New Delhi, 27 July: To mark IndiaⳠlandmark achievement of being certified polio-free, UNICEF today celebrated with megastar Amitabh Bachchan who as the UNICEF Goodwill Ambassador for Polio, has played a critical role in mobilizing mass support for IndiaⳠpolio immunization campaign.

Over 1000 men and women from Uttar Pradesh and BiharⳠᓯcial Mobilization Network⠨SmNet) came together for the event presided by the Hon⢬e Minister of Health & Family Welfare, Dr. Harsh Vardhan, UNICEF India Representative , Mr Louis Georges Arsenault and superstar Amitabh Bacchan. The evening paid tribute to the Vaccinators and Mobilizers who worked tirelessly in the diverse and remote parts of the country, ensuring that every child under age 5 was immunized.

Union Minister for Health and Family Welfare, Dr Harsh Vardhan, the pioneer of the polio eradication programme in India said, 䠉ndiaⳠfeat of being polio-free for three years and receiving WHO certification is indeed a victory for the millions of health and community workers who broke many a barrier to reach out to the unreached children. They are the most powerful voice of the polio eradication movement. They allayed fears and addressed misconceptions. They built partnerships with the local community and religious leadership. It is because of their efforts–of going door to door, administering polio vaccine to children and educating people about the importance of the polio vaccine, that India could achieve this success伯span>

In the context of post-polio India, the Minister stressed the need for building up on the pulse polio experience.

㌥t us, in 2014, revive the 1995 spirit. There are many other diseases demanding pulse polio-like missions involving the coming together of the medical community and general society. So letⳠall work together to ensure ሥalth for All⠦or a better and stronger future,䠄r Harsh Vardhan said.

㉮diaⳠsuccess is a cause for celebration but not complacency. India is polio free but the risk of polio persists. Until the disease is eradicated globally, we need to continue to protect children against the virus and remain in a state of preparedness to respond to any case of poliovirus importation as an emergency,䠳aid, Mr Louis-Georges Arsenault.

Commending Mr BachchanⳠunstinted support towards the cause, he said, ㍲ Bachchan has been the face of polioⳠmass media campaigns for over a decade. His one-liner 㤯 boond zindagi ki䠨two drops of polio vaccine) has been one of the most effective messages in the fight against polio. It had been critical in persuading parents and care-givers to give their children polio vaccines.伯:p>

Each year, around 2.3 million lakh vaccinators, led by 155,000 supervisors, visit 209 million households to administer the polio vaccine during each of these campaigns. Nearly a billion doses of oral polio vaccine are consumed during the campaigns annually.

Addressing the gathering, Mr Bachchan said, 㼯span>IndiaⳊ present polio-free status is a matter of great pride. I feel privileged to have been part of the anti-polio campaign. I am delighted that our efforts in spreading awareness and mobilizing communities for polio vaccination have been successful. But this fight was not an easy one. We must thank the thousands of UNICEF supported SMNet Mobilizers and Government vaccinators who have made this victory possible.䊼o:p>

India was certified polio-free in February 2014– a feat it accomplished overcoming several challenges including population density, high rates of migration, poor sanitation, high birth rates, and low rates of routine immunization in the highest risk states of Uttar Pradesh and Bihar.

However, it must maintain vigilance against any importation of polio until eradication is achieved globally

Mr Arsenault thanked all partners and donors associated with the polio prorgamme Rotary International, WHO, Bill and Melinda Gates Foundation, Core group of NGOs, USAID, JICA and GAVI and acknowledged the contribution of the Aligarh Muslim University and the Jamia Milia Islamia in garnering support of the underserved communities.

Liberia closes border amid spread of deadly Ebola virus

Liberia has shut most of its border crossings and restricted public gatherings in the country in an attempt to curb the spread of the deadly Ebola virus, Reuters reported. “All borders of Liberia will be closed with the exception of major entry points. At these entry points, preventive and testing centers will be established, and stringent preventive measures to be announced will be scrupulously adhered to,” Liberian President Ellen Johnson Sirleaf said while speaking at a task force meeting on Sunday. Public gatherings such as marches, demonstrations, and promotional advertisements have also been restricted under the new measures. The deadly virus has already gripped the Western Africa countries of Guinea, Liberia, and Sierra Leone, killing at least 660 people in the worst outbreak in history.

At least 5 killed in Nigeria bomb attacks

At least five people were killed and eight others injured in a bomb attack on a Catholic church in Nigeria’s northern city of Kano on Sunday. “We suspect an IED (improvised explosive device) that was thrown from across the road” at the church, police spokesman Frank Mba told AFP. Also in Kano, a female suicide bomber blew herself up outside a university, injuring five officers after police prevented her from entering the building. No one has yet claimed the responsibility for the attacks. Officials blame Islamist Boko Haram militants which are active in the region.

Black boxes from crashed Air Algérie plane sent to France

The black boxes from the Air Algérie plane disaster began their journey to France from northern Mali on Sunday, Mali’s communications minister, Mahamadou Camara, told AFP. The flight data recorder and cockpit recorder were recovered from the remote desert crash site and handed over to French authorities in the capital Bamako. French experts are to examine the plane’s flight data recorders and other information, including the prevailing weather conditions at the time. Air Algérie flight AH 5017 went down in Mali’s Gossi region on Thursday, killing all 118 passengers and crew members on board.

14 injured as lightning strikes people in Southern California

Fourteen people, including a fifteen-year-old, were injured after they were struck by lightning in Southern California on Sunday. Thirteen of those people were struck at Venice Beach in Los Angeles, and a 57-year-old was also hit while on a golf course on Catalina Island. Nine people have been hospitalized, while the rest were treated at the scene, said Los Angeles fire spokeswoman Katherine Main. Two people are reportedly in critical condition.

Mali launches investigation into Air Algérie crash

Malian authorities have launched an investigation to establish the cause of the Air Algérie crash in Mali. The plane was carrying 118 people, including entire families, when it crashed on Thursday. No one survived. France lost the largest number of people in the accident, with 54 nationals killed. Paris began its own preliminary investigation into the crash last week.

Majority of Georgia without power

A high-voltage power line failure has crippled Georgia’s electricity supply, leaving the majority of the country with no electricity on Sunday evening, local media reported. A massive outage damaged the 500/220 kV transfer line, Energy Ministry head Irakli Gaprindashvili said, according to Pirveli news agency. An investigation is underway to determine what caused the damage in the first place. Georgian authorities will be working to restore electricity in stages, according to Gaprindashvili. The majority of the outages have been reported in the western part of the country. The power outage affected Tbilisi’s subway and television tower. Earlier, there were reports of flooding in western Georgia’s Vani region.

Polish journalist injured in eastern Ukraine

Polish journalist Bianca Zalewska has been injured in eastern Ukraine “in the area of anti-terrorist operations (ATO),” the ATO’s press-service said in a statement on Facebook. It claims the journalist was taken to the nearest hospital in the town of Starobilsk in the Lugansk region.”Given her critical state of health, the patient was immediately evacuated by helicopter to Kharkov for professional medical care,” the statement reads.

British embassy convoy comes under attack in Libya’s Tripoli

A British embassy convoy in Tripoli was “subject to an attempted carjacking” Sunday early Sunday morning, a spokesman for London’s mission in Libya, Bob Phillipson, said. “Shots were fired at our vehicles but they managed to drive on and leave the area,” he told journalists. There were no injuries and “all embassy personnel are safe and accounted for.” Britain advised its citizens to leave the country on Sunday.

Pilot dies as MIG-29 fighter jet crashes in southern Russia

A MIG-29 fighter jet has crashed in southern Russia, killing the pilot. According to initial data, the cause of the accident was a technical failure, the head of the air force General Viktor Bondarev told journalists. The accident happened as the pilot was carrying out a planned test flight in the Astrakhan region. Defense Ministry spokesman Igor Konashenkov said the pilot was given a command to eject, but “trying to save the plane” he did not leave the controls and died.

