rasmussen later. Brussels police closed off the surrounding area.

Russia accuses Ukraine of stopping aircraft crews from disembarking in Kiev


Moscow accused Ukraine on Wednesday of preventing Russian pilots and crew disembarking after passenger flights to Kiev. Ukrainian border officials were not allowing crews to rest in compliance with flight safety regulations when they flew to the Ukrainian capital, the Foreign Ministry said. The practice is violating international conventions and putting lives at risk, the ministry said, as cited by Reuters. “Russia insists on an unconditional cessation of these irresponsible practices by Ukraine which endanger the safety of civil aviation flights,” the statement said.


Tokyo hails Japan-S. Korea meeting brokered by Obama


Japan on Wednesday hailed the first summit between Prime Minister Shinzo Abe and South Korean President Park Geun-hye as a chance to build a rapport after more than a year of backbiting, AFP said. The talks in The Hague were hosted by US President Barack Obama, as Washington is increasingly frustrated by tensions between its two major Asian allies. South Korean media said Park appeared unimpressed by Abe’s attempts to speak Korean during a photo opportunity, and Seoul has yet to make an official statement about the meeting itself.


Pakistan govt negotiators en route for secret talks with Taliban – reports


A government team is en route to a secret location in the country’s northwest for the first-ever direct talks with the militants, AP reported, citing a cleric representing the Pakistani Taliban. Ibrahim Khan said the face-to-face discussions are expected to take place later on Wednesday at an undisclosed place in the tribal region bordering Afghanistan. Islamabad team, headed by government official Habibullah Khan Khattak, is taking a helicopter flight to a “peace zone,” according to the cleric. The two sides have so far held indirect talks through clerics sympathetic to the Taliban.


Death toll from large Washington mudslide raised to 16


Officials in Washington confirmed Tuesday evening that searchers had recovered an additional 8 bodies following a massive mudslide three days ago, reported the AP. The total number of deaths so far currently stands at 16, as authorities continue to comb through the debris field of the 49 structures devastated by the landslide in a rural area 55 miles north of the city of Seattle. So far search teams continue to operate off a list of 176 individuals who remained unaccounted for, though some of these may be duplicates. Another 8 bodies were believed located at the scene, which would bring the death toll to 24 once confirmed.

 

​N. Korea fires 2 medium-range rockets into Japan Sea


North Korea has fired two medium-range ballistic rockets toward the Japan Sea, South Korea’s Yonhap news agency reports. The missiles flew some 650 km, according to the agency. North Korea has fired a number of missiles in recent weeks, including a barrage of 30 short-range rockets last week amid ongoing joint US-South Korean military drills. The latest launch comes shortly after US President Barack Obama brought together the new leaders of key Asian allies Japan and South Korea for their first face-to-face meeting on Tuesday.


​5 militants killed in special forces raid in Dagestan, Russia


Extremist ringleader of the “Khasavyurt” gang was killed in a special forces operation in Dagestan along with four other militants, Russia’s National Anti-Terrorism Committee announced. Among the five dead was as 26-year-old Tural Atayev, native of Azerbaijan, “who was one of the organizers of the terrorist attack in the city of Pyatigorsk in December last year,” the statement read. During the raid one police officer was killed and one wounded. The gang was believed to be behind numerous assassination attempts, extortion, and arson.


Venezuela arrests three generals for alleged coup plot


President Nicholas Maduro said Tuesday that three air force generals had been arrested for plotting an uprising against his left-wing government. He told a meeting of South American foreign ministers that the three generals had been in contact with the opposition and “were trying to rise up against the legitimately constituted government.” He added that the plot had been discovered because other officers had come forward. The latest disclosure comes amid a broadening government crackdown against Maduro’s opponents after weeks of street protests have left 34 people dead.



Spanish top court says Catalonia referendum unconstitutional


Spain’s Constitutional Court ruled Tuesday that a referendum in Catalonia on independence from the rest of the country would violate the supreme law. Judges said that a region within Spain “cannot unilaterally call a referendum on self-determination.”A poll published last week by the Centre for Opinion Studies found that up the 60 percent of Catalonians support independence. The Spanish authorities have said they will discuss whether to allow Catalonia to hold a referendum or not in a parliamentary debate scheduled for April 8.



‘Ukrainian’ drone downed above Moldova’s breakaway region


A drone has been shot down over Transdniestr, Moldova’s breakaway region, the region’s security service has reported on its website. On March 23, the pilotless aircraft was photographing and videoing the republic. Transdniestr special services recovered the video record from the drone, the statement says. According to preliminary information, the unmanned aircraft was launched from Ukraine’s soil by a group of people allegedly linked to Ukraine’s security service, the Interior Ministry’s General Staff or supporters of ultra-nationalist movement Right Sector for an intelligence-gathering operation. Currently, Transdniestr’s security service is working on the identification of those linked to trespassing the republic’s airspace, its press service said.



2 Western UN officials kidnapped in Yemen freed – reports


Yemeni security forces have freed a married Western couple who were working at the United Nations’ office and had been kidnapped by Gunmen in the Yemeni capital, Sanaa, a local police source said Tuesday, Reuters reports.They said the security forces tracked the two kidnappers to a house where they were holding the pair, one of whom was Italian, and managed to free them safely after surrounding the premises. Kidnapping is common in Yemen where the government is fighting an insurgency from separatist movements in the north, Al-Qaeda-linked Islamists and armed tribes. Three foreigners, including a Czech doctor, a British oil worker and a German were seized in February.


Irish government sets up inquiry into police bugging


The Irish government has set up an investigation into allegations of widespread phone wiretapping by its police force. The government said that they had received new information Tuesday that was so serious that a commission had to be set up. “A system was in place in a large number of Garda (police) stations whereby incoming and outgoing telephone calls were taped,” it said.The statement said that the practice had been in place for many years and was discontinued in November 2013.



Oil from BP’s Indiana refinery spills into Lake Michigan


Oil leaked from BP’s Whiting oil refinery in Indiana into Lake Michigan after a mechanical glitch on Monday afternoon, Reuters reported. The spill has been contained, according to Indiana environmental officials. Sources say a relatively small amount of oil was released, but the exact amount was unknown. BP said Tuesday that the largest crude distillation unit at the 405,000-barrel-per-day refinery was back to normal operations following an overnight malfunction that led to the leak.


China detains 1,530 people in crackdown over spam text messages


Chinese authorities have detained 1,530 people in a crackdown on the use of fake telecommunication base stations to send spam text messages to mobile telephones, Reuters reported. The campaign began in February and has resulted in the seizure of more than 2,600 fake base stations and identification of 3,540 suspected criminal acts, according to the Ministry of Public Security. Such stations are used by criminals to send spam messages to nearby mobile users using fake telephone numbers or disguised as messages from official sources.


Israel to compensate victims over flotilla raid – Turkey


A compensation deal for Turkish victims of a deadly Israeli raid on a Gaza aid flotilla four years ago will soon be signed, Turkish Deputy Prime Minister Bulent Arinc said Tuesday. “We have received a final agreement document from Israel,” Arinc was quoted as saying by Hurriyet newspaper. After next Sunday’s local elections, “our first job will be making sure the compensation is bound by a legal document,” the official added. Talks on compensation over the nine Turks killed in the raid began in March 2013 after Israel extended a formal apology to Ankara.


Twin blasts in Nigerian city kill 11


Two blasts in Nigeria’s troubled northeastern city of Maiduguri on Tuesday killed 11 people, including five policemen, AFP reported. One vehicle exploded at 7:50am (0650 GMT), killing three civilians, and a bomb hurled at a police vehicle 10 minutes later killed five officers, Borno state police spokesman Gideon Jibrin said. The three others killed in the second attack were suspected to be Boko Haram insurgents.


Egyptian police disperse protests against Brotherhood mass trials


Police reportedly fired tear gas to disperse demonstrations on Tuesday over mass trials of Muslim Brotherhood members in Egypt. About 700 people held protests at a university in the southern Egyptian town of Minya after the leader of the Brotherhood and 682 others went on trial on charges including murder, Reuters reported. Hundreds of demonstrators also gathered at Alexandria University. The previous day, more than 500 supporters of deposed Islamist president Mohamed Morsi were sentenced to death.


Japan military launching squad to fight cyber attacks


The Self-Defense Forces of Japan will launch on Wednesday the first squad to fight cyber-attacks on the country’s most important information resources, ITAR-TASS reported. Ninety experts are expected to join the new department at the first stage. In 2015, a special cyber security center will be established. A week ago, Tokyo faced a full-on cyber-attack across government departments in a drill aimed at bolstering national security as the country gears up to host the 2020 Olympics, Reuters said.


Militants attack Afghan election HQ in Kabul 


Afghan insurgents have attacked the headquarters of the electoral commission in Kabul, the BBC reported, citing police. Initial reports said the home of candidate Ashraf Ghani was attacked. However, police now say the militants targeted the election HQ. Insurgents gained access to the main compound, police said. No casualties were reported. Deputy Interior Minister Gen. Mohammad Ayub Salangi told TOLOnews that the IEC Kabul office attack was over and all 30 people trapped rescued.


UK reviewing Russia nuclear power deal over Ukraine


Britain is reviewing an agreement it made with Russian state nuclear firm Rosatom on nuclear cooperation, in reaction to the crisis in Ukraine, according to the Department of Energy and Climate Change (DECC). Britain last November signed an agreement with Rosatom to help the company prepare potentially to enter the UK market. The UN human rights office said Tuesday that an Egyptian court’s decision to sentence 529 members of the Muslim Brotherhood to death contravened international law, Reuters reported. Monday’s ruling is seen as the biggest mass death penalty handed out in modern Egyptian history. “The mass imposition of the death penalty after a trial rife with procedural irregularities is in breach of international human rights law,” UN human rights spokesman Rupert Colville said in Geneva. The Muslim Brotherhood’s leader and 682 others went on trial Tuesday in the same court.


Syria National Coalition urges Arab League to grant it seat, embassies


Syrian opposition leader Ahmad Jarba urged Arab leaders at a summit Tuesday to grant Syria’s vacant Arab League seat to his National Coalition. Explosion, gunfire reported at house of Afghan presidential candidate


An explosion and gunfire rattled the house of Afghan presidential candidate Ashraf Ghani on Tuesday, Reuters reported. Four people entered Ghani’s house and there was an explosion followed by gunfire, a senior police officer said. Ghani, a former World Bank official who has picked powerful former Uzbek warlord Abdul Rashid Dostum as his running mate, was not there at the time. No casualties were immediately reported.

Bus crash in western Thailand kills 30


A double-decker bus carrying municipal workers on a field trip in western Thailand plunged off a steep road and into a ravine, killing at least 30 people, officials said Tuesday. The accident Monday night also left 22 others injured, AP reported. It was the latest fatal crash on a mountain road in Tak province known for its treacherous dips and turns where 300 accidents occurred last year.

The death toll in Venezuela’s anti-government unrest has climbed to 36. A pregnant woman was lethally shot near Caracas and a oldier was killed in the western state of Merida, officials announced. The 28-year-old pregnant woman was shot dead on Sunday during a protest as she was getting off a bus stopped by a barricade set up by protesters. In a separate accident, a National Guard sergeant was shot shot in the neck during clashes in the western state of Merida. Venezuela has been hit by a wave of violent protests that have continued for almost a month, with people in the streets accusing the government of inflation and holding it responsible for the lack of basic products in the country. Bangladesh celebrates its 44th Independence Day today with a host of programmes and cultural events to mark the National Day across the country .
The day was heralded with a 31-gun salute at dawn at National Memorial in Savar as a mark of respect to the heroic struggle of the nation till it emerged as an independent country in 1971.
President Abdul Hamid and Prime Minister Sheikh Hasina led the national celebrations by placing wreaths at the National Memorial in Savar, participated by Chief of Armed Forces, political party leaders, freedom fighters, diplomats and people from all walks of life. At the National Parade Square in Dhaka, mass singing of the National Anthem “Amar Sonar Bangla’ was organised in an attempt to set a world record.
It was on March 26th, 1971, that the country’s independence was formally declared by Father of the Nation, Bangabandhu Sheikh Mujibur Rahman, following the brutal genocide launched on the night of March, 25, 1971, by the Pakistani army to crush the freedom struggle of the Bangalees.
The Declaration of Independence triggered a nine-month long bloody war which culminated in Liberation of Bangladesh on December, 16, 1971, with the surrender of Pakistani forces to a Joint India-Bangladesh Military Command.


 

Direct talks between Pak govt & Taliban begin

The first-ever direct talks between the Pakistan government and the Pakistani Taliban, began today at an undisclosed location in the country’s tribal region of North Waziristan.
The talks are aimed to chalk out a solution to the deadly cycle of violence that has claimed over 40,000 lives. The government’s Committee of negotiators first flew to Peshawar whereas representatives of the Tehrik-e-Taliban Pakistan boarded a helicopter of the Interior Ministry. The meeting was scheduled to take place yesterday but was postponed due to bad weather.

SC pulls up Centre for failure to bring back black money stashed in foreign banks
Supreme Court today pulled up Centre for failure to take steps during last six decades to bring back black money stashed in foreign banks. It rejected the Centre’s plea to recall its order for setting up a Special Investigation Team, SIT to monitor and probe the issue of black money inside and outside the country. A three-Judge Bench headed by Justice H L Dattu dismissed the Centre’s plea and pulled it up for its reluctance to accept the SIT headed by two retired Judges of the apex court.
The Bench brushed aside the contention of Solicitor General Mohan Parasaran that the mechanism was already in place for dealing with issue of black money. It said that no effort was made to disclose the names of those whose money were in the foreign banks. It further said, the country’s economy and per capita income would have gone up and the income tax rates would have reduced if money in foreign banks had been brought to India.

Filing of nominations for 128 Lok Sabha seats, spread over 16 states closed today. Of these, 121 seats include all the 28 Lok Sabha constituencies in Karnataka, 20 in Rajasthan, 19 Maharashtra, 11 each in Odisha and Uttar Pradesh, 10 in Madhya Pradesh, seven in Bihar, six in Jharkhand, four in West Bengal, three in Chhattisgarh and one each in Jammu and Kashmir and Manipur.These constituencies will go to the polls on the 17th April. 
The remaining seven seats, of which three seats are in Assam, two in Goa and one each in Sikkim and Tripura will go to polls on 12th April.
Scrutiny of nominations for all these constituencies will take place tomorrow. 29th of March will be the last date for withdrawal of nominations in these constituencies. Filing of nominations for 32 Assembly constituencies, in Sikkim and 77 in Odisha also ended today.
Today was also the last day for withdrawal of candidature for 92 Lok Sabha seats, spread over 15 states and 3 Union Territories and for the 60 member Arunachal Pradesh Assembly and 70 Assembly seats in Odisha.

Modi promises to carry forward Vajpayee
Against the backdrop of parties in Kashmir praising the previous NDA government’s initiatives in the Valley, Narendra Modi promised to carry forward the policies of Atal Bihari Vajpayee to change the fate of Kashmir.
“The path shown by Vajpayee — humanity, democracy and Kashmiriyat — we will carry forward,” the BJP’s Prime Ministerial candidate said addressing the first “Bharat Vijay Rally” at Hira Nagar near Jammu on Wednesday.
He said that if Vajpayee government had got another five years, it would have changed the face of Kashmir and problems would have ended.
His comments assume significance as mainstream political parties of the state including ruling National Conference and opposition PDP as well as moderate separatist — Hurriyat Conference led by Mirwaiz Umer Farooq — have, of late, been praising the Vajpayee government for its initiatives relating to Kashmir.
Modi, who paid obeisance at Mata Vaishno Devi Shrine ahead of his address, neither made any reference to Article 370 this time nor replied to the challenge thrown by state Chief Minister Omar Abdullah for discussing it.
This was the second rally being addressed by Modi in Jammu region. He had addressed a rally on 1st December last year during which he had stirred a controversy by demanding a dialogue on Article 370 which guarantees a special status to the state.
However, after he was challenged by state Chief Minister Omar Abdullah for a discussion on Article 370, both BJP as well as Modi never raked up the issue again.
During Wednesday’s rally, retired IPS officer Farooq Khan, who has been in the forefront of anti-militancy operations in Jammu and Kashmir, joined BJP.

Top IM man Tehseen Akhtar sent to police custody till 2nd April
Top Indian Mujahideen operative Tehseen Akhtar alias Monu, one of the alleged masterminds of a string of terror attacks in the country, was remanded in police custody till 2nd April by a Delhi Court on Wednesday.
Akhtar, who was arrested from near Kakarvitta Indo-Nepal border in Darjeeling district of West Bengal on Tuesday, was brought to Delhi in the night and was produced before the judge in New Delhi on Wednesday morning.
According to police sources, the Special Cell of Delhi Police told the court that they need to conduct a sustained custodial interrogation of the accused to unearth the entire terror conspiracy of the banned outfit.
Police also told the court that Akhtar, a top bomb-maker of IM, was required to be confronted with one of his top associate Zia-ur-Rehman alias Waqas, a Pakistani national who was arrested on 22nd March, and others who were also apprehended by them.
According to the police, Akhtar was heading IM after the arrest of Yasin Bhatkal, co-founder of the terror outfit.
The other four accused — Waqas, Shaquib, Mahruf and Waqar — were earlier produced before a court in New Delhi after being arrested from Rajasthan on 22nd and 23rd March respectively and they were remanded to police custody for interrogation till 2nd April.
Akhtar was wanted by security agencies for his alleged roles in a string of terror strikes, including the 7th July 2013 Bodh Gaya blasts and the 27th October last year blasts in Patna.
The police had earlier told the court that Akhtar and Waqas, had visited Jaipur and Jodhpur a few months back imparted IED manufacturing training to arrested accused — Mohd Mahruf, Mohd Waqar Azhar alias Haneef, and Shaquib Ansari alias Khalid — for carrying out terror activities.
The police said that Waqas, arrested outside Ajmer Railway Station was an expert in making IED (improvised explosive device).
With the arrest of these four accused from Rajasthan, the special cell claimed they have averted a spectacular terror attack during the upcoming elections. Akhtar was arrested days after Waqas and other three accused were apprehended.
Police said soon after Akhtar came to know of the arrest of Waqas and company, he fled from his hideout from Nepal and was trying to slip into Bangladesh when he was nabbed.
Special Commissioner (Special Cell) S N Shrivastava had said, “23-year-old Akhtar, a resident of Darbhanga in Bihar, was acting as the chief of IM’s India operations after the arrest of Ahmed Siddibappa Zarar alias Yasin Bhatkal. He was Bhatkal’s key aide and was wanted for a series of terrorist strikes spread over various states.”
The police said Waqas had met Yasin on the instruction of Riyaz Bhatkal, a top IM member who is now based in Pakistan.
Waqas was wanted in connection with several bomb blasts in the country and is considered to be a close aide of Yasin Bhatkal who was arrested by the National Investigation Agency (NIA) last year along with close associate Asadullah Akhtar.
While Yasin Bhatkal and Asadullah Akhtar alias Haddi were arrested from Indo-Nepal border in August last year, Waqas and Akhtar were on the run.
Waqas and the other three of the Rajasthan module had been working under the direction of Akhtar, who had told them to be ready for strike but did not disclose the target, police said.
According to police, interrogation of Mahruf, Shaquib and Waqar have revealed that they were planning to do something in retaliation of the riots which took place in Gopalgarh town of Rajasthan.
Akhtar’s first assignment was in 2010 when he received Waqas who had reached Kathmandu from Pakistan along with Asadullah Akhtar, police said.
Akhtar along with Yasin, Asadullah and Waqas was also involved in the Mumbai serial blasts carried out at Opera House and Zaveri Bazar on 12th July 2011 when Yasin was the boss, it said.

Pay Rs 10,000 crore to get interim bail: SC to Subrata Roy
Sahara group will have to pay Rs 10,000 crore to get interim bail for its Chief Subrata Roy and firm’s two directors, who are behind the bars since March four, the Supreme Court on Wednesday ordered.
A bench of justices K S Radhakrishnan and J S Khehar said that interim bail will be granted only after the company fulfils the condition while the court agreed to defreeze the firms’ bank accounts to raise the money.
“We are inclined to grant interim bail to the contemnors (Roy and two Directors) who are detained by virtue of our order dated March 4 on the condition that they would pay the amount of Rs.10,000 crores–out of which Rs.5,000 crores to be deposited before this court and for the balance a guarantee of a nationalized bank be furnished in favour of SEBI to be deposited before this Court.
“On compliance, the contemnors be released forthwith and the amount deposited be released to SEBI,” the bench said.
Along with the Group’s other two Directors Ravi Shankar Dubey and Ashok Roy Choudhary, 65-year-old Roy has been in judicial custody since March 4 for not abiding by the apex court’s order for depositing Rs 20,000 crore of investors money with SEBI.
The bench, however, said that it agreed to grant interim bail only to facilitate Roy to raise the money which is to be deposited with SEBI.
“We make it clear that this order is passed in order to facilitate the contemnors to further raise the balance amount so as to comply with the Court’s orders mentioned above,” it said.
Sahara counsel then pleaded with the court to defreeze the bank accounts to raise the money which was accepted by the bench. The court asked the group to give details of the bank accounts tomorrow and then they will pass the order.
It also noted in its order that fresh proposal filed by the group was not in compliance with its earlier order and asked the SEBI to file its response. SEBI opposed the proposal saying it was not workable.
The group, in its proposal, assured the apex court that it will deposit Rs 2,500 crore within three working days and pay three instalments of Rs 3,500 cr each at the end of June, September, December and the remaining Rs 7,000 crore by March 31, 2015.

The Congress party on Wednesday released its manifesto for the upcoming 2014 Lok Sabha elections.
Party president Sonia Gandhi, Prime Minister Manmohan Singh and Congress vice-president Rahul Gandhi released the manifesto at the party office in New Delhi.
Releasing the party’s manifesto ‘Your Voice, Our Pledge’ in New Delhi, they debunked the opinion polls, which predict a dismal show by the UPA, and said everybody will be “surprised” by the results.
On the upbeat campaign mounted by NDA under Modi, Rahul said, “just like the ‘India Shining’ balloon exploded… I can say certainly the balloon will explode.”
“India shining was an excellent campaign. They thought they will get 350 seats. But it evaporated when the results came. I am confident that like the balloon of India Shining, this time also the balloon will explode,” he said.
With Congress fighting the elections with its back to the wall on a variety of issues, including corruption and price rise, the Prime Minister conceded that corruption “cannot be wished away” in a developing country.
He, however, said mechanisms have been put in place to deal with it.
The 49-page manifesto was prepared over five months using a different approach of consulting people which Rahul did.
It promised an ambitious six-point charter of pro-poor measures, including the right to affordable healthcare, housing and pension, and to uplift 80 crore of the population to the middle class.
Amid demands that job reservation be extended to private sector, the party committed itself to creating a national consensus on affirmative action in this regard.
It has also set out a special Youth and Student Agenda committing to train 10 crore youth and give them employment opportunities in five years.
Expressing a resolve to tackle corruption, an issue that has hit UPA-II in the form of scams like 2G, coal and CWG, the party pledged to appoint a special envoy on black money.
Rahul along with Sonia Gandhi debunked the opinion polls which project a dismal show for the Congress.
“I frankly don’t have much faith in the opinion polls. In 2004 also, the story of Congress was over as per the opinion polls. In 2009 also, we were given no chance. But we got more seats. So, we cannot go 100 per cent by the opinion polls,” the Congress president said.
Rahul also talked in same vein, saying in 2009 Congress was projected to suffer badly and predicted NDA wave.
In UP, Congress was projected to get 5 seats (but it got 22 seats).
“You did not believe us then. When the results come (this time), you will be surprised,” he added.
At the function to release the manifesto, Sonia Gandhi and Rahul Gandhi hailed the 10-year rule of Prime Minister Manmohan Singh as they promised a slew of initiatives under the “New Vision”.
“The 2014 polls is not only about programmes, policies, planning and economic development but also to preserve the Constitutional structure of the country envisaged by our freedom fighters.
We will fight in these elections, not for uniformity but for unity.
“We will struggle for such India which is secular and inclusive and does not pit one against the other. We will struggle for such an India in which religion, region and language are not important and in which all are considered Indians,” Sonia Gandhi said.
Insisting that the country had witnessed the fastest economic growth during the last 10 years, the Prime Minister hit out at Modi’s model of development.
“Development has many models. One hears these days about Gujarat model of development. Congress model is one which recognises that the growing economic provides answers to all concerns,” he said.
“Growth by itself is not enough to achieve solid results of inclusive progress. It needs to be backed by education, healthcare and needs of women, SCs, STs and OBCs,” Singh said. Contending that “attempts of disinformation” are being made, he said that in all respects, the record of the UPA has been “superior” to that of NDA.
He said the concerns and needs of all sections of the society can be addressed by an ideology which seeks to unite.

Remittances to India up: Gulf-based int’l money transfer exchange
The UAE Exchange, one of the global money transfer brands has said its total remittances business into India witnessed a growth of 6.44 per cent last year. This is the highest quantum since 2008. 
The annual remittance inflows crossed 7.18 billion dollar mark in 2013. Tamil Nadu, Kerala and Maharashtra were the biggest contributors with nearly 60 per cent of total inflows in 2013. 
The Vice President, Global Operations of the UAE exchange, Promoth Manghat said that states like Maharashtra, Karnataka and Rajasthan posted growth in remittances faster than others.
The surge in remittances has been attributed to rising income levels and sharp fall in the rupee vis-a-vis the US dollar. 
The remittance volumes are expected to pick up further with the Reserve Bank of India announcing direct-to-account foreign inward remittance facilities.
The move will also help to curb the inflow of money through illegal routes.

The naughty twosome demand a horse ride on host Jay Bhanushali’s back

They are barely knee-high but they are taller than most in terms of talent. 11 year old Kolkata girl Anudita Paul and 8 year old Anushka Chetri of Darjeeling danced flawlessly to Banarsiya from Ranjhanaa and swept the judges and the audience off their feet at the shoot of an upcoming episode of ‘Lifebuoy DID L’il Masters Season 3’. What’s more, they even had the celebrity visitor of the day – none other than the cute heartthrob Varun Dhawan on his knees in front of them!

No sooner did they finish their performance, than judge Ahmed Khan sprang to his feet, ran over to them and gifted them a giant teddy bear. Equally overwhelmed by their energy, grace and spirit was the hunky Junior Dhawan who was present on the sets to promote his upcoming film ‘Main Tera Hero’. Kneeling in front of the young ladies, he looked like he was about to propose to them or give them a bunch of flowers, but much to everyone’s amusement, Varun presented the girls with an apple each. Prodding the girls to cultivate healthy eating habits, he tried coaxing them to finish the apples in front of him. But the girls were too excited on seeing him to bother with apples! They caught him completely off-guard when they jumped up into his arms at the same time … Being the fit, gym bunny he is, Varun effortlessly swung them around in his arms.

Varun Dhawan was not the only man Anudita-Anushka targeted at this week’s shoot of the kid’s dance reality show. They next decided it was time to turn show host Jay Bhanushali into a horse. Insisting that they both ride on his back, the two girls had a ball even as Jay huffed and puffed his way all over the stage. As if this wasn’t tiring enough for Jay, Geeta decided she wasn’t one to be left behind. So, she went up on stage and sat on Jay’s back too, asking him for a horse ride. Poor Jay seemed almost crushed under Geeta, but had no choice but to oblige.

We have numerous instances of how Bollywood stars have showered their co-stars and friends with expensive gifts … the latest one to join the gang is hit machine Mika Singh. Mika who is a big fan of DID Lil Masters and its adorable l’il contestants, recently made an appearance on the show. He danced and sang with the kids, playing cute li’l pranks on the l’il ones.

A huge fan of Mithun Da right since his childhood, Mika grooved to a medley of the former superstar’s popular songs. He was so overwhelmed to meet Dada and to shake a leg with him that as a token of love, he gave his expensive watch to Dada! I know Dada doesn’t accept gifts easily, but it meant a lot to me to give him something that belonged to me. So I took off my watch after my performance and insisited that Dada accepts it. Even though it would look like I have gifted Dada something, I am obliged that Dada accepted my l’il gift.”

Congress moves EC against ‘Har Har Modi’ slogan

Cong moves EC against
Congress on Thursday moved the Election Commission against BJP for using ‘Har Har Modi’ slogan in Varanasi from where Narendra Modi is contesting the Lok Sabha polls, saying use of religion is against the provisions of the Model Code of Conduct.
Demanding de-recognition of BJP and action against Modi, Congress said despite the opposition party denying that ‘Har Har Modi, Ghar Ghar Modi’ is its official slogan, party workers in Varanasi continue to use it. Congress said Modi addressed a public rally in Varanasi where the portrait of Lord Shiva was used as a backdrop of the stage, which is not permissible under the Model Code. 
“Lord Shiva or Mahadev and the ancient Kashi Vishwanath temple at Varanasi have religious sanctity throughout the world. Hindus and all devotees of Lord Mahadev chant ‘Har Har Mahadev, Ghar Ghar Mahadev’ with deep sense of devotion to seek blessings of the Lord. No human being can replace Lord Mahadev in the said chant,” the Congress memorandum signed by K C Mittal of its Legal Department read. 
Congress alleged that use of the slogan seems to be part of BJP’s strategy to “present” Modi as Lord Mahadev to exploit religious sentiments of people for electoral gains. 
Referring to media reports, it claimed that BJP has organised 400 mobile vans with LCD TVs installed, along with ‘Har Har Modi, Ghar Ghar Modi’ slogan. 
It said BJP has now come up with a new slogan ‘Dil mein Modi, ghar mein Modi, Kashi ke kan kan mein Modi (Modi in every heart, Modi in every home; Modi everywhere in Kashi).’
“The new slogan also aims at arousing religious sentiments and feelings of the people…’Kan kan mein Bhagwan (God is omnipresent)’ is a well known religious slogan…” the memorandum said. 
It claimed the BJP’s official slogan “Abki baar, Modi sarkar (this time Modi government)” too cannot be used as it is “unconstitutional and undemocratic”.
“In Indian democracy, the system of political parties alone has a legal sanction to form government and not any individual,” it said.

BJP’s Prime Ministerial candidate Mr Narendra Modi has made an unsuccessful attempt to mislead the people of Delhi by distorting and hiding facts about the imposition of President’s rule in the national capital.
Mr Modi, in his speech on Wednesday evening betrayed nervousness by presenting his half baked facts about the Delhi assembly and the Aam Aadmi Party (AAP).
The Gujarat chief minister referred to Delhi being indirectly ruled by the Congress through its appointed Lieutenant Governor, despite having been routed in the December assembly elections and blamed the AAP for this situation.
Mr Modi, however, conveniently chose not to spell out the BJP’s stand on the imposition of President’s rule in Delhi. His party has been surprisingly silent on the issue since February 14 and the people of the national capital are eagerly awaiting the BJP’s response before the Supreme Court on March 31.
It is the AAP which has challenged the Congress-led UPA’s central government decision of keeping the assembly in suspended animation in the Supreme Court and not Mr Modi and his party, despite a volley of irresponsible allegations levelled by him.
If Mr Modi and his party are seriously concerned about Delhi being under President’s rule then what has prevented the BJP so far in making its stand public on whether it wants fresh assembly elections or not ?
Did the BJP’s Delhi unit and central leadership not inform its Prime Ministerial candidate that its MLAs had joined hands with the Congress in the Delhi assembly on February 14 to defeat the introduction of the Janlokpal bill by the AAP government ?
Is Mr Modi unaware that his party’s Delhi unit has so far shied away from expressing any opinion on the decision of the Arvind Kejriwal cabinet’s recommendation to the Lieutenant Governor to dissolve the state assembly when it resigned after its proposal on Janlokpal was defeated in the assembly ?
Mr Modi is merely shedding crocodile tears on Delhi being under President’s rule since the BJP helped the Congress-led UPA government in getting the interim budget for the capital passed in the Parliament, despite the fact that it included many anti-people measures.
Mr Modi and his party should make public their stand on whether they want fresh assembly elections in Delhi or not and whether they agree with the union home ministry’s affidavit submitted in the Supreme Court that there is a possibility of the BJP attempting to form a government in Delhi ?
Why is the BJP hesistant to come out clean on this issue ? Is it afraid of facing the electorate of Delhi ?
The AAP will not allow the BJP to spread misinformation on the issue of people of Delhi being denied their democratic right to elect a new government.
The AAP will expose the BJP and Congress attempts to keep Delhi under President’s rule and will take its fight to the people, who have suffered due to the unholy alliance between these two parties.