Philippines celebrates birth of 100-millionth citizen amid overpopulation concerns

Costa Concordia ends its final voyage, docks in Genoa

More than two years after it ran aground, the cruise liner Costa Concordia has been towed to the port of Genoa by eight separate tugboats. The cost of the salvage operation that began last year is estimated at $2 billion – more than three times more than that of the ship itself. 32 people died in the accident off the coast of Italy in January 2012, which was declared to have been caused by the actions of the captain.

15 killed as typhoon Matmo hit China

At least 15 have been killed and thousands left in need of basic subsistence as a result of typhoon Matmo that swept through China, the Civil Affairs Ministry said on Sunday. Nine deaths were reported in eastern Jiangxi province and four in southern Guangdong province, while nearly 290,000 residents have been relocated and some 37,000 are in urgent need of basic living supplies, the ministry said. Downgraded to a tropical storm, it has still caused direct economic losses of 3.37 billion yuan ($547 million) the ministry said.

Malaysia Airlines rethinking entire business strategy

Malaysia Airlines will “change its name and restructure its routes” in the wake of two major tragedies happening in the space of only six months. These are not the only things the airline plans to give a makeover, the rest are being discussed presently, the Mail reports. The changes are to be finalized shortly after the death of the 298 passengers about flight MH17, which was downed over Ukraine on July 17, and the earlier disappearance of flight MH370 on March 8, which carried 239 passengers.

Suspected Boko Haram fighters attack Cameroon, capture vice PM’s wife

Militants allegedly from Boko Haram, a militant Islamist organization based in northern Nigeria, have attacked a town in northern Cameron, said the country’s military commander, as cited by Reuters. He added that the alleged militants also took the wife of Cameroon’s vice prime minister hostage and killed at least three people.

Egypt destroys more tunnels used by Hamas in fight against Israel

Egypt’s military has destroyed a further 13 tunnels connecting the Gaza Strip with the Sinai Peninsula, bringing the total to 1,639, Naharnet reports. While the army’s mission to destroy the tunnels started in the aftermath of former leader Mohamed Morsi’s ouster, Cairo’s incentive for doing so also has to do with curbing activities by Hamas, the Palestinian group currently defending the Gaza Strip against Israel. While both Muslim, Egypt’s relationship with Hamas has cooled since Morsi’s ouster. Hamas used to be the affiliate of the Muslim Brotherhood, Morsi’s party. Furthermore, Cairo accuses Hamas of complicity in terrorist attacks inside Egypt as well.

400 bodies discovered in Bolivian mass grave

The remains of 400 people, presumed to be miners, lying in a mass grave, were discovered in the Bolivian city of Potosi, at a silver mine. The remains were discovered at a depth of two meters and are thought to date back 500 years, to the time of the Spanish conquest, ITAR-TASS reports.

Scores killed in Libyan clashes as country descents into chaos

At least 59 people have been killed in Libya since Saturday, as the country became mired in the worst violence since the 2011, when a NATO bombing campaign allowed local militias overthrow and kill strongman Muammar Gaddafi. At least 36 died in clashes between government forces and Islamist militants in Benghazi, the ‘cradle’ of the anti-Gaddafi uprising. And in capital Tripoli, 23 Egyptian workers were killed when a rocket hit their home amid clashes between rival militias. The escalation of violence prompted the evacuation on Saturday of international organizations and foreign embassies from the disintegrating country.

Israel resumes Gaza offensive amid humanitarian truce

The IDF has resumed fighting in the Gaza Strip, saying that Hamas ignored a 24-hour humanitarian ceasefire.“Following Hamas’ incessant rocket fire throughout the humanitarian window, which was agreed upon for the welfare of the civilian population in Gaza, the (army) will now resume its aerial, naval and ground activity in the Gaza Strip,” a statement from Israeli forces said.

Earlier, Israel extended the humanitarian ceasefire in Gaza for 24 hours, but said that it will retaliate if Hamas fires rockets from Gaza territory. But the Palestinian militant group rejected Israel’s proposition.

US doctor catches Ebola amid African outbreak

A 33-year-old American doctor working for a relief organization in Liberia has tested positive for the deadly Ebola virus. Dr Kent Brantly, who directs one of the country’s two treatment centers run by the Samaritan’s Purse recognized his own symptoms and confined himself to an isolation ward. It was not immediately clear how the doctor contacted the disease, which has already killed at least 660 people during its latest outbreak across Guinea, Liberia and Sierra Leone – or about 60 percent of those diagnosed.

Fighter jet crashes in southeastern Russia

A Russian MiG-29 fighter jet has crashed near the city of Astrakhan, in southeastern Russia, killing the pilot, said Viktor Bondarev, the Commander-in-Chief of the Russian Air Force. “[We] are investigating the incident. According to preliminary reports, the crash was caused by a technical failure,” he added. The flight commander ordered the pilot to eject, but the pilot hesitated trying to save the vehicle and was killed, said spokesman for the ministry, Igor Konashenkov. The defense ministry has deployed a commission to investigate the incident at the crash site, the ministry said in a statement.

Russia lays down two nuclear submarines

A Borei-class submarine – “Knyaz Oleg” and a Yasen-class multipurpose attack submarine “Krasnoyarsk” are to be laid down in the city of Severodvinsk, north-western Russia on Sunday, a spokesman for the Russian Navy told RIA Novosti. The two advanced nuclear-propelled submarines were expected to be laid down last week, but the ceremony was postponed to coincide with the celebration of the Russian Navy Day.

Japan denounces North Korea’s missile launch

The Japanese government lodged a protest and denounced North Korea’s Saturday missile launch which came in “violation of UN Security Council resolutions,” local Mainichi newspaper reported. “We need to let them know that nuclear and missile development and economic revival won’t go together,” Japanese Prime Minister Shinzo Abe said during a trip to Mexico. Japan’s defense minister, Itsunori Onodera, ordered to gather information and stay on full alert, a ministry official told local media. North Korea fired a short-range missile into the Sea of Japan on Saturday at 9:40 p.m. local time in a northeastern direction without advanced warning; neither a no-fly nor no-sail zone were imposed, according to South Korea’s joint chiefs of staff.

Wildfires prompt evacuation of 1,000 California residents

A wildfire has forced the evacuation of about 1,200 residents in a rural area east of the California state capital of Sacramento, according to fire officials. The fire, which is centered about 8 km north of the town of Plymouth and 50 kilometers east of Sacramento, destroyed five residences and two outbuildings, causing one injury, said Lynne Tolmachoff, spokeswoman for the California Department of Forestry and Fire Protection, as cited by Reuters. Since the blaze began on Friday, 515 have been evacuated in Amador and El Dorado counties, fire officials said.

15 killed as rockets hit residential building in Libya

At least 15 people died when a residential building was hit during a rocket attack in Tripoli, Libya, Itar-Tass reported. The building, which housed Egyptian workers, was completely destroyed by the explosion. The Egyptian Foreign Ministry issued a statement warning its citizens to avoid traveling to Libya due to heightened tensions in the country. Three years after the fall of former President Muammar Gaddafi, Libya has slipped into political chaos, with the new government and army unable to control former rebels and militias.