STANDARD CHARTERED MUMBAI MARATHON 2014 RAISES RS 20.11 CRORES IN CHARITY; CROSSES THE 100 CRORE MARK IN FUNDS RAISED SINCE INCEPTION

The Standard Chartered Mumbai Marathon (SCMM) keeps breaking records not only while racing against the clock, but even when it comes to raising funds for charity. The event is not only one of the biggest sporting events in India, it is also among the biggest charity event in Asia. This edition of SCMM has already broken all previous charity records with the highest number of donors, donations and participants supporting a cause. SCMM 2014 helped raise Rs 20.11 crores, benefiting 269 NGOs, which also helped the funds raised for charity since the event’s inception in 2004, cross the 100-crore mark. The 11th edition is particularly special as with it the SCMM has cumulatively raised over Rs 109 Crores for charity since its inception.
The charity effort behind the SCMM is spearheaded by United Way of Mumbai, the Official Charity Partner, who create a structured, organized and efficient platform to give while ensuring high levels of credibility and transparency is maintained in the process.
SCMM 2014 saw participation by 269 NGOs who raised a record Rs 20.11 Croresto further their causes and intervention areas. This figures was possible through the support of 171 participating companies and their employees, 1254 fundraisers and14,742 individual donors.
Right from the inaugural edition, in 2004, the event has advocated the cause of charity, providing a platform for NGOs, corporates and individuals to come together and raise money for causes of their choice. The results, then, were encouraging enough to predict that in the very near future this event would also rank among the top internationally acclaimed marathons that raise sizeable amounts of money for charity.
This response to the charity drive has surpassed the collection of all previous editions, reaffirming that the city of Mumbai and Mumbaikars have a generous heart and a strong social conscience.

The charity figures were announced by Jayanti Shukla, Executive Director, United Way of Mumbai at a special function held to felicitate the fund raisers at the Trident, Nariman Point on Thursday. Over the last 11 years the Standard Chartered Mumbai Marathon has helped raise 109 crores, benefitting 350 NGOs. As many as 241 NGOs will benefit monetarily from the fundraising effort associated with the Standard Chartered Mumbai Marathon 2014, with Shrimad Rajchandra Love & Care emerging the highest fund raising NGO for the fourth year running, having generated  Rs 1.59 crores. Save the Children India was a second highest, generating Rs 1.04 crore, while Isha Education was a close third highest, raising Rs 1 Crore.
13-year-old Sumer Punjabi emerged the youngest Dream Teamer, raising Rs 2.52 lacs for Concern India Foundation while 16 year oldMeera Mehta was the youngest Dream Champion raising Rs 10 lakh for her NGO, Shrimad Rajchandra Love & Care. The oldest Dream teamer was 83 year old Rumi Taraporevala who raised Rs 11.97 lacs for his NGO, Society for the education of the crippled.
The Corporate Challenge had 265 teams running from across 171 participating companies and who contributed Rs 10.34 crores, amounting to a major chunk of the total funds generated. The highest fund raising company in the Corporate Challenge was Kotak Mahindra Bank who along with their employees raised Rs 37.64 lakhs for the four causes they support- SOPAN, ICMH, CPAA & Kotak Education Foundation. Godrej & Boyce Mfg. Co, Ltd was the second highest, generating Rs. 32.31 lacs in support of the War Wounded Foundation, Republican Sports Club and Vasantha Memorial Trust.  K V S Manian & Shanti Ekambaram, both from Kotak Mahindra Bank emerged as the two highest individual fundraisers in the corporate challenge category.

In the special Dream Team category which is composed of 3 sub categories of individual fundraisers committing to raise above Rs 1.50 lac. Sadashiv Rao was the highest fund raiser among the Dream Champions, raising Rs 18.07 lacs for Isha Education, followed by Sankara Raman Srinivasan, who raised Rs 17.50 lacs in support of Amar Seva Sangam. Rumi Taraporevala raised the highest amount of Rs 11.97 lacs among the Dream Wizards in support of SEC, while Anisha Johri raised Rs 8.36 lacs in support of Family Service Center. The highest fund raiser in SCMM 2014 was Dream Maker Mrs Ramani Sankara Raman who raised Rs 28.77 lakhs for Amar Seva Sangam.

At United Way of Mumbai we have the privilege of been at the crest of this extraordinary platform for giving and been witness to the most remarkable stories of human generosity towards the well being of others lesser privileged. CBI files 2nd chargesheet in coal scam case before Delhi Court

Ahead of a Supreme Court hearing tomorrow, CBI today filed its second charge sheet in the coal scam before a Delhi court, naming Rajya Sabha MP Vijay Darda, Nagpur-based AMR Iron and Steel Pvt Ltd and others as accused for fraudulently acquiring coal blocks.
According to the CBI sources, the accused, including Darda and his son Devendra, were chargesheeted for the offences under sections 120-B of criminal conspiracy read with 420 of cheating of the IPC and under the Prevention of Corruption Act. The CBI, in its FIR, had named AMR Iron and Steel Pvt Ltd, its directors Arvind Kumar Jayaswal, Manoj Jayaswal, Ramesh Jayaswal and Devendra Darda, son of Vijay Darda, alongwith unknown public servants of Coal Ministry and other unknown persons as accused in the case.
Regarding AMR Iron and Steel Pvt Ltd, the CBI had said in its FIR that the firm, in its application form for allocation of coal blocks, had fraudulently concealed the fact that its group companies had previously been allocated five coal blocks. 
The chargesheet has been filed a day before the CBI would be informing the Supreme Court about the status of its investigations into the five cases registered by the agency in 2012.

Below is NNFI’s view of the state of affairs.
India’s politics have become murkier with each Lok Sabha election, and the run-up to each Lok Sabha election has seen ever-worsening behaviour by our politicians. This year we are witnessing new lows. The entire focus is on mud-slinging, with the ruling UPA benefitting from its control over the state machinery to discredit and or disable political opponents. Positive debates on how to make the nation prosperous have been discarded.
As before, criminals are being fielded by all parties, due to their ability to win with muscle and power. Despite promises of promoting only clean candidates, tickets are given to law breakers to become law makers, many even charged with heinous crime.
Again as before we are witnessing defections and cross overs by opportunists. 
The marked difference this time is the projected downturn in the fortunes of Congress and its UPA alliance partners. If the crystal-ball gazers are proved right, we may witness a major disintegration of the once great Congress. The sole responsibility for this terminal illness of Congress lies with the UPA chairperson, her family and close associates who have a stranglehold over the entire Congress hierarchy.
Politicians both central as well as regional regard the nation their personal fiefdom, and do not hesitate to increase their personal wealth from funds earmarked for development or looting the nation’s natural resources. All critics and dissenters, including whistle blowers who dare to raise their voice, are decisively silenced.  
State machinery is readily used by those in power to intimidate political opponents and to silence dissent amongst allies. The systematic destruction of state institutions (internal and external security, audit etc.) to subvert any challenge has resulted in the destruction of the very fabric of our democracy and left the nation in a very precarious condition. For a healthy democracy a strong and trustworthy opposition along with strong autonomous bodies, are a fundamental necessity for our democracy to function in the nation’s interest as well keeping the nation and its citizens secure and prosperous.
Congress today stands totally rattled by the NaMo wave sweeping a nation tired of the unfettered corruption and brazen loot of national resources unleashed during UPA 1 and 2. This is compounded by the impotence of governance, burden of high prices and a total disregard for the wellbeing of the aam admi.
In desperation to hold on, Congress today has only one agenda and that is to stop Narendra Modi in any manner possible. To achieve this objective every effort is being made to use the communal card and brand Modi dangerous for the minorities (i.e Muslims) – in order to secure the Muslim vote. It is also allegedly propping up AAP to cut into the BJP votes.
Congress (or UPA with its allies) controls all the investigative and enforcement agencies (e.g. CBI). It has nurtured a pliable judiciary to serve its purpose. With all the state machinery at its beck and call it believes it is well placed to carry on fooling the electorate with trumped up charges against opponents to ensure continuity of its hold on Parliament and prevent its own evil deeds being exposed. No Congress leader has so far been convicted of involvement in the Sikh massacre, whereas many from BJP are facing prosecution following the Gujrat riots.
How well Congress succeeds in weakening the NaMO surge is proving  unpredictable. Uncertainty is compounded by the AAP effect. The nation however needs to give a decisive mandate to whoever comes in next, to provide a stable government – but without further influence of UPA.  
Judging by the results in Delhi and other states where people have recently voted, it is increasingly evident that Congress is on the way out. Its leaders realising their plight are showing signs of desperation, fighting for safe seats or jockeying for a safe passage to the Rajya Sabha. The UPA in desperation has adopted a scorched earth policy – bribing the electorate with freebies without concern for how these are going to be paid for. The aim appears to be to create a huge burden on the next occupant of 7 Race Course Road, with little concern for the future of the nation.
BJP which provides the only credible opposition has had its fortune bolstered ever since it adopted Modi as its PM candidate. But due to its association with RSS, BJP is branded a Hindutva party and although with Modi at the helm it has consolidated the Hindu votes, but sadly not done enough to stem the alienation of the Muslim minority who are constantly bombarded with negative propaganda by UPA to create an atmosphere of fear and mistrust. Today it is not seen as an inclusive party – a necessity in our secular democracy. As a consequence of this branding, BJP is forced to emphasise on a developmental record of its PM candidate in Gujarat, and a promise to roll out the same strong progressive model for the rest of the nation. Businesses and investors appear to welcome this and a decisive mandate for NDA is expected to boost India’s fortunes for the better.
Modi is a strong, determined, very ambitious and an autocratic leader who has built up a reputation of delivering through good governance. He is showing a no nonsense approach in his choice of allies, giving of tickets and consolidating his hold on the party machinery.
Modi’s Hindutva credentials due to the RSS link, do give a cause for concern to the many ‘good citizens of India and many have raised their concern about him as the next PM. Every political party in India has been milking the minority vote bank and they in turn have been extracting their pint of blood knowing full well the importance of their vote to retain a hold on government. Muslim minority has been used and abused by all parties and it appears they are happy to be used so. There has never been any program aiming at equality for all citizens, as guaranteed in the Constitution. Many whose thinking is clouded by the secular/communal debate fail to realise that India and Hinduism is and will always remain secular and open to all religions, and that Congress alone over the years has done far more to destroy the secular nature of the nation.
BJP further suffers from governance credibility, at the centre. It has had only a short stint to prove its credentials during the 67 years of independence of India. Under Atal Behari Vajpayee the BJP’s economic policies gave a boost to India and moved it away from the licence raj.
BJP’s actions to open up the economy under Vajpayee were short lived. The UPA soon re-introduced policies under which only a favoured few could progress by leaps and bounds. BJP also suffers the stigma of the Babri Masjid demolition and 2002 riots in Gujarat. It has not done enough to appease and win back the Muslim trust and thus allowed itself to be blackmailed by a desperate Congress. These two issues continue to haunt BJP and Modi today.
Congress has always been well placed to generate negative publicity for its opponents to ensure its continued stranglehold on governance. It has even used every means to scuttle developmental work in states not controlled by it, whilst it carried on schemes to loot the nation. Sonia its undisputed leader and today an unconstitutional authority, has files detailing weak points on every one with the help of agencies such as CBI and this she does not hesitate to exploit whenever there is dissent amongst potential allies and rivals within. This is akin to a mafia controlling the nation.
Sonia’s sister in-law Maneka asked some very apt questions at a recent rally. “She came with no dowry or any other form of wealth but is today ranked as the 6th richest woman in the world. Where and how did she accumulate such enormous wealth?” she asks. As Maneka explained “this comes from looting your and my money, and our national resources” Yet the vast majority of India’s citizenry is unaware of such antecedents because they are either too burdened by the struggle for survival or are too much in awe of the Nehru dynasty. The Muslim minority conveniently ignores negative facts about Congress leadership, because of the fear factor ingrained in their thinking due to Modi being projected as a mass murderer.
AAP the new entrant, came in with a noble agenda of ridding the nation of corruption so that developmental funds and the nation’s natural resources are utilised for the benefit of all the citizens and not a chosen few. AAP has no religion based politics or any other divisive plank. Its leaders established their credentials under the Anna movement and their pursuance of a citizen centric Lok Pal to act against the evil of corruption. AAP raised hopes and awakening amongst the downtrodden and in Delhi Assembly elections it almost secured a full mandate to govern to every-one’s surprise.  In this achievement it suddenly reinforced the belief in millions of voters that change for the better was possible through the ballot box.  It united all the citizens under its non-divisive banner. It changed the political thinking in the country, with the established parties totally thrown off course not knowing how to deal with this new menace. Congress Vice President Rahul Gandhi even adopted many of the practices initiated by AAP – grass roots interaction to listen and understand the real issues of the poor from rural and tribal areas.
In Delhi, since no party had a clear mandate, AAP with tactical support from Congress was given a chance to prove itself. But it failed miserably in the eyes of the literate voter. It made promises and commitments it must have known it could never have been able to deliver on. Its motley bunch of amateur MLAs proved a further liability, continuing as activists rather than graduating to governance mode and proceeding sensibly to deliver against the odds which they knew were stacked against them. Realising the mistake, they looked for and found an unconvincing exit from governance – “if we cannot deliver Lok Pal we do not wish to be in governance”. They always knew that without police, land and an ability to pass laws in Delhi, they could do little in many areas crucial to the aam admi (law and order, jobs, burden of price rises etc). So having quit, they decided to focus on the Lok Sabha elections with the aim of capturing a significant mandate to be able to pursue their agenda (and perhaps to help Congress by cutting the Modi votes). But by not delivering sustainable benefits to Delhi, not launching investigation against Sheila or her administration, and taking support from Congress, indulging in activism when in government, has seriously damaged the credibility of this group. Furthermore some of AAPs economic policies have allegedly left many in industry worried about its disastrous effects. They should have remained focussed to a narrow anti-corruption plank.
The serious negativity (alleged alliance with Congress) which became evident early in the 49 day stint, was their lack of action against Congress. Thus making them Congress stooges in the public eye. A branding difficult to shake off, however hard they persuade people otherwise. The belief that they are indeed working for Congress is further strengthened by the way their total focus remains on Modi. By  cutting into the Modi vote makes them an obvious stooge in the hands of Congress which no doubt hopes to achieve what it did in 2009 in Andhra to help bring YSR Congress back with the help of Chiranjeevi who played the same anti-corruption tune as Kejriwal, to be rewarded later with a cabinet berth.
AAPs success in cutting Modi’s seat share will be disastrous for the nation. The country needs a stable government, with few coalition constraints, to be able to deliver, and this can only come from a decisive mandate for Modi’s BJP (NDA). 
Where does this leave the citizen of India? Criminality is not decreasing from any party (except AAP). Opportunism continues with defections and realignments to win a Lok Sabha seat at any cost. Politics remains closed for ‘good’ people. So what should you and I do?
-cast your vote, do not waste it
-learn about your candidate’s antecedents
-vote sensibly keeping the future of the nation uppermost rather than political ideologies
-Use NOTA to reject all candidates if you do not trust any.
Faced with a Hobson’s choice the voter needs to make an informed logical choice to bring in a stable government.