नई दिल्ली, जुलाई 27, 2014। सहारनपुर के दंगों में हिन्दू-सिख समुदाय के दमन की वीभत्स घटनाओं ने उत्तर प्रदेश में एक बार फ़िर मुगलिया सल्तनत की याद ताजा कर दी है। विश्व हिन्दू परिषद दिल्ली के महा मंत्री श्री राम कृष्ण श्रीवास्तव ने मामले की गंभीरता को जान कर केन्द्र सरकार से अपील की है कि दंगों को रोक पाना अब अखिलेश सरकार के बस की बात नहीं रह गई है क्योंकि उसे तो श्री आजम खान जैसे जिहादी मानसिकता के नेता चला रहे हैं अत: प्रदेश में राष्ट्रपति सरकार के अलावा कोई विकल्प सामने नहीं दिख रहा। अब वहां न हिन्दू स्वयं सुरक्षित हैं और न ही उनकी बहिन बेटियाँ, धर्म स्थल और साधू-संत।

विश्व हिन्दू परिषद दिल्ली के झण्डेवालान कार्यालय में आज हुई बैठक में पारित एक प्रस्ताव की प्रति मीडिया को जारी करते हुए विहिप दिल्ली के मीडिया प्रमुख श्री विनोद बंसल ने बताया कि उत्तर प्रदेश अब ऊत प्रदेश बनता जा रहा है जहां सरकार और प्रशासन में मुगलिया सल्तनत का दबदबा लगातार बढता जा रहा है जिससे वहां हिंदू-सिख समुदाय में अपनी सम्पत्ति, महिलाओं और जान माल की सुरक्षा के प्रति गंभीर चिंता व्याप्त है। एक के बाद एक प्रान्त का हर जिला हिंसा की चपेट में आता जा रहा है। प्रशासनिक अधिकारी न सिर्फ़ पक्षपातपूर्ण व्यवहार करते साफ़ दिख रहे हैं बल्कि वे लव जिहाद को बढावा तथा धर्म स्थलों को अपमानित करने जैसे घृणित कृत्यों से भी परहेज नहीं करते। विश्व हिन्दू परिषद राज्य सरकार के उन कदमों की भी तीव्र भर्त्सना करती है जिनमें हिन्दू त्योहारों और धार्मिक यात्राओं के दौरान धारा 144 का हवाला देकर साधू-संतों सहित हिन्दू समाज के गणमान्य लोगों को गिरफ़्तार कर लिया जाता है और उनके धार्मिक क्रिया कलापों पर कुठाराघात किया जाता है। विहिप ने पूछा है कि एक ओर तो महा शिव रात्रि के दिन एक साध्वी को अपने आराध्य के मंदिर में भगवान शंकर के जलाभिषेक से रोका जाता है किन्तु दूसरी ओर सैकडों की संख्या में दंगा करने जुटे जिहादियों को गुरुद्वारे पर आक्रमण के लिए पुलिस स्थानीय मुस्लिम नेताओं के साथ ताण्डव मचाने की खुली छूट दे देती है। क्या यही है वास्तविक धर्म निरपेक्षता? प्रस्ताव में कहा गया है कि विश्व हिन्दू परिषद उत्तर प्रदेश सरकार से अपनी कार्यशैली में पर्याप्त बदलाव की अपेक्षा रखती है जिससे इस प्रकार की एक भी घटना अब और न होने पाए। साथ ही, केन्द्र सरकार से भी आग्रह करती है कि राज्य में कानून व्यवस्था की स्थिति में यदि शीघ्र सुधार नहीं हुआ तो वह अविलम्ब राज्य में राष्ट्रपति शासन लगाए।

Mahadik, Aradhya, Donison emerge JK Tyre Karting champs

Hyderabad, July 27: Krishnaraaj Mahadik of Mohites Racing, Kolhapur drove an aggressive race to upstage his more illustrious teammates and emerge winner in the Senior Max category of the 11th JK Tyre-FMSC National Rotax Max Karting Championship’s second 2nd round and leapfrog to the top of the points table at the Airport Karting track, Hyderabad on Sunday.

After two rounds, Mahadik is leading the championship points table with 71 points, followed by Ameya Bafna of Rayo Racing with 69 and Vishnu Prasad of Meco Racing tied with Dhruv Mohite on 65.

The Junior Max category saw a renewed tough battle between Ricky R Donison of BPC Racing and Kush Maini of Dark Don Racing. Maini was leading throughout the race, before Donison, displaying superb control and composure squeezed past at the last corner to take the chequered flag. Aaroh Ravindra also flew past a rattled Maini, who had to settle for third place.

Maini, however, can take solace from the fact that he is leading the points tally with 73, followed by Aaroh Ravindra and Akash Gowda (both Meco Racing) on 71.

The Micro Max category also saw a close battle between Meco Racing teammates Yash Aradhya and Shahan Ali Mohsin, before the 11-year-old Yash prevailed for his second back to back victory. Chirag Ghorpade of BPC celebrated his ninth birthday in style, finishing in third place.

However, Shahan’s second place finishes in the pre-final and the final races saw him go to the top of the points table with 75, followed by Yash on 73 and Paul Francis on 72.

Yash Aradhya, who was a little slower on the start and was trailing Shahan initially was elated with his second win on the trot and said, “I pressed the throttle a little later than Shahan and hence slipped into second spot. I planned to take him on the next corner but after two more corners I got the lead and then just aimed to keep safe.”

Mahadik, starting the race in in sixth position was off in a flash when the green flag was waved, moving into second place behind teammate Chittesh Mandody, the pre-final winner. Keeping the pressure on Mandody through the tight corners, Mahadik forced Mandody to crash out in the 10th lap, after which it was a one-horse race, with the battle for second and third spot hotting up between Dhruv Mohite, Vishnu Prasad and Nayan Chatterjee. Mohite was no match for the canny Vishnu and the determined Chatterjee, who finished second and third respectively.

“I struggled a lot with my car. Was not there in the race in the initial stages, but later pulled it through,” said Mahadik

Donison and Maini, placed one and two on the grid, were quickly into the thick of things at the flag off, roaring around the corners in their quest to outdo each other. Though Donison did manage to wrest the lead for short periods a couple of times, it was Maini who led for prolonged periods. It was the relentless pressure kept up by Donison that seemed to have finally unsettled Maini and at the last corner, Maini seemed to be standing still as Donison charged past, followed closely by Ravindra.

“I started second after Kush Maini and it was really a tough race. He made a move in the first corner and then he started defending very well. I couldn’t get past him through I tried very hard. In last corner I saw a gap and I went for it,” said Donison after his hard fought win.

WTO – India Continues 3 Way Corrupt AGRICULTURE Policies

in the world even under NDA regime which is hindering progress of
Agriculture, Value Additions of Crops & Food Processing and Marketing
Farm Fresh Fruits and Vegetables and Processed Foods.

India could potentially export $100b to $200b worth of foods. Just
hygienic storage, processing, packaging and Branding could earn 200%
higher price for food exports than present – actually Branded Basmati
Rice or Ice Creams etc are retailed for 5-10 times wholesale price.
Real Earnings of Indian farmers could TRIPLE in five years.

1.] Worldwide Agriculture is considered Low Income Activity and to
maintain Income Levels of Farmers, in Developed Countries Farmers get
DIRECT subsidies $25,000 to $100,000 annually. Land holdings are
smaller in Switzerland therefore Swiss farmers get maximum subsidy.

Income of every farmer in developed countries is PROTECTED.

Majority, 75% of the farmers in India don’t even Get Bank Credit and
the lucky ones get it late and had to depend on Moneylenders for loans
at 40% to 120% annual rate of interest. Monsoon this year is delayed
in first 1 month and 27 days there is 25% deficit than normal but
there is no scheme to automatically compensate or assist farmers and
there is no Crop Insurance for 95% farmers.

Essential grains are procured and inefficiently stored and States
Identify Poor and Very Poor who are together around 25% population are
eligible for Public Distribution and half of subsidized food allocated
is diverted for Open Market Sale and in addition good quality food is
replaced by rotten foods.

2.] Small and Medium Farmers in Developed Countries Hygienically
Store, Process Foods, Preserve Nutrients, Brand and Market all foods
at FARMERS MARKETS. Indian Farmers are prevented from such VALUE
ADDITION ACTIVITIES. 80% of Foods in Developed Countries is PROCESSED,
but not even 2% in India.

3.] Indians are SUPPLIED UNHYGENIC, Poor Quality foods at 200% to
500% Market Price through network of middlemen.

Poor and Lower Middle Class spend 80% to 50% of their earnings on
Foods but when their brothers in rural India are selling their produce
– Onion, Potato and Tomato at Rs.2 to Rs.5 per kg they in urban India
pay Rs.20 to Rs.80 per kg. for degraded and unhygienic foods.