Sahara expresses its inability to deposit Rs. 10,000 cr

Sahara Group told the Supreme Court today that it will not be able to deposit 10,000 crore rupees to secure Subrata Roy’s release. The group told the apex court that the bail amount was too high.
The court has adjourned the hearing of appeal against arrest of Roy to the 3rd of next month.
The apex court yesterday ordered that Sahara group will have to pay 10,000 crore rupees to get interim bail for its Chief Subrata Roy and two of its directors, who have been behind the bars since 4th of this month.

KUALA LUMPUR, March 26, 2014 – Three of the most exciting young sports stars of their generation, who have proved world-beaters despite their age, have been honoured at the 2014 Laureus World Sports Awards in Kuala Lumpur, Malaysia.
Germany’s Sebastian Vettel, the youngest four-time Formula One world champion in history at 26, was named Laureus World Sportsman of the Year, US swimmer Missy Franklin, at 18, became the youngest ever winner of the Laureus World Sportswoman of the Year Award, while Spain’s Marc Márquez received the Laureus Breakthrough of the Year Award, after winning the World MotoGP Championship at just 20 years and 266 days.
There was double delight for both Germany and Spain when the Awards were announced. Bayern Munich joined Vettel as winners, taking the Laureus World Team of the Year Award, while tennis maestro Rafael Nadal received the Laureus Comeback Award to celebrate, with Márquez, a wonderful night for Spanish sport.
The Laureus World Sports Awards are the premier honours on the international sporting calendar. The winners are chosen by the Laureus World Sports Academy, the ultimate sports jury, made up of 46 of the greatest living sportsmen and sportswomen. Proceeds from the Laureus World Sports Awards directly benefit and underpin the work of the Laureus Sport for Good Foundation. Since its inception, Laureus has raised €60 million for projects which have improved the lives of millions of young people.
Sebastian Vettel’s success was particularly satisfying for the young German racer, who had been nominated five times for a Laureus Award, before finally winning. His fourth straight World Championship in 2013 saw him join motor racing legends Juan Manuel Fangio, Michael Schumacher and Alain Prost, who all won at least four times, but he did it more quickly than them – at just 26 years and 116 days.
Laureus World Sportswoman of the Year Missy Franklin was the sensation of the World Championships in Barcelona, becoming the first woman swimmer in history to win six gold medals at a single World Championships – three individual and three relay – at the age of just 18. She continues to refuse prize money and endorsements so that she can maintain her amateur status in college.
Bayern Munich were presented with the Laureus World Team of the Year Award after becoming the first football club to complete the treble of UEFA Champions League, Bundesliga and German Cup. Six of their players were nominated for the FIFA Player of the Year Award: Philipp Lahm, Thomas Mueller, Manuel Neuer, Franck Ribery, Arjen Robben and Bastian Schweinsteiger.
Spain’s Marc Márquez was presented with the Laureus Breakthrough of the Year Award after becoming the youngest ever MotoGP world champion, at 20 years 266 days. He also made history by becoming the youngest winner of a Grand Prix, in Austin in April, at 20 years 63 days.
It was Márquez’ first Laureus Award, but his fellow Spaniard Rafael Nadal secured his third Laureus Statuette, when he won the Laureus World Comeback of the Year Award, returning after a seven-month absence because of injury to win the French Open and US Open Grand Slam titles and regain his No 1 world ranking.
France’s Marie Bochet, aged 19, won the Laureus World Sportsperson of the Year with a Disability Award after becoming the first athlete to complete a Grand Slam of all five events at one Alpine Skiing World Championships.
Britain’s BMX star Jamie Bestwick, now based in the United States, won the Laureus World Action Sportsperson of the Year Award after becoming the only athlete in X Games history to win eight straight gold medals, two more than legends such as Tony Hawk and Shaun White.
The Laureus World Sports Academy presented two additional discretionary Awards. The Laureus Spirit of Sport Award was won by the Afghanistan Cricket Team, who qualified for the Cricket World Cup for the first time in their history, and the Laureus Sport for Good Award was presented to Magic Bus, the sports-based community project in India.
The Awards Ceremony was held at the Istana Budaya, in Kuala Lumpur, Malaysia, and was hosted by British actor Benedict Cumberbatch. Oscar and Grammy winner Jamie Foxx performed to the star-studded audience. German actor Daniel Brühl, who played Niki Lauda in the film Rush, was present along with Chinese supermodel and actress Du Juan.

Rahul Gandhi has accused BJP of unleashing the politics of anger before elections by pitting Hindus against Muslims and the rich against poor and said the ‘Gujarat model’ cannot be imposed on the country.
Terming as “marketing exercise” media reports of a likely BJP victory in the polls, Gandhi said this balloon floated by BJP will burst when votes are counted as it did in 2004 and 2009 when Congress had been written off by pollsters. 
“BJP’s politics is about two things. First, pit Hindus against Muslims, the rich against the poor and people of Maharashtra against those from UP. Just before the elections, riots started in UP. 
“Second, they fail to see the pain of the poor. So they talk of things like ‘India Shining’ which I will never because I meet you everyday and understand your suffering,” he told a public meeting in Sonitpur district of Assam on Thursday. 
India Shining was the campaign theme of the then NDA government in 2004 elections in which it was roundly defeated. 
Congress, he said, believed in politics of love and empowerment of the poor. It is the poor who will burst the BJP’s marketing balloon this time too, he said. 
He also took on BJP’s prime ministerial candidate Narendra Modi over his claims that Gujarat feeds milk to the entire country, saying the state has had big dairy produce since 1950s and he deserves no credit for it. 
BJP, he said, believed that one Gujarat model can be replicated across the country but it was not so and added that different states need their own models specific to their needs. 
“Assam does not need Gujarat model. It needs Assam model… BJP think one ideology can run the entire country but the truth is that this country is not made of one thought or ideology but of thousands and lakhs of thoughts,” he said. 
Congress, he said, would focus on the needs of 70 cr Indians, who are presently below the middle class level, and work for their development and prosperity. 
Gandhi said that during his travels in Gujarat he had talked to farmers, women, adivasis, OBCs and the poor who appealed to him to look into their problems as nobody listened. 
“The Gujarat model has benefited a few companies with farmers’ land taken. We do not want such models for other states,” he said. 
The BJP’s ‘India Shining’ ‘hot air balloon’ burst in 2004, another did so in 2009 and the one sent up by the party this time would deflate ‘with noise three times louder’, he said. 
“The NDA had launched the ‘India Shining’ campaign in 2004 which was like a hot-air balloon that went up and burst in the air and who burst it …. not the Congress, but the poor of the country did it,” he said. 
“Again in 2009, another balloon went up with even the media also saying that the Congress cannot form the government, but the balloon was against burst by the people,” he said. 
“Similarly, this time also a fully pumped up balloon has been sent up and this will burst with a noise three times louder,” he said. 
The BJP, he alleged, believed in Hindus fighting Muslims, conflict between the poor and the rich … the Marathas against people from Uttar Pradesh, leading to riots before the general elections in Uttar Pradesh. 
“Their’s is a politics of anger and they cannot see the poor and their pain and problems,” he said. 
The Congress, Gandhi said, believed in the politics of love, unity and peace which was evident in Assam which witnessed violence, insurgency and no peace or development for several years. 
“When Congress came to power in 2001, the state witnessed a change with love removing violence, peace returning and growth rate increasing from two per cent to 13 per cent,” Gandhi said. 
“You cannot wipe out darkness with darkness, but only light can eliminate it. Assam has done it and the rest of the country should learn from this,” he added. 
Criticising the BJP for stalling the passage of the women’s reservation bill, Gandhi said “We will definitely pass the bill.” 
Referring to the increase of nine LPG cylinders to 12 a year, he said that women across the country had asked him to raise their number. 
“I talked to Soniaji and the Prime Minister and it was increased in two minutes.”

RBI extended transitional period for full implementation of Basel III Capital Regulations in India
upto March 31, 2019 from March 31, 2018
In view of the implementation of Basel III Capital Regulations, banks need to improve and strengthen their capital planning processes. While conducting the capital planning exercise, banks may consider the potential impact of the changing macro-economic conditions and the outcomes of periodic stress tests on the adequacy and composition of regulatory capital. A forward looking capital planning process will enable banks to appropriately assess the level of capital needed to support their business strategies over the medium-term. The capital requirements may be substantially lower during the initial years as compared to later years of full implementation of Basel III Guidelines.
During the recent times, industry-wide concerns have been expressed about the potential stresses on the asset quality and consequential impact on the performance / profitability of the banks. This may necessitate some lead time for banks to raise capital within the internationally agreed timeline for full implementation of the Basel III Capital Regulations. Accordingly, the transitional period for full implementation of Basel III Capital Regulations in India is extended upto March 31, 2019, instead of as on March 31, 2018. This will also align full implementation of Basel III in India closer to the internationally agreed date of January 1, 2019. Certain other aspects of the guidelines, more specifically, those relating to the loss absorption features of non-equity capital instruments have been reviewed in response to clarifications sought in this regard.
The revised transitional arrangements along with other modifications have been furnished in the Annex enclosed for your reference. These guidelines become applicable with immediate effect.

“When Jharkhand was part of Bihar, you had plenty of coal but they have consumed the coal. Both the Centre and the state government have done little to improve the power scenario,” he said while addressing a public meeting in Sasaram (Bihar) on Thursday.
The BJP’s Prime Ministerial candidate said while leaders talk of 21st century, Bihar remains in darkness.
“When I became the Chief Minister, Gujarat had a very bad power situation. People requested me to ensure that they get power at least during dinner time. Today there is 24-hour power supply. In villages, people can run internet, television and small factories….How will India progress without power,” he said.
While the Centre and the state government blame each other for the scenario, it is the farmer which suffers, he said, adding after the counting of votes, the country and the region will see spring of development.
He also attacked Congress for it election manifesto and accused it of lying to the people.
“In 2009, they had promised to bring down price rise in 100 days. This time again, they have made a similar promise. They are indulging in a new experiment of putting chilli powder in people’s eyes,” he said.
Attacking Rahul Gandhi over Congress’ decision to replace the party’s candidate against him in Vadodara, Modi said though he was elected through primaries, he was denied an opportunity to contest as he is a Dalit.
Hitting out at Meira Kumar who represents the Sasaram constituency, Modi said the foodgrain produced in the area is used to make alcohol and not to feed the hungry.
“Women are a worried lot despite their public representative being a woman herself. The MP has little time to listen to the problems of the people,” he said. Modi promises to carry forward Vajpayee’s policies in Kashmir.
Against the backdrop of parties in Kashmir praising the previous NDA government’s initiatives in the Valley, Narendra Modi promised to carry forward the policies of Atal Bihari Vajpayee to change the fate of Kashmir.
“The path shown by Vajpayee — humanity, democracy and Kashmiriyat — we will carry forward,” the BJP’s Prime Ministerial candidate said addressing the first “Bharat Vijay Rally” at Hira Nagar near Jammu on Wednesday.
He said that if Vajpayee government had got another five years, it would have changed the face of Kashmir and problems would have ended.
His comments assume significance as mainstream political parties of the state including ruling National Conference and opposition PDP as well as moderate separatist — Hurriyat Conference led by Mirwaiz Umer Farooq — have, of late, been praising the Vajpayee government for its initiatives relating to Kashmir.
Modi, who paid obeisance at Mata Vaishno Devi Shrine ahead of his address, neither made any reference to Article 370 this time nor replied to the challenge thrown by state Chief Minister Omar Abdullah for discussing it.
This was the second rally being addressed by Modi in Jammu region. He had addressed a rally on 1st December last year during which he had stirred a controversy by demanding a dialogue on Article 370 which guarantees a special status to the state.
However, after he was challenged by state Chief Minister Omar Abdullah for a discussion on Article 370, both BJP as well as Modi never raked up the issue again.
During Wednesday’s rally, retired IPS officer Farooq Khan, who has been in the forefront of anti-militancy operations in Jammu and Kashmir, joined BJP.

Supreme Court thus giving  a big setback to BCCI President N Srinivasan, the Supreme Court proposed his replacement by Sunil Gavaskar and suspension of Chennai Super Kings (CSK) along with Rajasthan Royals (RR) from IPL 7 till the pendency of case of betting and spot fixing scandal before it.
The court on Thursday said it is intending to bar CSK, owned by India Cements, which is promoted by Srinivasan, and RR, whose players and team officials are allegedly involved in the scandal, from participating in the IPL 7 tournament slated to begin from 16th April.A bench headed by Justice A K Patnaik proposed the name of veteran cricketer and commentator Sunil Gavaskar to head the Board during the pendency of the case in the apex court.
The bench asked the Board to give its response by Friday on its proposals after which it will pass an interim order.
The bench also proposed to pass an order barring India Cements officials from getting involved with the functioning of BCCI after senior counsel Harish Salve, appearing for Cricket Association of Bihar, pointed out that many such officials are at present part of BCCI team.
Salve also raised questions on the conduct of captain of Indian Cricket Team, M S Dhoni, who is also vice president of India Cements, saying that he is guilty of corrupt practices.
At the beginning of the proceedings, BCCI placed before the apex court its proposal and assured that it will initiate disciplinary proceedings against persons concerned on the basis of Supreme Court-appointed Mudgal committee’s report.
BCCI, which was rapped day before Wednesday by the apex court, came out with the proposal saying that it agrees to conduct proper probe in the IPL betting and spot fixing scandal.

Tens of thousands of Thai opposition protesters marched through Bangkok on Saturday calling for the resignation of Prime Minister Yingluck Shinawatra, who faces a possible ban from politics for alleged negligence. 
The new show of strength by the anti-government movement came on the eve of elections for the upper house of parliament, whose members could decide Yingluck’s fate.
“I have come out to preserve democracy,” said protester Jirapa Tantingarmkasem, who joined the march from the rally base in Lumpini Park to the city’s Royal Plaza. 
“I ask everyone to come out to protest. Fight! Fight!” Hundreds of demonstrators also swarmed into the grounds of the government headquarters, which have not been used by Yingluck’s cabinet for months because of protests targeting state buildings”. 
Yingluck has withstood five months of street rallies seeking to force her from office and end the political dominance of her billionaire family. 
Thailand is bitterly divided between opponents and supporters of her elder brother, the fugitive former premier Thaksin Shinawatra. 
The billionaire tycoon-turned-politician was toppled in a coup in 2006 after clashing with the royalist establishment. 
He fled Thailand in 2008 to avoid jail for a corruption conviction and lives in Dubai. 
Political violence, often targeting protesters, has left 23 people dead and hundreds wounded in grenade attacks and shootings in recent months, although the bloodshed has abated since the rallies were scaled back at the start of March. 
The kingdom is in legislative limbo with only a caretaker government following incomplete February elections since nullified by the Constitutional Court.

With a 40 Year Program to mine Coal at this site – 150 to 200 million
tones of Mining should have developed – totally avoiding Imports of
Coal from Just at one site. The money saved could have been invested
in Expanding Railway Capacity by doubling & tripling Railway Lines.
Existing power projects could have been operating at much higher load.
Coal is the major issue dragging down UPA and Jairam Ramesh is the
Chief Culprit.