Cut Down $5b annual Subsidy to 50,000 Farmers. Here in the following
7m USA Farmers export $116b worth of Foods Equal to Subsidy farmers
get in 2010.

Subsidy to Farmers in India like in USA of say $100b Would also
generate EXPORTS worth $100b or more when processed by BRANDED
companies.

Export Just 1.7% of Food Imports by USA 2010, actually declined from
2.2% at peak.

Won’t back trade protocol unless concerns addressed

India stuck to its guns at the World Trade Organization in defiance of
developed nations with a strongly worded statement at the general
council meeting in Geneva on Friday that it will not agree to any
accord on trade facilitation unless food security issue is also taken
up, signalling its intent to take a hard stand on July 31, the
deadline by which a decision has to be made.

Instead, India has suggested a four-point action plan that seeks to
deliver by December 31 a complete package on agreements reached at the
Bali ministerial that includes trade facilitation, a package for least
developed countries and public stocking for food security. The
hardening of India’s stand emerged after the new government took stock
of the situation earlier this week.

Rattled rich countries have hit back at India, accusing it of going
back on what was signed in December 2013 at Bali, a charge India has
strongly countered. “The EU is not ready to renegotiate basic elements
or timelines that were agreed as integral part of the Bali package,”
the European Union said, indicating a heightened risk of a stalemate
or talks unravelling.

Another delay looms, an expert said.

“WTO goes by consensus and with India along with the other African,
Latin American countries not agreeing to sign the trade facilitation
protocol, it will have to get deferred,” said Biswajit Dhar, professor
at the Jawaharlal Nehru University.

It is by no means clear what will happen next, said a person present
at the general council meeting, adding that the atmosphere was very
tense.

“It will be suicidal, absolutely. And that’s not a threat, that’s just
a statement of fact,” one Western diplomat was cited as saying by
Reuters. “They say we’re going to get what we want or we’ll blow
everything else up, but if they do that they won’t even get what they
want.” India said the concerns of poorer nations needed to be
addressed.

“To fully understand and address the concerns of members on the TF
(Trade Facilitation) Agreement, my delegation is of the view that the
adoption of the TF Protocol be postponed till a permanent solution on
public stockholding for food security is found,” India said at the
general council meeting, adding that that it was disappointed by the
lack of similar urgency shown on issues of importance to the
developing countries. The trade facilitation agreement seeks to cut
down red tape in global trade that some studies say could add $ 1
trillion to the global economy. At the Bali ministerial in December,
WTO members had agreed to pursue trade facilitation, a solution to the
issue of public stock holding for food security and a package for
least development countries.

India’s food security law, which is based on massive government
procurement from farmers and distribution to poor at subsidised
prices, runs the risk of violating WTO rules that prescribe a limit on
farm subsidies at 10% of output.

The country has budgeted Rs 1.15 lakh crore for food subsidies in the
current year.
“India is of the view that the Trade Facilitation Agreement must be
implemented only as part of a single undertaking including the
permanent solution on food security,” New Delhi said in its
submission, accusing the developed world of not having the “will to
engage in areas of interest”.

The G-33 countries, a group of developing nations, want a complete
exclusion of subsidies given on account of public stockholding
programmes from the category of actionable subsidies at the WTO. This
will require amendment to the WTO Agreement on Agriculture to allow
countries to procure food grain from poor farmers at minimum support
prices and sell to poor people at subsidised rates through public
distribution systems.

India said timelines were important but there cannot be undue haste.
“The Bali outcomes were negotiated as a package and must be concluded
as such,” it said. “This is important so that the millions of farmers
and the poor families who depend on domestic food stocks do not have
to live in constant fear. To jeopardise the food security of millions
at the altar of a mere anomaly in the rules is unacceptable.” At the
same time, India said it was fully committed to the decisions taken at
Bali.

“Having signed on to the ministerial decisions in Bali, let there be
no doubt about India’s commitment to those decisions including the
Trade Facilitation Agreement. All we are asking is that the public
stockholding issue as well as other decisions of Bali be taken forward
in the same time frame as trade facilitation,” India said.

An Indian commerce department official justified India’s stand saying
that any accord should not ignore the interests of the poor. “We can
defer the time. Timelines are important, but they are not sacrosanct
at the cost of the interest of a large (amount of) humanity which
lives below the poverty line. We are not saying that we want to
postpone it to eternity, no, not at all,” the person said.

India sought immediate establishment of an institutional mechanism
such as a dedicated Special Session of the Committee on Agriculture to
find a permanent solution on public stockholding for food security.

The government on Friday refused to yield to pressure from developed
countries to accept easier customs rules without its food subsidy
concerns being addressed, putting at risk a likely deal at the World
Trade Organization (WTO).

Developing countries have stepped up the pressure on India saying
failure to strike a deal on trade facilitation would stall global
trade reforms and deal a massive blow to the WTO by undoing the work
done by trade ministers at Bali.

“To jeopardize the food security of millions at the altar of a mere
anomaly in the rules is unacceptable… In order to fully understand
and address the concerns of members on the trade facilitation
agreement (TFA), my delegation is of the view that the adoption of the
TF protocol be postponed till a permanent solution on public stock
holding for food security is found,” Anjali Prasad, India’s ambassador
to the WTO, said at a specially convened meeting to clear the TFA,
which promises to ease clearances at ports and airports across the 160
member countries.

India’s stand leads to threats, barbs

At a meeting of G-20 trade ministers last week, a minister ‘advised’
India to ignore some of the issues mentioned in the Bali declaration,
before launching an attack on a recent MoU between India and China on
industrial parks. There have also been some fears that the US could
initiate action, including trade sanctions, against India. Reports
said US ambassador Michael Punke warned that efforts by some countries
to derail the talks could undermine global trade reform. “Today, we
are extremely discouraged that a small handful of members in this
organization are ready to walk away from their commitments at Bali, to
kill the Bali agreement, to kill the power of that good faith and
goodwill we all shared, to flip the lights in this building back to
dark,” Punke was quoted as saying.

India is demanding that the new agreement, which is to be implemented
a year later, should be finalized only after WTO members accept the
demand from several developing countries, led by India, to change the
rules on government food subsidies. Currently, the government has to
cap food subsidy at 10% of the value of the production but the value
is based on prices prevalent in 1986-88, which have increased up to
six times since then. A breach of the cap will limit the ability of
developing countries to maintain public stockholding of food grains,
which not just benefits farmers but also helps in combating price
fluctuations. TNN

TEEJ PROCESSION WILL BE CELEBRATED WITH TRADITIONAL POMP AND PAGEANTRY

Jaipur, 27 July: The traditional Teej procession with all its regal pomp and pageantry, will be held on 30 and 31 July. It will start at 6 pm from the Tripoliya Gate (City Palace), meandering its way through Tripolia Bazar and Chhoti Chaupar, Gangauri Bazaar to wind up at the Chaugan Stadium. The procession is organized jointly by the State Department of Tourism, the City Palace and the Local Administration.

According to the sources in the Department of Tourism, the traditional Teej Festival is organized with great verve and vigour by the tourists, the travel fraternity and the local populace. There will be camels, horses and cultural performances like Kachchi Ghodi, Gair, Kalbaliya and chakri dances. The procession will include: the cannon carriage, bullock carts, horse baggi and decorated rath. A number of bands will also accompany the procession. The sawari of the Goddess Teej will be almost at the end followed by chobdar.

Organized by the Department of Tourism, arrangements have been made for the tourists to photograph the procession from the terrace of the Hind Hotel opposite Tripoliya gate.

Teej is one of the most widely celebrated festivals of Rajasthan. Swings, traditional songs and dancing are the unique features of Teej celebrations in Rajasthan. Women perform traditional folk dance dressed in colourful clothes and sing beautiful Teej songs while enjoying their sway on swings bedecked with flowers.

Teej is celebrated with immense fun and fanfare in the capital city of Jaipur. On this day, women and young girls wear their best clothes and adorn themselves with fine jewellery. They gather at a nearby temple or a common place and offers prayers to Goddess Parvati for well being of their husbands.