Election Commission can’t run a parallel government, says Jairam Ramesh

Minister of Rural Development Jairam Ramesh today hit out at the
Election Commission during a Google Hangout session with Network18′s
Shirin Bhan saying the EC cannot run a parallel government.
When asked about the Election Commission’s order asking the oil
ministry to defer increase in gas prices, Ramesh said, “I don’t agree
with the Election Commission’s approach. They cannot be running a
parallel government. This decision to increase the gas prices was
taken eight months ago.”
“The EC cannot sit in judgement on executive decisions. Otherwise the
government will come to a screeching halt,” he said.
When asked why in the last couple of months the government has been
hasty with projects, Ramesh said, “When we take time and deliberate on
decisions it is policy paralysis, but when we actually take decisions
it is being hasty,” he said. Earlier during the discussion he had
reiterated the same points saying, “India is a peculiar country, you
are damned if you clear projects, you are damned if you don’t.”
Ramesh defended the manifesto and UPA’s performance saying, “In UPA I
we delivered 8 percent GDP growth, in UPA II it was 7.3 percent. These
rates of growth are unmatched in our history. Yet you say there is a
crisis of confidence.”
“Many of the social welfare objectives were present in 2009, but what
we are promising in 2014 is a step up. In 2009 we did not promise
right to health as we are promising in 2014,” he said.
When asked if the Congress was trying to appease minorities he said,
“The Congress is not appeasing the minorities but only protecting
them. In our country secularism means respect for all religions.
Secularism is fulfilling constitutional obligations. In our country
secularism does not mean irreligion, but respecting all religions.”
Ramesh also dismissed opinion polls saying, “We proved the prophets of
doom wrong in 2009, and we will prove them wrong this year as well.
Gujarat shining will meet the same fate as India shining.”

Reliance gas-find 40 times bigger than Bombay High
Hemangi Balse in Mumbai
Reliance Industries’ gas discovery in the Krishna-Godavari basin is expected to
change the energy supply economics in the country with the reserves estimated to
be around 40 times bigger than that of the Bombay High field, and
double the total
gas production of Oil and Natural Gas Corporation.
The Ambanis made the announcement on the gas discovery at the company’s
annual general meeting on Thursday.
Reliance’s gas reserves in its exploratory block KGDN-6, off
Vishakapatnam, are to the tune of 40-50 million cubic metres per day
and are expected to go up to 100
cubic metres of gas over a 10-year period.
Reliance’s gas reserves are expected to feed the gas-starved country
for almost a
century. The firm will have to invest more than Rs 7,000 crore (Rs 70
billion) in
extracting gas from the Krishna-Godavari basin.
Reliance is understood to already have received enquiries from several
international oil majors for a partnership but is, however, planning
to go it alone.
An industry source said: “If Reliance’s projections come true, it will
change the entire energy supply chain of the country. This will
further mean that projects to import liquefied natural gas in the
country will be hit.”
Such a scenario puts a question mark on the slew of LNG terminals
planned in India. Although most are on the drawing board, several
global firms, including Shell, British Gas, and the local Petronet
LNG, have bought land and carried out detailed feasibility studies to
import LNG.
Reliance is delineating the gas reservoir, has drilled almost three
wells, and needs
122 clearances at various levels of the government.
Though Reliance has a 10-year plan for the gas reservoir, the entire
execution and commercial production is being chalked out in such a
manner that it can commence production in two and a half years.
Reliance is the first private Indian company to have struck gas in a deep water
exploratory block in the country. It drilled a record 6,000 feet below
the sea floor in
the Krishna-Godavari basin.

GATEFORUM students shine in GATE 2014

Delhi & NCR, 29th March 2014: The results of Graduate Aptitude Test in Engineering (GATE’14) have been announced yesterday. Aditya Reddy, Director GATEFORUM said that the students of GATEFORUM have performed exceedingly well in the test. From the results obtained so far, GATEFORUM students Ankit Goyal has got All India Rank 1 in Electrical Engineering, Shubham Singh has got All India Rank 1 in Mechanical Engineering. 
From the NCR Region, Atul Mishra, from Faridabad, has secured All India Rank 16 in Instrumentation Engineering, Gaurav Malik, from Ghaziabad, has secured All India Rank 19 in Instrumentation Engineering, and Abhinav Bansal, from Delhi, has secured All India Rank 20 in Mechanical Engineering.

GATE 2014 examination was conducted for the first time in computer based mode for all the papers this year. The number of students taking the test in GATE 14 was 8,89,156 which is about 10 % lower than 9,84,855 students who appeared in GATE 13. The decrease in test takers can be attributed to a significant drop of female candidates in GATE 14. One reason for the drop is that there was no application fee for female candidates in GATE 13 while there was a fee of Rs 750 in GATE 14 for them.

Apart from admission to post graduate programs in IITs, NITs and other engineering colleges in India, GATE score is used by many Public Sector Undertakings for recruitment of fresh graduate engineers. GATE 2014 exam was conducted from 2nd February to 2nd March, 2014 over 3 weekends.

We at POLICE WATCH INDIA are pretty aware about the fact that how much toll taking is the embarrassment that the Police Chiefs & other Senior Police Officers have to bear as a result of the stricture like cognizance taken by the Judiciary (on & off record) of the I.O.s Non-Investigations, Superficial, Shoddy & Shady Investigations and the otherwise callous & inhuman approach shown by them towards their duties as assigned to them.
 
OR — IS IT THAT SENIOR POLICE OFFICERS TOO HOOT CARE ABOUT THIS HEINOUS DOWN TO EARTH REALITY BECAUSE IT DOES NOT AFFECT THEM & THEIR KITH & KIN??????? 
 
To put an end to this menace it is advised that INDEPENDENT INVESTIGATIONS AUDITORS be appointed by all Police Departments in all the States as well as at the Home Ministers Office at the Central Government level as also at the Judiciary level.
 
The Work Profile of the INDEPENDENT INVESTIGATIONS AUDITOR in brief should be as follows : -
 
To audit the Investigations conducted by Police Departments, the Vigilance Departments of the Police Departments and to review their policies and procedures with respect to Criminal Investigations.
 
To look at things such as tactics. It’s the job of the Independent Investigations Auditor to make recommendations about changes in Police Departments’ policies and procedures, as regards Criminal & other Investigations conducted by them.
 
Will be involved in reviewing the trigger happy shootings, police performance, and how their Vigilance Department investigates complaints against Police Officers/Personnel themselves. 
 
Review their investigations and databases and look carefully at the numbers. How many complaints are sustained, how many aren’t & why, what type of discipline is issued, and how often. Is it appropriate discipline? These are the types of things that will be looked into.
 
There is this huge push for change i.e. all expressing a need for change. The Central and State Governments coming in as well. The Police Chiefs who understand and are experiencing the need for change want to have change, and they would want confidence levels on the part of citizens to soar in their respective Police Departments. The huge momentum for change is there, for something special and positive.
 
Well that is going to be the goal of oversight….transparency. So that there is someone besides just those in the department looking at the investigations and looking at all of the functions on a daily basis. To review and critique the investigations and to tell the public through unbiased reports whether or not the police investigations were thorough and complete.
 
The Investigations Auditor will show the Investigating Officers how he is going to critique them, to get their input as well. It won’t be just a one-way street, as the Investigations Auditor will be letting them know how he is going to critique them by using their own rules and regulations. He will be going to go out to the scene of the crimes; from start to finish. See the evidence as it lies there. See the crime scene; hear what the initial story is about and what supposedly happened. 
 
Lastly, see the complete investigation and then be able to tell the public & others about it.
That a consent decree between the Investigations Auditor & the Police Chiefs will govern & basically outline the duties of the Investigations Auditor as well as what to do on a day-to-day basis. There will be requirements of the police department as well as requirements of the Police Chiefs office that he will have to meet. The consent decree is all about compliance and reports that show the level of compliance.
 
It all will revolve around trust. The trust that others can count on the Independent Investigations Auditor to do what has been said and does it without any bias and/or prejudice. He won’t be a talking head or in cahoots with the Police Department. People should know that he will be independent of the police department and will be hard in critiquing them. He shall be straightforward and want complete & proper investigations conducted so that guilty don’t go unpunished.
 
The police department will have to trust him in what he writes to them. The Police Chiefs & their subordinates will need to be able to trust him and say yes. Lastly, the department should be able to relate to him. The Independent Investigations Auditor should never have any problem talking with anyone at any level. The Independent Investigations Auditor shall have nothing to hide in this process, and would want the Police Chiefs to know exactly what he is doing so he can shine a brighter light on that process.
 
The maximum time within which the Independent Investigations Auditor shall give his findings shall be 3 (Three) months & there shall be no provision for extension of time for any reason whatsoever.
 
The JUDGES OF THE TRIAL COURTS & HIGHER COURTS could also obtain the services of The Independent Investigations Auditor where ever it deemed necessary by them for the purpose of fair & just deliverance of Justice to the Aggrieved.
 
The selfless work of the Independent Investigations Auditor would eventually bring glory to the Police Departments as well as restore the trust & confidence levels of the Police Chiefs & their Subordinates in the eyes of the “AAM AADMI”.
 
IT IS IMPERATIVE TO ENSURE AT ALL COSTS THAT THE “INDEPENDENT INVESTIGATIONS AUDITOR” IS NOT A PRESENT OR PAST MEMBER OF ANY POLICE FORCE OR ANY OTHER LAW ENFORCING AGENCY.
 
The “Independent Investigations Auditor” should be one who understands the psyche of police personnel, their weak & strong points, knows the fundamentals of investigations & investigation procedures & techniques, has reasonably good knowledge of all types of laws & to that extent need not necessarily be a lawyer.

AAP to replace three candidates in UP

Problems for AAP in Uttar Pradesh do not seem to end as it has now decided to replace at least three candidates in the state owing to different reasons. 
“We are planning to change the candidates in 2-3 constituencies which include Farrukhabad and Etah,” said party spokesperson Deep Bajpai.
“This is being done because of different reasons ranging from lack of interest shown in campaigning by the individual to some of them not meeting the guidelines set by the party. 
We will put up strong candidates by replacing them,” he said. 
The party had announced candidature of scribe Mukul Tripathi in Farrukhabad to take on Union Minister Salman Khurshid in its first list of candidates. He will now be replaced.
The party had given ticket to Dilip Yadav from Etah and he will also be replaced. 
In UP alone, Khalid Parvez was asked not to contest from Moradabad after a case of defaulting cropped up. 
Similarly, the party also replaced the candidate in Shahjahanpur. In Delhi, AAP fielded Rakhi Birla in place of Mahendar Singh from North-west Delhi after a case of his arrest in a case came to light. 
The party fielded Gul Panag after Savita Bhatti, who was initially given ticket refused to contest in Chandigarh owing to opposition to her candidature by local party workers.

GOPIO 25th ANNIVERSARY CONVENTION TO BE HELD IN TRINIDAD & TOBAGO 
   
 
The Global Organization of People of Indian Origin (GOPIO International) will be holding its 25th(Jubilee) Anniversary in Port of Spain in Trinidad & Tobago, with a 2-day gala celebration on 27th to 29thMay, 2014 preceding the annual Indian Arrival Day commemoration in that country. GOPIO International Trinidad & Tobago Chapter will be the convention host, along with a well organized convention team which includes GOPIO’s regional and international chapters, executives, councils and life members, as well as businesses, government, organizations and academic supporters.

Hosting of GOPIO 25th (Jubilee) Anniversary in Port of Spain has been enthusiastically endorsed and supported by the Government of Trinidad & Tobago, prominent persons of Indian origin and several chambers of commerce, businesses, organizations, academicians and academic institutions, media and others.

The strong relationship between GOPIO and Trinidad & Tobago began with the formation of GOPIO in 1989 with high level representation of several prominent persons from Trinidad & Tobago, as well as other countries of the Caribbean region. This relationship blossomed to continuing participation in GOPIO at the highest levels at GOPIO’s major events and GOPIO’s many visits to Trinidad & Tobago over the years. In addition, the International Chapter of Trinidad & Tobago is among the most active and vibrant of GOPIO’s many chapters globally, addressing current and critical community issues such as spousal abuse, alcoholism, education, children and health concerns. GOPIO is proud to have hosted Trinidad and Tobago Prime Minister Kamla Persad Bissessar on 12th January, 2012 at special reception/dinner in Kolkata during her visit to India as the chief guest at Pravasi Bharatiya Divas 2012.

GOPIO chapters in the Caribbean region are: Trinidad & Tobago; Guyana; Suriname; St Vincent; Belize; Guadeloupe and Martinique, with others in formation in Jamaica, St Lucia, Grenada and Barbados. PASSENGERS FLYING INTO INDIA HAVE TO DECLARE OVER RS. 10,000 IN NEW IMMIGRATION FORM

Passengers flying into India will have to declare Indian currency exceeding Rs 10,000 being brought by them, according to new Custom Rules which has been implemented from March 1, 2014. 
 
Besides, they will also be asked to declare number of baggage, including hand baggage, while entering into India, said the new rules notified by the Finance Ministry on February 10th.
Earlier rule appearing in the Govt. of Indian website showed that international passengers could not carry any Indian currencies to India and they also have to carry Indian rupees while leaving India. GOPIO Convention in New Delhi had passed a resolution which was submitted to Prime Minister’s office to change that rule to allow NRIs/PIOs as well as international passengers to carry limited amount of Indian rupees.
According to new rules under Customs Baggage Declaration (Amendment) Regulations, 2014, an Indian citizen would need to fill up the immigration form only when he or she goes out of the country. There will be no immigration form for Indian citizens returning from abroad. 
All passengers coming to India will be filling up a new ‘Indian Customs Declaration Form’ which will seek details that will be different from the detachable perforated strip which is a part of the immigration card at the moment. 
The ‘Indian Customs Declaration Form’ carries additional fields for declaration of dutiable and prohibited goods, which will help authorities in checking customs duty frauds and keep a record of gold jewelry and bullion being brought into the country, customs officials said.   
For the first time, travelers would be asked to specifically declare any prohibited articles, gold jewelry (over free allowance), gold bullion and Indian currency exceeding Rs 10,000 in the new form, they said. 
A passenger will have to give details of countries visited in the past six days and mention the passport number on the new form, which was not there earlier. 
Old fields like declaration of satellite phone, foreign currency exceeding $5,000 or equivalent, aggregate value of foreign exchange including currency exceeding $10,000 or equivalent, meat, meat products, dairy products, fish or poultry products and seeds, plants, fruits, flowers and other planting material have been retained in the new format. 
The passengers will also have to give details of baggage, including hand baggage, being carried by them in a separate column on the form. 
India has 19 international airports in Srinagar, Amritsar, Jaipur, Delhi, Ahmedabad, Guwahati, Nagpur, Mumbai, Kolkata, Hyderabad, Goa, Bangalore, Chennai, Calicut, Coimbatore, Tiruchirapalli, Kochi, Thiruvananthapuram and Port Blair.  
INDIAN PASSPORT, VISA, OCI CARD AND PIO CARD OUTSOURCING AGENCY TO BE REMOVED
  
Following up on a large number of complaints from frustrated India travelers, the Indian Embassy in the US has announced on Feb. 5 that it is accepting bids to replace BLS International, its current outsourcing service that accepts and processes visa applications.

A new company is scheduled to service the U.S. by the end of May 2014, which is expected to establish centers in New York, Houston, San Francisco, Houston, and Atlanta; the number of centers may increase if the need arises.

GOPIO Passed Resolution to Remove BLS International

GOPIO and other Indian community organizations have been campaigning to remove BLS International for the last six months. At the GOPIO Delhi Convention, GOPIO passed a resolution to that effect as follows:

Unreasonable & Unrealistic Harassment of NRIs & PIOs by BLS International

Issue: The procedures established by the Government of India and the services provided by BLS International to support the Consular Services are so poor that it brings shame and suffering who wish to travel to India. 

Whereas GOPIO commends Government of India for organizing these PBDs in a fabulous manner by spending millions of dollars; and,

Whereas GOPIO commends the well-intentioned Government of India to serve the Indian Diaspora through these PBDs; and,

Whereas the members of the Indian Diaspora need to make travel arrangements to visit India and need consular services for their VISAs, OCI Cards, and/or Renewal of Indian Passports; and,

Whereas the Government of India has procured the services of BLS International to expedite the consular services provided by the Indian Mission abroad; and,

Whereas the services provided by the BLS International are so poor and the behavior of BLS personnel so terrible that the Indian Missions abroad, and, the Government of India are getting a worse public opinion and press; it is indeed shameful.

Therefore, be it resolved that GOPIO request Government of India replace BLS International with an efficient and competent service agency that can facilitate the workload of Indian Missions and serve the Indian Diaspora with respect, dignity, decency and efficiency.

The invitation from the Indian Embassy to vendors implicitly states: “The agencies would be expected to provide courteous and efficient service at all times. The Embassy / Consulates General reserve the right to monitor the quality of service provided and impose necessary corrective measures on the agencies in terms of their contractual obligations.
  
BLS International began its services in the U.S. in July 2013 and quickly gained a reputation for its lackadaisical approach to processing visa, Overseas Citizen of India and Person of Indian Origin applications.  


BEYOND BOLLIWOOD – INDIAN AMERICAN DIASPORA HERITAGE EXHIBITION OPENS AT THE SMITHSONIAN IN WASHINGTON, DC 
 
Of the 137 million objects owned by the Smithsonian, only a handful represents the history and experience of the roughly 3.3 million Americans with roots in the Indian subcontinent. So in 2008, the institution decided to stage the exhibition 
“Beyond Bollywood: Indian Americans Shape the Nation,”which opened on Thursday, February 27th.

Indian Americans have been recognized as a model minority, celebrated for their achievements in different fields, and feted for their contribution to American society. They own some of the most-prized records in the United States, from the best-educated ethnic group to earners of the highest per capita income, nearly twice the national average. 
But their history in the United States going back two centuries has been a spottily-recorded mystery, although the first ones arrived on these shores in the 1790, just a over a decade after American independence.

hronicling the heritage of Indian immigrants and Indian Americans and the contribution they have made to the American melting pot.
With dozens of historical and contemporary images, including photographs, films, and artifacts, the exhibition documents tales of discrimination, resistance, and achievement, starting with the struggles for citizenship in the first half of the 20th century, professional contributions from the 1960s and beyond, organizing for labor rights, women’s rights and labor rights and cultural contributions through food, music, dance and in the entertainment industry in recent years.
The vivid images and stories include Indian labor in the building of US railroads and in farms and lumber mills in the 19th century, to the well-known journey of Swami Vivekananda to America later in the century. There are lesser-known milestones such as the Indian debut in Hollywood through the child actor Sabu Dastagir in the 1930s, pre-dating the entry of a raft of Indian-Americans into the entertainment industry.
Early recorded Indian contributions to science and technology include the effort of Yellapragada Subba Rao and Nobel laureate Hargobind Khorana to the more recent achievements of technology pioneer Vinod Dham that is now part of the Indian-American folklore in Silicon Valley.
The Indian-American political rise is captured in a striking photograph of Congressman Dalip Singh Saund (the first Indian-American elected to the US House of Representatives) with President Kennedy and Vice-President Lyndon Johnson, although the community’s political awareness is reflected from the very beginning with the arrival refugees on board the ship Komagatamaru and the subsequent founding of the Ghadar Party. 
The community’s spiritual input into American consciousness is seen in another photo showing Swami Satchidananda addressing the Woodstock music festival in 1969, where Pandit Ravi Shankar also played.
Smithsonian’s Masum Momaya, who has curated the exhibition, said at a media preview that the title and the theme “Beyond Bollywood” was chosen intentionally “to attract visitors and show we intended to go beyond stereotypes.” As with any group, she said, we are a lot more than popular stereotypes suggest, “And my intention as a curator has been to focus on cultural, political, and professional contributions that the Indian-Americans have made to shaping US history.”
The exhibition, which is also funded by more than $1 million in contributions from the Indian-American community besides Smithsonian’s own input, has opened to the public and will run for at least a year, before it goes on the road as a travelling show for five more years.

GOPIO-CT ORGANIZES TAX SEMINAR

GOPIO-CT organized a tax seminar titled “2014 US Tax Planning and Tax Saving Tips – International Tax Session – India US Tax Issues, on February 22nd at the Hampton Inn and Suites in Stamford. Topics included the following: US individual tax planning & saving tips for 2013; US tax planning for small business 2013; International tax changes – FBAR, FATCA and IGAs; Cross-border transactions; Indian tax law changes and Global tax optimization. The speaker was Cecil Nazareth who is a partner with Nazareth CAs & CPAs.

Nazareth emphasized on filing FABR and OVDI, especially for those who have deposits in the Indian banks. He also recommended to the audience to file a tax in India, even if one does not have much income there. GOPIO-SYDNEY NORTHWEST CHAPTER DISTRIBUTES WARM CLOTHES, SHOES AND WATER COOLER FOR SCHOOL CHILDREN IN INDIA
For the Fourth consecutive year the team of GOPIO Sydney North West Chapter has delivered donations to school children in India.
During the Indian winter of January Harmohan Singh Walia of GOPIO Sydney North West personally delivered shoes to 177 children of Government middle school and warm clothes to 45 Anganwari (preschool) children, village Wara Poh Windia, Zira, Punjab. 
Meanwhile an active member of the team Sumit Joshi distributed warm clothes to 219 school children and a water cooler to Govt. school, village Chundiala, Distt. Ambala, Haryana.
GOPIO Sydney North West team held the Annual Caring & Sharing Charity event in 2013 to raise funds for under privileged school children in India. The event held, on the 2nd of November at Bowman Hall, was sold out.

Tax Seminar 
Despite their hectic schedule and time constrains, six leading CPAs from Houston: Mike Jain, Kershaw Khumbatta, Atul Kothari, Mahesh Desai, Swapan Dhairyawan and Imtiaz Munshi were in attendance serving on a panel for a free tax seminar held on Saturday, February 22 at India House. This timely and informative seminar was organized jointly by the Indo-American Chamber of Commerce, (IACCGH) and GOPIO-Houston to help provide up-to-date information and guidelines on tax filling for 2014. These annual tax seminars have proven to be extremely successful each year and this year also the event was packed to capacity with over 170 attendees. Prominent CPA Ajit Thakur served as the moderator for the panel of experts.

Earlier, Jagdip Ahluwalia, IACCGH Executive Director and Surender Trehan from GOPIO-Houston welcomed the participants.

A wide range of presentations included: ‘Changes to 2013 Tax Laws. Individual and Business,’ by Kershaw Khumbatta, ‘FBAR and declaration of foreign assets,’ by Mahesh Desai, ‘Changes for 2014 Individual taxes,’ by Mike Jain, ‘Overseas Voluntary Disclosure Program and Foreign Accounts Tax Compliance Act,’ by Swapan Dhairyawan, ‘Obamacare,’ by Imtiaz Munshi, and ‘Individual Tax planning techniques,’ by Atul Kothari. All speakers gave a great insight on their topics and provided valuable practical tips to handling taxes. The Q & A session moderated by Ajit Thakur followed the seminar. The program ended with Vote of Thanks by Jagdip Ahluwalia and presentation of plaques to the panelists.

INDIAN AMERICAN SCIENTIST SANGEETA BHATIA DEVELOPS CHEAP PAPER TEST TO DETECT CANCER
MIT scientist Sangeeta Bhatia has developed a cheap, simple, paper test that can detect cancer, circumventing expensive approaches such as mammograms and colonoscopy. 
The diagnostic, which works much like a pregnancy test, could reveal within minutes, based on a urine sample, whether a person has cancer, MIT said in a statement announcing the amazing breakthrough, adding that while this approach has helped detect infectious diseases, the new technology will allow non-communicable diseases to be detected using the same strategy. 
Dr. Bhatia, John and Dorothy Wilson Professor of Health Sciences and Technology and Electrical Engineering and Computer Science Professor at MIT and a researcher at the Howard Hughes Medical Institute, explained that the paper test essentially relies on nanoparticles that interact with tumor proteins called proteases, each of which can trigger release of hundreds of biomarkers that are then easily detectable in a patient’s urine. 
“When we invented this new class of synthetic biomarker, we used a highly specialized instrument to do the analysis,” said Dr. Bhatia. “For the developing world, we thought it would be exciting to adapt it instead to a paper test that could be performed on unprocessed samples in a rural setting, without the need for any specialized equipment. The simple readout could even be transmitted to a remote caregiver by a picture on a mobile phone.” 
Cancer rates in developing nations have climbed sharply in recent years, and now account for 70 percent of cancer mortality worldwide. Early detection has been proven to improve outcomes, but screening approaches such as mammograms and colonoscopy, used in the developed world, are too costly to be implemented in settings with little medical infrastructure. 
The MIT nanoparticles are coated with peptides (short protein fragments) targeted by different matrix metalloproteinases (MMPs). These particles congregate at tumor sites, where MMPs cleave hundreds of peptides, which accumulate in the kidneys and are excreted in the urine. 
In the original version of the technology, these peptides were detected using an instrument called a mass spectrometer, which analyzes the molecular makeup of a sample. However, these instruments are not readily available in the developing world, so the researchers adapted the particles so they could be analyzed on paper, using an approach known as a lateral flow assay – the same technology used in pregnancy tests.     
INDO-CANADIAN T.V. PAUL WRITES A NEW BOOK ON PAKISTAN
Dr. T.V. Paul, James McGill Professor of International Relations in the Department of Political Science at McGill University, Montreal, Canada has written a new book, “The Warrior States: Pakistan in the Contemporary World,” released by Oxford University Press on Feb. 3. In this new book, Dr. Paul tackles what may be the world’s most dangerous powder keg and untangles a fascinating riddle-why can’t Pakistan progress? 

Paul identifies the fundamental source of Pakistan’s lack of progress in his book as “a geostrategic curse and the hyper realpolitik ideas that the country’s elite hold in creating and maintaining a semi-feudal society,” according to a press release. 

Since its founding in 1947, Pakistan has been the center of major geopolitical struggles-the U.S.-Soviet rivalry, the conflict with India, and most recently the post 9/11 wars. No matter how ineffective the regime, massive foreign aid continues pouring in from major powers and their allies with a stake in the region. 

The reliability of such aid defuses any pressure on political elites to launch far-reaching domestic reforms that would promote sustained growth, higher standards of living, and more stable democratic institutions.

In his book, Paul tackles the questions: Why has Pakistan emerged as a “failing state,” a state that cannot provide minimum law and order, control various competing societal forces, and survive economically without external support?

He also asks: Why does it remain a heavily militarized warrior state with narrowly defined national security concerns while several military-ruled countries in Asia and Africa have become democratic?

In an effort to “encourage the Pakistani elite and informed public to think hard on the nation’s strategic and economic choices that were made in the past 65 years and the consequences that they have generated internally and externally,” Paul executes a thoroughly researched argument that clarifies the true cause of Pakistan’s failure to process, added the publicist’s notes.

INDIAN AMERICAN ABRAHAM PANNIKOTTU TO DEVELOP ZERO PRESSURE TIRE FOR THE US MILITARY 
  
Getting a flat tire is never convenient. In a war zone, it can be deadly and very dangerous. While special operations vehicles have been loaded with extra armor to protect troops in Iraq and Afghanistan, the tires remain vulnerable to attacks by improvised explosive devices (IED). The unique carbon fiber multiple hoop tire design by American Engineering Group may be the key to a new Zero Pressure Tire that could keep military vehicles running faster and longer after an attack.
  
Indian American Abraham Pannikottu owned American Engineering Group (AEG) has received a $1 million Phase II project grant from the US Department of Defense (DOD) to develop a tire that will continue running even after being shredded by roadside bombs or gunfire. Though military vehicle tires are now equipped with run-flat inserts, the DOD wants to upgrade to a zero pressure tire that’s better at carrying heavier loads and can quickly move soldiers out of harm’s way.
  
When engineers at American Engineering Group began working on tire designs, they settled on a flexible multiple carbon fiber hoop structure – which functions like air inside a tire. Along with carbon fiber multiple hoops for strength, the design allows shrapnel and high-caliber bullets to pass through the tire. During project phase I testing in 2011, the tire continued to run well – keeping the same functional road performance – even after receiving several rounds of gun shots.
  
Zero pressure tires have been around for a long time, with major drawbacks such as bumpy rides and overheating. The American Engineering Group (AEG) prototype dissipates heat and has the tire flexibility and strength to support the heavy military pick-up weight while providing a relatively smooth ride.
  
In a 5,000-square-foot lab in Akron, Ohio, AEG works on different combinations of polymeric elastomeric materials to make the multiple carbon fiber hoops that are bonded to the carcass of the tire. Finding the right combination of hoop dimensions and materials is the challenge. A softer material provides good durability and flexibility but wears out sooner. A harder material lasts longer but also generates more heat.
  
Eventually, zero pressure tires will be tested by the military at Proving Grounds to demonstrate results of mine blasts and handling during obstacle encounters. Since the tire is still under development, there’s no price tag. AEG is expected to develop a tire that costs the same or less than current military tires.
  
“AEG’s motivation and driving force for this project are that AEG gets the privilege to be of help to save lives of our soldiers,” said Abraham Pannikottu, Operations Manager at AEG who is also a Life member of GOPIO.

AEG started its operation in Akron, Ohio in 2000. The companyhas patents pending for the Zero Pressure tire technology. This tire company will help with manufacturing of commercial tires. As for commercial applications of the zero pressure design for run-flat tires, AEG is focusing its current efforts on the pick-up truck. However this technology eventually could be used on all-terrain vehicles, as well as mining and construction vehicles.
  
Indian-born Abraham has a mechanical engineering degree from Sardar Vallabhbhai National Institute of Technology (Surat, Gujrat). He later completed graduate studies in polymer science at the University of Akron. He has written several research articles on engineering applications of rubber. His group is also working on new innovative product such as US National Football League Helmet and Implantable Cost-effective Titanium Hip & Knee.
  
In 2006 Pentagon honored Pannikottu & his engineering group for designing an airless tire for the Stryker armored vehicle. This Pentagon award was for exceptional performance that exemplifies the goal of bringing innovative technologies to the soldier.


SOUTH AFRICAN NRI RECOGNIZED WITH PRESTIGIOUS INTERNAL AWARD 
 
Prof. Suprakas Sinha Ray (42) recently bagged one of the most prestigious international awards for polymer processing. Ray, director of the CSIR/Department of Science and Technology (DST) National Centre for Nanostructured Materials (NCNSM) received the Morand Lambla Award (MLA) from the International Polymer Processing Society (IPPS) at its 29th conference in Nuremberg, Germany.
  
Prof. Ray joined South Africa’s Council for Scientific and Industrial Research (CSIR) in 2006. At the time, there was little research activity in his field and he was tasked with putting together a group of researchers in the field of nanotechnology in 2007; the team has grown to about 50 staff members.
  
In remarking that centre had started from nothing in its 6-yr history. Prof. Ray’s team is one of the most active research groups, thanks to unbelievable support from the CSIR and the DST. Nanotechnology in polymer science is used to improve the properties of plastics, to make them tougher, more   impermeable and less flammable.
  
“One of our big projects is to develop optimal nanostructure materials to reduce the weight of a car. Conventional composites (used for the dash board, etc.) consist of 30% to 40% fillers, for example, glass fiber, but if we use nanotechnology, the composite can be stronger with only 3% to 5% filler, reducing the total weight. Due to the rising fuel costs, every manufacturer works towards fuel efficiency and the way to do this, is by reducing weight’
  
For this Award, the 7 member jury looked at the researchers’ work over several years, with impact over the last five years being most important. They also consider quality of publications & impact factor of journals where it was published. 
  