On the occasion of Teej, markets in Jaipur are stocked with trendiest women accessories and clothes. Most of the fabric clothes display ‘laheria’ (tie and dye) prints. Sweetshops keep different Teej sweets but ‘Ghevar and Feeni’ is the main sweet of the season.

All over Rajasthan, swings are hung from trees and decorated with fragrant flowers. Women both married and unmarried love to swing on these swings to celebrate the ‘;Sawan festival';.

BJP politicising Delhi Police and aims to convert it into a puppet

The Aam Aadmi Party (AAP) strongly condemns the BJP’s attempts to politicise the Delhi Police by using it as a puppet of the central government to shield its party MLAs and their relatives involved in cases of corruption and serious crimes and on the other hand, it is being misused to victimize political rivals and people of Delhi.

The AAP would like to substantiate its point with the following four incidents :

1) 1) On July 14, BJP MLA from Rajinder Nagar, RP Singh summoned a junior engineer of the Delhi Jal Board (DJB) to his office. The JE was asked to give a water pipe-laying contract to a particular BJP worker. On stating that a process had to be followed the JE was beaten up by RP Singh and his supporters.

On July 22, DJB gave a written complaint to Rajinder Nagar Police Station.

The AAP would like to ask whether any FIR has been registered by the Police ? Is it not a case under the provisions of Prevention of Corruption Act not made out against the BJP MLA ?Why has he along with his supporters not arrested so far ?

What is the BJP stand in this case ?

2) 2) According to media reports, one of the accused named in the murder of Manipuri youth –Akha Salouni – on the night of July 20, is a close relative of another BJP MLA, Ramvir Singh Bidhuri.

Can the BJP deny this ? Why did BJP leaders give a statement that it appeared to be a case of road rage, when the police investigation was still going on ? Can the BJP deny that its workers gathered in large numbers outside the Kotla Mubarakpur Police station ? Why did the BJP try to hamper the investigations?

3) 3) The role of Delhi Police in the ongoing students agitation against the UPSC discrimination is highly questionable. Peacefully protesting students were brutally beaten up by the Police on Thursday night at Mukherjee Nagar and outside Rail Bhawan on Friday and even girl students were not spared.

Who ordered the Police action against students ? Why no probe has been ordered by the central government so far ?

Is it fair for any government to allow such a brutal police action against peacefully protesting students ?

4) 4) Four AAP volunteers were arrested by the Malviya Nagar Police last night for pasting posters of party’s August 3 public meeting at Jantar Mantar (They were released on bail today). The Police also took into its possession the car of AAP MLA and former law minister Somnath Bharti. According to the police, the arrest was made for defacing public property.(The posters merely convey information about the public meeting and contain a political message – it is attached with this release)

The AAP does not believe in any preferential treatment from the Police, but strongly opposes selective application of law against its volunteers. The party also contests the police claim that its volunteers were defacing public property.

The national capital has been subjected to an unprecedented assault by the BJP, with posters, banners and hoardings of its party leaders hanging from all sides in all parts of the national capital. According to Delhi Police does not amount to defacing of public property ?

Has the Police taken any action against the BJP ?

It appears the Delhi Police is under severe pressure from the BJP-led central government’s home ministry. The AAP will not remain quiet any longer on the issue and will protest the Police bias.

FIBA to review basketball rules regarding headgear at FIBA Competitions

MIES, Switzerland (FIBA): In the current Official Basketball Rules (Article 4.4.2), players are only allowed to wear headbands no wider than five centimetres in order to hold back hair and sweat.

This measure was established more than 10 years ago for two main reasons: safety on the basketball court and uniformity of equipment within a team.

As a result, the wearing of a turban or a headscarf, just like any other object or accessory to be worn on a player';s head, is not authorised in official FIBA competitions.

In view of the upcoming FIBA World Congress on 28-29 August in Sevilla, Spain, FIBA has received formal requests from a handful of members to discuss this matter.

FIBA';s Central Board, which is ultimately responsible for changes to the Official Basketball Rules, will review these requests and decide how to proceed in the best interest of the sport and of its 214 members.

The next FIBA Central Board meeting will take place on the 27 August in Sevilla.

Net income jumps to Rs.663 crores – an increase of 18 %

New Delhi/Pune, 28 July 2014: Finolex Industries Limited [FIL], has clocked a turnover of Rs. 663 crores and reported a net profit of Rs.50.2 crores for the quarter ended 30^th June, 2014, as compared to Rs.563 crores and Rs.22.6 crores respectively in the corresponding quarter of previous year.

The Company’s EPS for the quarter stood at Rs.4.05

AAP Winding Up – Not Serious in National or Even State Politics

Reading stories in newspapers it is clear AAP has no interest in
National or even state level politics and just want somehow to regain
control of Delhi even with 24+1 MLAs (AAP MLAs who met Lt. Governor)
support in 70 MLA Delhi Assembly.

Fact is after resigning against Public Opinion in Delhi on February12,
2014 AAP Ministers forget MLAs, didn’t nurse their constituencies –
common problem with senior politicians who visit their constituency
one or twice in five year term. AAP didn’t make presentations to DERC
and didn’t follow up Complaints and Enquiries Ordered by AAP CM in to
corruption in public services.

Assembly elections are different – elector size is a tenth of Lok
Sabha constituency or sub tehsil level in states therefore much easier
to manage. Put up a good candidate and chances of selection are high.
AAP fielded unknown faces and won 28 seats out of 70 in Delhi.

Not contesting elections in its Core Area Maharashtra and Haryana
Assembly Elections and bye elections in other states is like winding
up national and state level politics. AAP will not get in to State or
National politics for next 5 years.

Punjab assembly by-elections were an opportunity to Field Very Strong
Candidates from two seats to represent Punjab but AAP fielded weak
candidates.

Recognized Parties operate at Lok Sabha, State Assemblies,
Municipalities, Panchayats and Zila Parishads levels. PSUs,
Associations like BCCI and Co-operatives too are political arenas.

AAP has not disclosed its Core Ideology and Agenda which is reduced to
just Sticker Size – ‘he or she should not have corrupt image, should
not be charged under any criminal case and should have good
character.’

Going by the present position of AAP in Delhi it may not get another
chance of forming government even in Delhi – people are disillusioned
with AAP and unless BJP does some blunders like not controlling Price
Rise and it has proposed to reduce power tariff for up to 400 Units
AAP is not likely to taste power in near future.

NEW DELHI: AAP on Sunday formally announced that it would not contest
elections in any of the four poll-bound states and concentrate its
resources in Delhi. The decision was taken by the party’s national
executive on Sunday. The decision comes at a time when there is
ambiguity on when the Delhi assembly polls are likely to take place.
The party’s supporters and volunteers, especially in Haryana and
Maharashtra, are keen on contesting polls but a realistic assessment
of the party’s preparation so close to the Lok Sabha debacle has
forced the leadership to cut their losses and work on regaining lost
ground in Delhi.

When asked if there was concern that the party may not be in the poll
fray at all if the Delhi elections are not announced, senior AAP
leader Yogendra Yadav said, “Unfortunately, we have to take a decision
in uncertainty. The worst case scenario is that we don’t contest any
election if a decision on Delhi is not taken soon. But we need to look
at the big picture.”

The national executive has decided to appeal to party volunteers and
supporters in all four states — Maharashtra, Jharkhand, J&K and
Haryana — to sacrifice their own desire for contesting elections in
the larger interest of the party and the strategic objective of
regaining Delhi, Yadav said. The party also decided to contest the two
by-polls in Punjab.

Yadav had recently expressed disappointment with party chief Arvind
Kejriwal’s decision that AAP should concentrate on Delhi alone. Yadav
said 95% of supporters in Haryana wanted to give the assembly polls a
shot. Speaking after the two-day meeting in Sangrur, Punjab, Yadav
said, “It is a tough decision. I hope that our volunteers will see it
in the larger spirit. I have spoken about my differences openly but I
am a team player and will go along with the party’s decision.”

AAP To Contest Punjab By-Polls Arvind Kejriwal

Chandigarh: The Aam Aadmi Party will contest the by-poll on the two
seats in Punjab which will be held next month. AAP chief Arvind
Kejriwal announced this after the party’s three-day national executive
meeting which concludes in Sangrur (Punjab) today.

Mr Kejriwal, however, said that his party will not contest assembly
elections in Haryana, Jammu and Kashmir and Maharashtra scheduled
later this year.

The two AAP candidates named by Mr Kejriwal to fight the by-polls in
Punjab’s Patiala and Talwandi Sabo seats are Balkar Singh Sidhu and
Harjeet Singh Adaltiwala respectively.

The two seats fell vacant after sitting Congress MLAs, Captain
Amarinder Singh and Jeet Mohinder Singh Sidhu, resigned from these
segments.

While Mr Singh resigned from the Patiala seat after he was elected to
the Lok Sabha from Amritsar defeating BJP heavyweight Arun Jaitley,
the Talwandi Sabo seat fell vacant when Mr Sidhu deserted Congress to
join the ruling Shiromani Akali Dal (SAD).

The 117-member Punjab Assembly has 57 SAD MLAs, Congress strength is
43, BJP has 12 and there are three independents.

The Aam Aadmi Party is upbeat about Punjab where it won four seats in
the national elections held in April-May – as many as the SAD. AAP had
picked up an impressive 24.4 per cent of the vote share in the
process.

New strategy to address Diarrheal deaths: the third biggest killer of children

Launch of Intensified Diarrhoea Control Fortnight

New Delhi, July 28, 2014: The Hon’ble Union Minister for Health and Family Welfare, Dr. Harsh Vardhan, today launched the intensified diarrhea control fortnight (IDCF) demonstrating the urgent need to focus attention on the disease that is responsible for over 2 lakh deaths of children in India, every year.

The launch of the Intensified Diarrhoea Control Fortnight (IDCF) which will be held from 28^th July to 8^th August across the county was attended by Shri Lov Verma, Union Secretary Health & Family Welfare, Shri R.K Jain, Additional Secretary & DG, Director General of Health Services Professor Jagdish Prasad, Dr. Rakesh Kumar, Joint Secretary, Mr. Louis Georges Arsenault, UNICEF India Representative, Dr. Nata Menabde, Country Chief, WHO India and representatives from various development organization including Micronutrient Initiative and representative from Indian Academy of Pediatrics.

“Building on the good progress that India has already made in reducing child deaths, the Intensified Diarrhoea Control Fortnight will mobilize health personnel, state governments and other stakeholders to prioritize investment in control of diarrhea—one of the most common childhood illnesses. It aims to create mass awareness about the most effective and low-cost diarrhoea treatment— a combination of Oral Rehydration Salt (ORS) solution and Zinc tablets,” said Dr Harsh Vardhan, speaking on the occasion.

The Secretary Health & Family Welfare in his address said that India has realized impressive gains in child survival over the last two decades. There has been a consistent decline in Infant Mortality Rate (IMR) and Under-Five Mortality Rate (U5MR). Increased access to immunization and child healthcare services during this period, have greatly contributed to this decline. Yet, an estimated 1.36 million children die each year in India, including approximately 2 lakh deaths due to diarrhoea.

In the welcome address by Mr. R.K. Jain, Additional Secretary said that this intensified diarrhea control fortnight is being supported by other ministries of the Government of India, especially the Education, Panchayati Raj Institutions, Women and Child Development and Water and Sanitation.

The Joint Secretary Dr. Rakesh Kumar and Professor Mathuram Santosham from John Hopkins , USA made a comprehensive presentation describing the global scenario as well as the details of the fortnight. Dr. Rakesh Kumar explained that during the fortnight, intensified community awareness campaigns on hygiene and age-appropriate childhood feeding practices and promotion of ORS and Zinc therapy will be conducted at state, district and village levels. The focus will be on diarrhea control activities during the first week and on infant and young child feeding practices (IYCF) during the second week. ORS-Zinc Corners will be set-up at health care facilities. Health workers will hold counselling sessions on appropriate methods of Infant and Young Child feeding practices, hygiene and sanitation.

Addressing the gathering, Mr. Louis-Georges Arsenault, UNICEF India Representative said, “This national campaign to fight diarrhoea – the third deadliest illness for children – will re-energize efforts to prevent the deaths of millions of children in the country. IDCF targets to reduce mortality rates and raise levels of children’s access to life-saving interventions.”

Emphasizing that diarrhoea is preventable and also treatable, Dr. Nata Menabde, WHO Chief in India said “Many children in the developing world cannot access urgent medical care for severe illnesses, making prevention methods—including improved hygiene, sanitation, safe drinking water, exclusive breastfeeding-critical components of diarrheal disease control.”

MoHFW has made it a national priority to bring health outcomes among children to a level equitable with the rest of the world. WHO, UNICEF, and other partners have been working closely with the Government to help realize this vision.

We are looking for valuable inputs in the form of case studies, research papers, articles on various issues and solutions pertaining to technology transfer to India:

Star grappler Sushil Kumar led India’s sparkling show in the wrestling arena as the country claimed three gold medals on the first day of the wrestling competitions at the Commonwealth Games at Glasgow on Tuesday.

Sushil expectedly bagged gold in men’s 75kg freestyle category while Amit Kumar won the yellow metal in men’s 57kg while Vinesh Phogat finished on top in women’s 48kg at the SECC Hall.

Rajeev Tomar, however had to settle for a silver in the mens 125 kg freestyle event after going down to Canadas Korey Jarvis 0-3 in finals.

31-year-old Sushil asserted his class as he won his all four bouts of the day quite comfortably.

In the gold-medal bout against Qamar Abbas of Pakistan, Sushil had an easy outing.

Even before one could blink, the contest was over as the Indian pinned down his rival to clinch the gold with a 8-0 scoreline in under two minutes.

In no time, Sushil raced to a 6-0 lead and added two more points, straight away finishing off the contest.

Amit Kumar defeated Ebikweminomo Welson of Nigeria 6-2 in his final bout. 20-year-old Indian started off well and completely dominated the first round to post a comfortable 4-0 win.

The Nigerian, however, fought back and the two wrestlers gave each other a tough time in the next round and they could bag just two points each.

But due to four points in his kitty already from the opening round, the youngster from India prevailed over his opponent to pocket the yellow metal.

In what turned out to be a close battle between Vinesh and Englands Yana Rattigan in the finals of the womens 48kg event, the Indian won 11-8.

Vinesh was down 2-4 in the first round and was facing a tough challenge from her English opponent.

But she managed to earn two points to tie it at 4-4 before she could put her rival down again to bag another two just in time to wrap up the opening round 6-4.

Second round was also a fierce contest but Indian somehow maintained her composure to earn second gold for the country in wrestling.

Tomar failed to do much in his gold-medal bout, as he failed to earn even a single point.

His Canadian rival, meanwhile, could snatch a few technical points in his favour to eke out a narrow 3-0 win and bag the gold.

Earlier in the day, Sushil and Amit trumped three strong grapplers one after another within a matter of just one-and-a-half hours in their respective weight categories, to make the gold-medal round.

Tomar had two easy rounds before he made the finals of the mens 125kg category. Vinesh also overpowered two opponents en-route to the finals.

Sushil, the 2008 Beijing Olympics bronze medallist and a silver medal winner at the 2012 London Games, won the round of 16 and quarterfinals by the virtue of Great Superiority, which means winning by a difference of 10 points.

Sushil thrashed Australias Jayden Lawrence 11-0 in round of 16, before blanking Kushan Sandrage of Sri Lanka 100 in the last eight-stage of the competition.

Sushil, however, faced some threat in the semifinals against Nigerias Melvin Bibo but in the end, it was the Indian who turned out to be far superior with an 84 victory.

The star Indian grappler won six points in the first period but his opponent restored parity in the next.

The Nigerian stunned Sushil when he put him down in the second round to not only earn two points to his credit but also injure the Indian.