Another prestigious recognition Ray had enjoyed was that he was rated one of the world’s top 50 high impact chemists in 2011 out of approximately a million chemists who were recorded in journal publications indexed by Thomson Reuters. After receiving his PhD at the University of Calcutta, India in 2001, he completed three years of postdoctoral research at the Toyota Technological Institute in Japan.
  
When the CSIR offered him a job, Ray and his wife, Jayita Bandyopadhyay (MSc in nuclear physics and a PhD in chemical engineering) had been living in Canada where he was a postdoctoral scientist at the chemical engineering department of the University of Laval in Québec City. 
  
INDIAN AMERICAN VINCE CHHABRIA CONFIRMED FEDERAL JUDGE 
  
Indian-American attorney Vince Chhabria, who has represented San Francisco in defense of its health insurance law, adoption rights of same-sex couples and other major cases, has won Senate confirmation for a federal judgeship. Chhabria, 44, who presently serves as the deputy attorney of San Francisco City, will become California’s first federal judge of South Asian descent.

The Senate vote on March 5 was 58-41, with four Republicans joining Democrats in approving President Barack Obama’s nomination of Chhabria. A University of California Berkeley Law School graduate, he fills the last of three vacancies on the Bay Area’s 14-member U.S. District Court.

“While I had high expectations when I started here nine years ago, I never dreamed I would be lucky enough to work on so many exciting cases, for so many dynamic clients, with so many dedicated and high-caliber public lawyers,” said Chhabria.

He began his legal career by clerking for Judge Charles R. Breyer of the US district court for the Northern District of California from 1998 to 1999.

The South Asian Bar Association of North America and the South Asian Bar Association of Northern California have applauded Chhabria’s historic confirmation to the U.S. district court.

The lone Indian-American member of the US House of Representatives, Ami Bera, the Congressional Asian Pacific American Caucus chair, Judy Chu, and CAPAC chair emeritus, Mike Honda, also applauded Chhabria’s confirmation.

INDIAN AMERICAN SCIENTISTS HONORED WITH IEEE AWARDS 
 Dr. Sanjay Madria, a professor in the Department of Computer Science at Missouri University of Science and Technology, is a recent recipient of the IEEE Computer Society’s Golden Core Award. The Golden Core Award is a plaque awarded for long-standing member or staff service to the society.

Madria’s research revolves around resource management, data management, security and handling attacks in wireless sensor networks, mobile ad hoc networks and cloud computing. In the Web and Wireless Computing Lab, the Indian American researcher has small miniature devices called motes that can self-organize themselves to create a wireless sensor network and can send data to a given base station. While Madria received his B.S. degree from Delhi University, he earned his master’s degree as well as his doctorate degree from the Indian Institute of Technology, Delhi. 

Two Indian American professors have received a 2014 IEEE Technical Field Award in their respective fields.

The IEEE Andrew S. Grove Award, which recognizes outstanding contributions to solid-state devices and technology, was presented to Dr. Sanjay Kumar Banerjee, a Cockrell Regents Chair professor of electrical and computer engineering and director, Microelectronics Center at the University of Texas, Austin, “for contributions to column-IV MOSFETs and related materials processing.”

Dr. Balaji Prabhakar, a professor at Stanford University in Stanford, Calif., received the IEEE Innovation in Societal Infrastructure Award “for his demonstration of the innovative use of information technology and distributed computing systems to solve long-standing societal problems, in areas ranging from transportation to healthcare and recycling.”

The award recognizes significant technological achievements and contributions to the establishment, development, and proliferation of innovative societal infrastructure systems through the application of information technology with an emphasis on distributed computing systems.

MIGRANT INDIANS AMONG THE MOST ENTERPRISING IN U.K.

Indians are among the most enterprising of Britain’s migrant communities, a new data analysis report here has found. 

As many as 456,073 migrants have launched a small or medium-sized business in Britain, according to the think tank Centre for Entrepreneurs and due diligence platform DueDil. 

The report titled’Migrant Entrepreneurs: Building Our Businesses, Creating Our Jobs’, found that migrant entrepreneurs are behind one in seven of all UK companies and that Irish, Indian, German, American and Chinese make up the top performing nationalities. 
Ireland leads the charge with 48,854 founders running their own businesses across the UK, followed by India with 32,593 and Germany with 30,755. 
Around half a million people from 155 countries have launched businesses in the UK and these migrant-founded companies are responsible for creating 14 per cent of all jobs, it said. 
“The majority of the public appreciate the value of migrant entrepreneurs, yet our politicians and media send out negative signals that risk alienating this vital group of job creators,” said Luke Johnson, Centre for Entrepreneurs chairman and serial entrepreneur. 
“Given the huge contribution of migrant entrepreneurs, we are calling upon the media and politicians to join us in celebrating those who come to our country and launch businesses,” he added. 
The report coincides with a BBC revelation that the UK government held back a politically sensitive migrant impact report that suggested the impact of extra migrants on the country’s workforce is weaker than what government has claimed. 
According to the “Migrant Entrepreneurs” report, the entrepreneurial activity among the migrant community was found to be nearly double that of UK-born individuals, with 17.2 per cent having launched their own businesses, compared to 10.4 per cent of those born in Britain. 
They are also, on an average, eight years younger than indigenous entrepreneurs at 44 years-old compared to 52. 
This is despite the extra challenges they face, including access to finance and cultural and language barriers. 
A YouGov survey undertaken for the report found that a significant proportion of the general public believe migrant entrepreneurs make a positive contribution to the UK (44 per cent) and a majority support the government’s efforts to attract new migrant entrepreneurs (50 per cent). 
This is despite the fact the public view immigration in a generally negative light and support a reduction in net immigration (68 per cent).

US LAWMAKERS URGE PENTAGON TO END BAN ON SIKHS SERVING IN ARMY


A group of 105 US lawmakers has urged the Pentagon to lift the presumptive ban on the Sikhs serving in the military by easing restrictions on beard, turbans, and other religious accoutrements. 
“Given the achievements of these soldiers and their demonstrated ability to comply with operational requirements while practicing their faith, we believe it is time for our military to make inclusion of practicing Sikh Americans the rule, not the exception,” the lawmakers said in a letter to US defense secretary Chuck Hagel. 
Led by Congressmen Joe Crowley, vice-chair of the Democratic Caucus, and Rodney Frelinghuysen, Chairman of the House Defense Appropriations Subcommittee, the 105 members of the US House of Representatives requested that the US armed forces update their appearance regulations to once again allow Sikh Americans to serve while abiding by their articles of faith, such as wearing a turban or beard. 
They said the Sikhs have served in the US army since World War I, and are permitted to serve in the armed forces of Canada and the UK, as well as key partner India. 
The three Sikh Americans who have been granted individualized accommodations to serve in the US army wear turbans and maintain beards in a neat and conservative manner, both in accordance with operational requirements and their Sikh religious beliefs. 
They are also able to wear protective equipment, including helmets and gas masks, in conformity with safety requirements. 
Sikh Coalition applauded lawmaker’s move calling for an end to the presumptive ban on devout Sikh service in the US military.

I do not subscribe to the view that Indian PSU’s are at an advantage because of favorable govt. policies. Despite these challenges, what I want to highlight is, more than the physical resources, it is the quality of leadership at these public undertakings that has made all the difference. Therefore the single biggest goal before us, is to manage the human resources, nurture and motivate them. A good team is the single biggest criteria to evaluate the prospects of an enterprise. Therefore a robust HR framework that identifies retains and rewards such talent needs to be devised, if we were to maintain our competitive edge in the future. I would also like to see a higher representation of women in PSU’s across roles.

Noida, April 3, 2014: GAIL (India) Limited’s iconic new office building GAIL Jubilee Tower, one of the tallest buildings in the National Capital Region, was inaugurated here today by Shri Saurabh Chandra, IAS, Secretary, Ministry of Petroleum and Natural Gas in the presence of Shri B C Tripathi, GAIL Chairman & Managing Director, Shri Rajive Kumar, IAS, Additional Secretary, MoPNG and Director, GAIL, Shri P K Singh, Joint Secretary, MoPNG and Director, GAIL, Shri S Venkatraman, Director (Business Development), GAIL, Shri P K Jain, Director (Finance), Shri M Ravindran, Director (Human Resources), Dr Ashutosh Karnatak, Director (Projects) and other senior officials of the company.
The 22-storey GAIL Jubilee Tower has a height of 118 metres, more than one-and-half times the height
of the Qutub Minar (73 metres). It is one of the tallest buildings in the National Capital Region (NCR) as on date and is equipped with high-speed lifts.
The Jubilee Tower has been designed as per LEED-Platinum Green Building norms. The building has its own captive power generation plant using gas engine generators and the waste heat recovered is used to run the Air Conditioning system. A 30 KW solar power plant has been installed for area lighting. Its electricity load will be 40 % less than other similar high-rises. The building is equipped with high performance glass with insulation on walls, occupancy and lux level sensors.
It is one of the few buildings in the NCR with a mechanized car parking. The three-tier semi-automatic car park can accommodate 265 vehicles in the basement.
The building has a total built-up area of 2,50,000 sq.ft., with the typical floor area being 9,000 sq.ft. It has a sitting capacity of 600 people and also houses the National Gas Management Centre which is linked to all the major pipeline centres of GAIL, called Regional Gas Management Centres. The entire natural gas and liquefied petroleum gas network of GAIL can be monitored from the NGMC, the first of its kind in India.
The construction of the building was completed in just four years. About 18,000 cubic metres of concrete and 2,300 metric tonnes of steel were consumed during the construction which required 30 lakh man hours. Fly ash bricks and environment friendly cement, wood and paint materials were also used. The building has a sewage treatment plant and rainwater harvesting system and has zero water discharge to the surroundings.
The GAIL Jubilee Tower is situated at B-35, 36, Sector-1, Noida, Uttar Pradesh, a short distance from Delhi. GAIL’s Corporate and Registered Office will continue to be at 16, Bhikaiji Cama Place, New Delhi

India wants a peaceful, stable Afghanistan: Task Force

New Delhi, April 04, 2014:Releasing the “Afghanistan Task Force Report: What India Can Do” jointly prepared by Ananta Aspen Centre (formerly Aspen Institute India) and the Delhi Policy Group, a prominent Indian think tank which deals with security and conflict resolution issues, Ambassador S. K. Lambah, Special Envoy of the Prime Minister of India, said on Friday: “It is a matter of satisfaction that all the important and formidable candidates in tomorrow’s Presidential elections (in Afghanistan) stand for close friendship with India.”

In view of this, India sees support to the Afghanistan National Security Forces (ANSF) as an important part of its commitment to the Afghan people, Mr.Lambah noted.He said India will continue to provide assistance in accordance with Afghan requests and priorities, and called security sector assistance an important element of the Strategic partnership Agreement between the two countries.

Mr.Lambah said,Our vision of Afghanistan is of a stable and peaceful hub linking Centraland South Asia through a network of trade, transit and pipelines for the ultimate benefit of the countries and the people in the region.India is working with Afghanistan for its integration with the regional economy since 2002.”“I hope, therefore, that the promised development of Chahbahar Port through cooperation between India and Iran is also realized soon”, Mr.Lambah added.

He observed that India had reached out to all of Afghanistan’s neighbours and other stakeholders in Afghanistan for a constructive engagement that places Afghan interests at the centre of our efforts. India’s engagement with Iran, Russia and China,besides Central Asia, had increased, the special envoy pointed out. He said India remained engaged with the U.S. and continued to seek similar cooperation with Pakistan on Afghanistan.

In preparing the Report, Task Force members have visited Afghanistan, China, Iran and Tajikistan, and its recommendations have been developed after a series of bilateral, trilateral and regional meetings in Kabul, Herat, Goa, Jaipur and New Delhi involving Afghanistan, China, India, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, Turkey, Turkmenistan, the U.S. and Uzbekistan, as well as the EU and UN. We hope that the Task Force Report will offer value as resource material to those interested in Afghanistan and in India-Afghanistan relations.

The TF was co-chaired by Ambassador G. Parthasarathy, formerly India’s High Commissioner to Pakistan and Australia and ambassador to Myanmar, on behalf of Ananta Aspen Centre and Dr.Radha Kumar of DPG, a former Interlocutor of the GOI on Jammu and Kashmir. The others on the Task Force were LeelaK. Ponappa, VikramSood, Lt. Gen (Retd) Aditya Singh, Shahid Mahdi, and IndraniBagchi and Anand K. Sahay.The TF recommendations cover all aspects of India-Afghanistan relations, including security, economy, politics and diplomacy, with security considerations constituting the core.

The Report posits that India has good reason to be concerned about the post-2014 period as Indian security was severely threatened by factions in Afghanistan and from across the border in Pakistan sincethe late 1990s and could be threatened once again. This is an eventuality that the Indian government must seek to prevent. The Report maintains that India needs to step up its political, diplomatic, and security relations with Afghanistan, both bilaterally and multilaterally.India’s developmental assistance to Afghanistan has thus far been shaped to build infrastructure, aid capacity building and support social empowerment, all as per Afghanistan’s own requests; this must now be expanded to incorporate military cooperation, the Report seeks to underline.

It observes that India shares a common interest with Afghanistan in strengthening the bilateral strategic partnership through substantive and long-term exchanges in all sectors, including security. Mere supply of infrastructure and economic assistance without backing it with a display of the intention to protect Indian interests would be a waste of strategic effort and investment, “not to mention the Indian lives we lost there”, adds Radha Kumar. Simultaneously, India should maintain active dialogue and cooperate with all major external players in creating an environment that helps to secure peace, stability and economic and social progress in Afghanistan.

The Report notes the uncertainties that permeate the security, political and economic transitions in Afghanistan as the withdrawal of American and International Security Assistance Forces (ISAF) approaches in the course of 2014.  It points out that the security transition hinges on the ability of the Afghan National Defence and Security Forces to maintain peace and stability within the country in the face of terrorist violence by the Taliban, who continue to receive sustenance from and in Pakistan. The security threat is thus both internal and external.

The view taken in the Report is that ANDSF have the intrinsic capability to deal with the threats but are underequipped and underfinanced. They require appropriate and adequate personnel and equipment to be able to achieve their objectives of safeguarding Afghanistan’s people and territory and defending the country’s borders.

BJP and Cong both need to answer on Babri Masjid

The sting operation conducted out by the Cobrapost on the Babri Masjid demolition, whose authenticity has not been questioned by the various outfits of the Sangh Parivar so far, raises very serious questions about the role played by the top BJP and Congress leadership of that time. The sting operation has confirmed the widespread belief that the demolition was a pre-planned conspiracy by the various affiliates of the Sangh Parivar and top BJP leadership had a direct role in the entire incident. It also nails the Congress, whose central government led by the then Prime Minister the late PV Narasimha Rao, was not only aware about the conspiracy to demolish the Mosque, but also appears to have helped the Sangh parivar in its nefarious designs by abetting the unpardonable crime.  It is shocking that even after more than two decades of the demolition, the trial against those who committed the crime and were a part of the conspiracy, has not been completed so far.      One of the worst crimes committed in the country after independence, reflects very badly on the functioning of the country’s investigating agencies. After 1992, the successive Congress-led and BJP-led governments for obvious reasons have attempted to brush the whole conspiracy under the carpet. Babri Masjid demolition is a glaring example of the BJP doublespeak. Its leaders who had a direct hand in the demolition and are facing charges in a criminal trial, have said one thing in their public statements and completely contradicted themselves in the court. Why are the BJP leaders reluctant to accept in court what they have done and what they believe in ? Why is the BJP running away from taking responsibility for the demolition ? The Congress, which has always avoided answering its role in the demolition, should come out clean on the role of its central government in 1992. What does it have to say that its Prime Minister was aware of the entire controversy ? Is the Congress satisfied with the speed at which the demolition case has been progressing ? what did the UPA government do for ensuring a speedy trial to bring the guilty to book ? There are a lot of unanswered questions about the demolition and the Aam Aadmi Party is of the view that justice should be done and no guilty should be allowed to go scot free since this crime had shaken the basic secular foundations of the country.