Sushil was seen bleeding from his nose but he was soon back with a bang as he snatched two more points to have the last laugh.

Amit won two of his bouts en-route to the finals on the basis of Great Superiority.

The scoreline was 100 in both quarterfinals and semifinals. While in the semis, he outplayed Azhar Hussain of Pakistan, Amit blanked Bokang Masunyane of South Africa in the quarters.

He had defeated Jean Guyliane Bandoo of Mauritius 50 in the round of 16 earlier.

Tomar had it easy against Nigerias Sinivie Boltic during his quarterfinal bout, where he beat his rival 122. Boltic was no match to Tomar as he looked tired and exhausted throughout the match. In the semifinals, Tomar outplayed New Zealands Marcus Carney 131.

Vinesh had got the better of Rosemary Nweke 71 in the quarterfinals, while she overpowered Jasmine Mian of Canada 121 in the last four round.

Meanwhile, Indias Jyoti lost three out of her four bouts in the womens freestyle 75kg NS category.

She lost 04 to Blessing Onyebuchi of Nigeria in the first round but managed to prevail over Sophie Edwards of England in the second, before going down to Annabel Ali of Cameroom in the third bout. In her fourth bout, she lost to Erica Wiebe of Canada.

Adani is developing 60 million tones per year Carmichael Coal Mining
and Railway Project in Queensland Australia which shall begin
commercial production in two years and had carried out detailed
explorations after taking over Coal Mining concession from Link Energy
for $500m plus 2% royalty in 2010 – a lame duck company that was in
loss except when Adani deposited $500m in its account in 2010. It
shall be $300b program over 60 years of mining.

The process started after ADANI submitted Initial Advice Statement on
October22, 2010 which was followed up by Economic Assessment on
September26, 2012. Final clearance was granted last week.

The operational phase of the Project (Mine) sees benefits that
increase in line with production rates of coal. At the point of full
production (60 Mtpa) total positive benefits on GRP, for that year, in
the Mackay region reach an estimated total of $3,795 million and at a
State level $4,170 million. Positive impacts on household incomes
within the region will total $372.2 million and State wide $573.5
million. Employment levels locally will see an increase in fte of
4,093 and State wide 6,789.

Adani has advised that the life of mine is 60 years and that
construction activities for mine infrastructure such as the MWAV,
airport, power, and construction water supply are scheduled to
commence in 2014, subject to obtaining relevant project approvals.
Construction of the first open-cut pit is scheduled to commence in
2015 and the first underground mine is scheduled for 2018. Open-cut
and underground mining will commence in the northern part of the
project site initially, with the southern part developed in the later
stages of the project.

The proponent anticipates that the first coal will be shipped from the
open-cut pits in 2016 and the longwall operations in 2019.

Solar Power Installations Jump to a New Annual Record

New analysis by the Worldwatch Institute examines global trends in solar power

Washington, D.C.—-The year 2013 saw record-breaking growth for solar electricity generation as the photovoltaic (PV) and concentrated solar thermal power (CSP) markets continued to grow. With over 39 gigawatts installed worldwide, the PV solar market represented one third of all newly-added renewable energy capacity, write Worldwatch’s Max Lander and Climate and Energy Intern Xiangyu Wu in the Worldwatch Institute’s latest Vital Signs Online trend (www.worldwatch.org).

Solar PV installations nearly matched those of hydropower and, for the first time, outpaced wind additions. Even though photovoltaics continue to dwarf CSP capacity, the CSP market also had another year of impressive growth. By the end of 2013, a total of 19 countries had CSP plants installed or under construction.

Consumption of power from PV and CSP plants increased by 30 percent globally in 2013 to reach 124.8 terawatt-hours. Europe accounted for the majority of global solar power consumption (67 percent), followed by Asia (23.9 percent) and North America (8.1 percent). Worldwide, solar consumption equaled 0.5 percent of electricity generation from all sources.

Despite the record growth in installations, global investments in solar electricity were down 20 percent (from $142.9 billion in 2012 to $113.7 billion in 2013), reflecting a significant decrease in costs. In July 2014, global PV module spot prices reached an all-time low of $0.63 per watt. For the first time, Asia overtook Europe as the largest regional market.

While global PV module production increased by only 3 percent over 2012, module shipments jumped by 24 percent, signaling an easing of oversupply problems.

Prospects are bright for solar development as prices continue to fall and approach grid parity in an increasing number of contexts. Rooftop solar is already less expensive per megawatt-hour than retail electricity in Australia, Brazil, Denmark, Italy, and Germany. Estimates now also show that PV has become price-competitive without subsidies in 15 countries. For 2014, solar installations are estimated to reach 40-51 gigawatts.

Country Highlights from the Report:

China installed 12.9 gigawatts of PV, the most ever installed in one year by any country. The country’s momentous expansion was fueled largely by its feed-in tariff (FIT) program, which supports large, grid-connected utility-scale projects as well as distributed generation projects. However, grid connections are struggling to keep up with the rapid pace of China’s PV deployment.

Europe installed close to 11 GW of PV. This represented the second annual decline in installations after peaking at 22.3 GW in 2011. In Germany, a reduction of FIT rates and an increase in regulations for utility-scale projects contributed to the fall in installations.

North America added 5.2 GW of PV. The United States installed the third most PV worldwide, with 4.8 GW.

In Central and South America, solar development has been sluggish. Despite power consumption more than doubling in 2013, the region still accounts for a small fraction of the world’s solar power.

The Middle East and Africa had little PV activity, with the exception of Israel and South Africa, which added 420 MW and 75 MW, respectively.

The core infrastructure grows to 7.3% (Y-O-Y) in June 2014 as compared to 2.3% (Y-O-Y) in May 2014. The combined index of Eight Core Industries stands at 163.9 in June 2014 with a growth rate of 7.3% in June 2014 as compared to 1.2% in June 2013. Crude oil and Natural gas registered a growth rate of 0.1% and (-) 1.7% respectively in the month of June 2014.

Transforming rural communities starts with investing in rural people

New Delhi, 31 July 2014 – The President of the International Fund for Agricultural Development (IFAD), Kanayo F. Nwanze, will arrive in India on Monday, 4 August on a 5–day official visit to meet various Union Ministers, including the Minister of Finance, Mr. Arun Jaitley, and Rural Development Minister, Mr. Nitin Gadkari, to discuss how rural transformation and gender empowerment are vital to sustainably reduce poverty and drive inclusive growth.

Nwanze’s visit to India comes on the heels of Member States forwarding to the United Nations General Assembly a set of proposed goals that consider the economic, social and environmental elements necessary to improve people’s lives and protect the planet for future generations. The goals include promoting sustainable agriculture, women’s empowerment and the management of natural resources. In addition, the proposed goals outline advancing “decent work for all” and a pledge to reduce inequality within and among countries.

“One of the causes of poverty is inequality, both between rural and urban areas, and women and men,” Nwanze said prior to arriving in India. “If we are to eradicate hunger and poverty, we need to level the playing field by empowering poor rural people to take charge of their own development and create policy environments that increase investment in them.”

With an annual population growth rate of 1.3 per cent, India is projected to become the most populous country in the world by 2035. Since more than half of India’s population is under the age of 25 and many are looking for work, it will be critical to transform rural areas into vibrant places that give young women and men opportunities.

“The youth and women of India are some of its greatest assets,” Nwanze said. “If we invest in them, they will get the job done.”

IFAD has been working in India for more than 30 years and has financed 26 projects for a total value of US$2.48 billion of which IFAD has contributed $877.3 million, directly benefiting 4.3 million households.

In rural India, agriculture and related sectors employ more than 90 per cent of the total female labour force. Working with the government of India, IFAD aims to improve the lives of women. As a result of IFAD-supported work in the country more than 116,000 self-help groups with 1.5 million members have been formed. These women’s groups have proven to be an effective way to reduce gender-based violence, change social attitudes and enable women to start up small businesses.