Afghanistan on the historic elections

Seven  million  voters, nearly  35 percent of whom were female  clear message in support of democracy to the world, including to anti-election groups , stressing that nothing can stop them from exercising their constitutional right to elect a new leader and, more importantly, that they rejected the dictatorial  dictum. War torn Afghanistan experienced defining moment as millions of Afghans braved suicide attacks, roadside bombs, intimidations and even unexpected stormy weather conditions on Saturday, to take part in the presidential (and provincial council) elections.As per media reports Taliban issued statements denouncing elections and threatened to punish anyone associated with the process. However, a string of violent attacks leading to elections failed to dissuade Afghans from voting, but took the lives of dozens of civilians and security forces.Vote counting is well underway in Afghanistan after Saturday’s landmark poll to elect a new president. If no candidate wins more than 50% of the vote, there will be another round of voting between the top two candidates.
 
Obama has congratulated the people of Afghanistan on the historic elections which he said promise to usher in the first democratic transfer of power in the war-ravaged country.
“On behalf of the American people, I congratulate the millions of Afghans who enthusiastically participated in the historic elections, which promise to usher in the first democratic transfer of power in Afghanistan’s history,” Obama said in a statement on Saturday. 
“The elections represent another important milestone in Afghans taking full responsibility for their country as the United States and our partners draw down our forces,” he said. 
A day after millions of Afghans exercised their franchise for Presidential elections defying the Taliban threat, Obama commended the Afghan people, security forces, and elections officials on the turnout for voters, which he said “is in keeping with the spirited and positive debate among candidates and their supporters in the run-up to the election.” 
“These elections are critical to securing Afghanistan’s democratic future, as well as continued international support,” Obama said. 
“We look to the Afghan electoral bodies to carry out their duties in the coming weeks to adjudicate the results – knowing that the most critical voices on the outcome are those of Afghans themselves,” he said. 
Obama also paid tributes to the many Americans military and civilian – who have sacrificed so much to support the Afghan people as they take responsibility for their own future. 
“The US continues to support a sovereign, stable, unified, and democratic Afghanistan, and we look forward to continuing our partnership with the new government chosen by the Afghan people on the basis of mutual respect and mutual accountability,” the US President said. 
The front-runners to succeed Afghan President Hamid Karzai are former foreign minister Zalmai Rassoul, Abdullah Abdullah – runner up in the 2009 election – and former World Bank academic Ashraf Ghani. 
If no candidate wins more than 50 percent of the vote in the first round – preliminary results for which will be announced on 24th April – a run-off is scheduled for late May.

BJP releases manifesto 2014

BJP on Monday placed their manifesto with lots of fanfare and their leaders showed exemplary  unity while releasing the belated Manifesto and pledged to end policy paralysis, corruption and “tax terrorism” while opposing FDI in multi-brand retail but stuck to its core agenda of Ram Temple construction, Uniform Civil Code and abrogation of Article 370 that gives special status to Jammu and Kashmir.
The party  52-page document, released among others by its PM candidate Narendra Modi at the party headquarters in New Delhi, also pledged to provide good governance and inclusive development.”BJP reiterates its stand to explore all possibilities within the framework of the Constitution to facilitate the construction of the Ram Temple in Ayodhya,” the manifesto, delayed by a fortnight, said.
Asked about the reported differences within the party over inclusion of the Ram Temple issue, Murli Manohar Joshi, Chairman of the manifesto committee, said “whatever is there is there in the manifesto. If you want to write something on the basis of your own perceptions, you are free to do”.
The release of the manifesto came on the opening day of the 9-phased Lok Sabha elections drawing criticism from rivals.

 Aam Aadmi Party is surprised at the unprecedented situation whereby the BJP has released its manifesto on the very day that the country has gone to elections. It seems that the BJP does not regard the North-Eastern states, which are going to polls today, significant enough to give them time to consider their agenda and policies.  We are also surprised that the Election Commission gave permission for the release of the manifesto, given the fact that there was no means of regulating that the live TV release was not telecast in regions going to the polls today.
While the BJP pays lip-service to combating corruption and reducing the black economy, it is clear that they are not serious about this agenda. Firstly, they do not promise amendments in the Lokpal Bill, which can bring about strong and independent Lokpal which can effectively curb corruption. Secondly, nor do they promise any electoral reforms which are the starting point for the flow of the black economy.  However, we are happy to note that following the lead of the Aam Aadmi Party, the BJP too has talked about moving from a representative to a participatory democracy and empowering Gram Sabhas. The BJP’s manifesto also maintains a silence on the gas pricing issue, and do not give any concrete policies on the transparent and equitable use of natural resources.
However, the most worrying part of BJP’s election manifesto – in line with the recent speeches of their party leaders – is the reiteration of their communal agenda. With the promise rebuilding the Ram Mandir and abrogation of Article 370 in their manifesto the BJP has shown that the agenda of ‘development’ was a short-term farce and that communal and divisive policies are their true agenda.

When Steven Spielberg recently announced that he is shifting his film production to a spanking new 2.5 billion dollar facility in Shanghai, one wondered if the director of Schindler’s List was briefed about the millions of Chinese people murdered by Mao’s regime and the millions still imprisoned in China’s labor camp system. The legitimization of China’s one party dictatorship continues apace, but not everyone is on board for the ride; at the recent DAVOS Economic Forum, Japanese Prime Minister Shinzo Abe gave a powerful oration telling the western powers that they should make clear whose side they are on; Communist China, or Asia’s democratic states, Japan and India chief among them.
India is one of the few nations left standing that can mount a moral and strategic defense against China’s rise. While western nations can appease Communist China, India must contend with increasing Chinese military incursions into Indian territory, from occupied Tibet. India has given sanctuary to thousands of Tibetan refugees, notably Tibetan Buddhists who are persecuted by the Chinese state for practicing their ancient faith. Thus the pro-China stance of the Tibetan exile prime minister based in Dharamshala, Lobsang Sangay, is all the more disturbing.
In his May 2013 speech at the Council on Foreign Relations in Washington, Sangay stated that henceforth the Tibetan movement would abandon democracy as a goal, accept communist rule in Tibet in its present structure, and accede to China’s full “discretion” in militarizing the Tibetan plateau. This took many by surprise, but Sangay’s pro-China drift has been some time in coming. While studying at Harvard Law School, Mr. Sangay made a very public alliance with Ms. Hu Xiaojiang, whom intelligence sources identify as a Chinese Ministry of State Security co-optee. Hu is so trusted by the Chinese government that it allowed her access to the ultra-sensitive government archives in Lhasa to research her 2003 Ph.D. thesis on Chinese migration into Tibet. (Hu makes special note of Sangay in her acknowledgements).
In a defensive speech before the Tibetan exile parliament in Dharamshala on March 22, 2014, Sangay tried to evade questions over his use of “Overseas Chinese National” travel papers on an academic junket to Beijing and Shanghai in 2005. Sangay had long denied that he made this trip on “Overseas Chinese National” papers until he was confronted with irrefutable evidence in 2011( a clip of this exchange can be seen on You Tube). The issue of concern is his willingness to declare himself a Chinese citizen while continuing to hold a Tibetan refugee identity card issued by the Indian government.
In the same speech before the Tibetan parliament, Sangay also refused to explain how he managed to pay off a $227,000 mortgage just one week before he was inaugurated as the exile prime minister. In all representative democracies, candidates must disclose the source of their finances, but Sangay will not explain how, just four years after buying a house near Boston, he paid off a quarter-million dollar mortgage in full, and with such fortuitous timing. No one would begrudge him his good fortune if he has a patron who supports Tibetan democracy, so why is he unable to provide a full account of how his mortgage disappeared overnight?
Prior to the grilling he received in Dharamshala, Sangay gave a public talk on March 5, 2014, at the Washington headquarters of the National Endowment for Democracy, where he stated that his abandonment of democracy and acquiescence to Chinese militarization is no different than the policy laid out in a memorandum issued by his predecessor, but a careful reading of this document shows Mr. Sangay’s assertion to be insupportable. Sangay went on to describe how he is portrayed in Tibetan thankas (religious paintings) in the place of a deity. He claimed that he had received His Holiness’s approval, and moreover that His Holiness had reasoned that other laypeople like past Chinese emperors had also been portrayed in thankas.
What does Sangay’s comparison of himself to a Chinese emperor does reveal about his ambitions? When Sangay stated that he embraced Chinese communist rule, the courageous Beijing-based Tibetan writer Tsering Woeser said she felt like she had been “punched in the gut.” Woeser joked that Mr. Sangay should join the Communist party since he wants to be the “Obama of China” a reference to a talk Mr. Sangay gave back in 2008, when he said “I nominate myself as the next president of China.”
In this context, Mr. Sangay’s language regarding His Holiness the Dalai Lama is cause for concern. In a 2003 article entitled “Tibet: Exiles’ Journey”, Sangay refers to His Holiness the Dalai Lama as “the Lama” fifteen times, a level of disrespect usually seen only in Chinese Communist propaganda. In this same article, Mr. Sangay describes the old Tibet as “feudal” and Buddhist monks as “reactionary”.  Again, this is language seen in Chinese propaganda tracts about Tibet, as a Google search of Xinhua articles will reveal. As India faces a growing threat across the Himalayas from Chinese-occupied Tibet, it must ask itself: who is this ambitious young Tibetan exile politician, what are his ambitions, and where are his loyalties?

The Confederation of All India Traders (CAIT), apex body of the business community of the Country has welcomed the stand of BJP in saying a clear cut No to FDI in Retail in its poll manifesto released here today at New Delhi. The CAIT has hoped that if BJP is voted to power in current elections it will not hesitate to rescind the current notification of FDI in Retail as already committed by BJP leadership time and again in the past. The CAIT has complimented the BJP leadership for inclusion of various issues raised by CAIT in its poll manifesto.
CAIT National President Mr. B.C. Bhartia and Secretary General Mr. Praveen Khandelwal in a joint statement said that the steps taken by the BJP will go miles ahead in liberating the retail trade from the clutches of not only the MNCs but even from the vicious net of big corporate houses who were considering the retail trade as a profit centre by entering into partnership with MNCs. This unhealthy circle encouraged and promoted by the present UPA Government will certainly come to an end.
Both Mr. Bhartia and Mr. Khandelwal said that the CAIT is preparing a comparative chart of different political parties stating their stand on trader’s issues and the same will be released very shortly. They further said that the said comparative chart will also be sent to more than 20 thousand trade associations across the Country which will enable the traders to take a decision whom to support in current poll battle.
Both Mr. Bhartia and Mr. Khandelwal beside FDI in Retail, the BJP has also committed to review obsolete and multiple laws to reduce and simplify them beside ensuring easy availability of institutional credit. It has also affirmed to simplify and rationalise the tax structure and to dispense multiple license system and to upgrade and modernise the retail trade. The BJP has also affirmed to set up a strong regulatory framework for the non banking finance companies which on the one hand will provide ample opportunities to small traders to avail easy finance from NBFCs and will also protect the investors. The trade leaders said that these are some of the core issues being raised by the CAIT from time to time and their inclusion in BJP manifesto will certainly bring a cohesive and trade friendly atmosphere in the Country if BJP is comes to power.
There are more than 6 crore business enterprises in the Country which provides employment to more than 25 crore people while generating an annual turnover of more than 20 lakh crores of rupees and contributing nearly 15% to National GDP with an annual growth rate of 15%. The BJP decision on FDI in Retail is expected to have wider impact on large number of traders across the Country as far as current polls are concerned.

First phase of election begins in India.

Polls in India for the lower house in the parliament has begin today on Monday 7 April 2014.
Congress, BJP , Trinamool Congress, AIUDF, AGP, SUCI,CPI M, AIFB, SP AAP are the political parties taking part in this phase for five seats in Assam and one in Tripura.
There are fifty one candidates for the total six seats.
More than six point four million voters will cast their votes.
Next phase of election will be held on 12 April 2014.
General election which begins today will be completed in mid May and results to trickle out on 16 may 2014.
Security Is beefed up in the states with additional force.
All the booths have been declared smoking free zone.
Election awareness campaign is initiated by election commission for Indians to participate in the formation of their government and rope in the best available talent in the country to bring in competent members to the parliament.

Donetsk activists proclaim independence from Ukraine

The eastern Ukrainian city of Donetsk, a group of activists have declared their region independent from Kiev. This comes after protesters stormed a local government building last night.
Mass demonstrations against the country’s new leadership started peacefully on Sunday, but the situation quickly escalated.
Pro-Russian protesters in Donetsk have seized the local power building, including the headquarters of the Security Service of Ukraine and proclaimed the creation of a People’s Republic of Donetsk.
Ukraine’s police and security services have not interfered, although officials in Kiev are threatening punishment for the rioters.
Protesters have erected barricades around the Council building.

Today at 12:20 local time, a session of the people’s Council of Donbass (Donetsk region) took place in the main hall of the Regional Council and unanimously voted on a declaration to form a new independent state: the People’s Republic of Donetsk.
The Council proclaimed itself the only legitimate body in the region until the regions in southeast Ukraine conduct a general referendum, set to take place no later than May 11.
“The Donetsk Republic is to be created within the administrative borders of the Donetsk region. This decision will come into effect after the referendum,” the statement said.
The Council in Donetsk issued an address to Russian President Vladimir Putin, asking for deployment of a temporary peacekeeping force to the region.
“Without support it will be hard for us to stand against the junta in Kiev,” said the address.
“We are addressing Russian President Putin because we can only entrust our security to Russia,” the statement said.

Rallies in support of the federalization of Ukraine continue in a number of cities in southeast Ukraine. Thousands of citizens have joined the protests, demanding the earliest possible federalization of the country.
Ukraine’s Ministry of Interior said that last night unknown persons stormed the Security Service of Ukraine building in the city of Lugansk and seized a weapons warehouse there. During the night’s clashes, nine people were reportedly injured.

In the city of Kharkov protesters erected barricades around the buildings of the city and the regional administrations and the regional headquarters of Security Service of Ukraine.
There were brief clashes between supporters of the federalization of Ukraine and pro-EU demonstrators in downtown Kharkov. Protesters on both sides used fire crackers and stun grenades.
A demonstration against political repression in Ukraine has also being held in the southern regional center of Odessa.

The chiefs of security agencies of Ukraine are reportedly heading to the cities engulfed in protests.
The interim secretary of the National Security and Defense Council of Ukraine, Andrey Parubiy, together with acting head of the Security Service of Ukraine, Valentin Nalivaichenko, are set to visit Lugansk. Interim Deputy Prime Minister Vitaly Yarema will visit Donetsk and acting Interior Minister Arsen Avakov has reportedly already arrived in Kharkov.
The coup-appointed acting president, Aleksandr Turchinov, has threatened that counter-terrorist measures could be taken against those who take up arms against the Kiev authorities, RIA news agency reported. On Thursday, the Ukrainian parliament will tighten laws regarding separatism and could possibly ban certain parties and organizations , Turchinov warned.
“What happened yesterday is the second stage of the special operation of the Russian Federation against Ukraine,”announced Turchinov in an address televised on Monday, sharing that an “anti-crisis command was set up last night” to deal with the crisis, Interfax-Ukraine reported.
Ukraine’s interim Foreign Minister Andrey Deschitsa announced on Monday that if the situation in the eastern regions escalates, the coup-appointed government in Kiev will take “much harsher” measures than those on the reunion of the Crimea with Russia. Deschitsa gave an assurance that members of the government are already working with local authorities.