While in the country, Nwanze will be speaking about the changing role of women in the economic transformation of family farming at a regional conference organized by the MS Swaminathan Research Foundation. The event will be open to the media.

On his final day in the country (9 August), Nwanze will visit the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) headquartered in Hyderabad, which conducts agricultural research for development in Asia and sub-Saharan Africa.

Move Beyond Gujarat

With the Modi government barely 60 days old, it is surely too early to make any assessments. But his track record and the expectations he has aroused have generated impatience and restiveness even amongst Modi’s supporters. News that trickles out tells us of an indefatigable prime minister driving from the front and changing the tenor and temper of the entire bureaucracy. This apparently unprecedented behind-the-scene activity will most likely be reflected in Modi’s maiden Independence Day address.

My intuition is that, being beholden to symbolism, he will lay out his government’s development blueprint and invite people’s participation from the ramparts of the Red Fort.

Those who have observed Gujarat point to Modi’s stellar record in project implementation and in raising efficiency levels across government departments. He successfully pursued this model of intensive homework with his highly trusted and crack team in the CMO along with other senior bureaucrats, and then delivering on the targets agreed. Homework was done during three day chintan shivirs, which culminated in clearly defined annual targets along with a plan of action.

Apparently this is being replicated in Delhi, with senior bureaucrats making detailed initial presentations, followed by iterations that reflect feedback from Modi himself, and then finalising modalities for project execution. This is top notch project management. But will it suffice to achieve rapid, sustained and inclusive growth needed to fulfil rising aspirations? Will it bring succour to the ‘neo middle class’ from the double whammy of high inflation and growing unemployment?

My concern is that the Indian economy, unlike Gujarat, is not merely a vast project site. The CM as a super efficient CEO can no doubt churn out higher growth rates by improving project implementation and raising the efficiency of public services delivery. These are our weakest suites and Modi is therefore quite right in rectifying them. This also plays to his strength.

However, unlike in the states, the central government has the principal responsibility of putting together an overall, multidimensional and yet coherent policy framework. Policy formulation has to precede project design or its implementation. Some examples will hopefully help.

Is inflation in India a purely monetary phenomenon to be tackled by fiscal and monetary contraction or does it require focused management of supply side issues? Can we afford higher fiscal deficit if this results in improving productivity? Can agriculture be modernised without a robust land market? Are flexible labour policies a necessary condition for promoting manufacturing? Should India maintain a relatively weak currency for promoting exports?

Will food security be achieved by subsidising consumption or raising agriculture yields? Do we assume carbon constraints on our growth or rely on retrofitting? Should 100% FDI in defence be permitted to maximise employment generation and reduce strategic import dependence or should we pursue the elusive goal of building national champions? Does it better serve the national interest to forge closer ties with Japan or should that be secondary to try and access China’s vast financial reserves for infrastructure investments? Should we go ahead with China in establishing the Brics development bank even if it alienates the US and Japan?

These are critical policy issues that have to be answered. The short but critical point is that the principal mandate of the central government is to establish a coherent and rational policy framework that will better serve strategic national interest. And an emphasis on continuity mortally constrains innovative policy choices, rules out breakthroughs.

It is worth reiterating that the Gujarat model did not have to factor in this macro policy function in its operations. Even for issues like charging farmers with a minimum power tariff, a policy decision taken earlier by the central government was successfully executed.

Making the right policy choices in an increasingly complex and globally integrated economy requires technical inputs and expertise. Fortunately, such expertise is available. The PM needs to tap into this pool, which includes successful NRIs and the use of technology to source new ideas and make the right policy choices.

It would be efficient to locate the expertise either within or in close proximity to the government. This will create positive synergies between experts and civil servants. In our country, the bureaucracy spends most of its time putting out fires and implementing projects. It is not allowed to develop expertise and its global exposure is sporadic. Therefore, an exclusive reliance on career bureaucrats and diplomats and the resultant bureaucratic capture of policymaking can have seriously negative outcomes.

For example, the bureaucratic advice (in the absence of a chief economic advisor) to control inflation by contracting aggregate demand requires a sharp reduction in fiscal deficit and interest hike, to pre-empt inflationary expectations. This policy stance will weaken investment sentiments and lower GDP growth rates, thereby effectively belying the promise of achhe din for the people.

India’s current splendid isolation in WTO is yet another example where expert advice could have made a difference. Similarly, lack of joint expert and diplomatic effort could result in the failure of the forthcoming Indo-US dialogue. By effectively marshalling available expertise and creating necessary synergies with the bureaucracy, the PM will signal his preparedness to move beyond Gujarat.

The workshop will pay special attention to how digital platforms can contribute to the physical book and can enhance the original narrative while remaining faithful to authorial integrity. 	LOOKING BACK: THE GBO NEW DELHI EDITORS’ TRIP

On the FRANKFURT BOOK FAIR Blog: In the third week of June this year, five Indian editors (and one accompanying journalist – that’s me) arrived in Berlin for the annual Editors’ Trip organised by the GBO New Delhi. After half a day settling in, we were to spend two and a half days meeting publishers and writers in Berlin, and an equal amount of time meeting other publishers in Frankfurt, as well as members of the Frankfurt Book Fair team. The theme of the trip this year was two-fold – Graphic Novels and Young Adult (YA) writing. We began at the lovely sunlit office of Mosaik, from where Klaus Schleiter and Anna Hause-Thiele and their team of artists and writers bring out two very different monthly comic magazines, both of which have a loyal following in Germany. The first of these, Mosaik, centres around a comic trio originally created as far back as 1955, when they were called the Digedags. In 1976, with the breaking away of the original illustrator, they metamorphosed into Abrax, Brabax and Califax, collectively known as the Abrafaxe. With 463 issues till date, 40,000 subscribers and 110,000 copies printed of the 52-page magazine every month, the Abrafaxe are clearly among Germany’s most beloved comic characters, especially for a generation that grew up on them in East Germany. Created at a time when East Germans could not really cross their own borders, the Abrafaxe’s ability to travel the world struck a chord. That imagined exploration of different historical times and places continues to be the comic’s USP – the Abrafaxe have bumbled along everywhere from ancient Rome to Prohibition-era USA, they have travelled on the Orient Express and to Australia in the footsteps of the explorer Matthew Flinders. Our second stop was Reprodukt Verlag, where Sebastian Oehler took us through a whirlwind tour of the history of graphic novels in Germany. For most of us, coming from a country where comics and graphic books have only begun to be seen as a legitimate artistic/literary pursuit in the last decade, it came as a surprise to find out that Germans, too, took their time warming up to comics. The Nazis, of course, were famously opposed to comics, but as Oehler pointed out, there was a reluctance to take comics seriously as a form even as late as the 1960s. In the 1970s, comics began to finally find takers (and comics like Mosaik emerged in East Germany). But it was really after 1990, after German unification, that the first generation of avant garde German graphic artists emerged – Anke Feuchtenberger, ATAK, Henning Wagenbreth and others, many of whom became professors at university and helped groom a second wave of comic artists. “Now we’re into the third wave, and the fourth wave,” said Oehler. “At the end of the 90s, there was a big discussion on whether comics were art. And now the discussion is, are comics literature?” On our penultimate day, after a morning meeting with the Frankfurt Book Fair team and a visit to the lovely comic book shop, X-tra Books, we met with Friederike Barakat of Carl Hanser Verlag, who spoke to us about the current state of YA fiction in Germany. The first thing that emerged was that the German YA market is as prone to Anglo-American publishing trends as the Indian one appears to be: Carl Hanser’s biggest seller at the time of our meeting was none other than John Green’s The Fault in Our Stars, which, as Ameya Nagarajan of Penguin-Random House India pointed out, had also been No. 1 in the Indian market for three weeks at the time. Another trend that Barakat pointed to — later corroborated by S. Fischer Verlag — was that increasing access to the internet has meant the slow but steady decline of non-fiction for the Young Adult market. Given that the hold of fantasy and dystopian fiction on the YA lists – maintained for so many years by the Twilight and Hunger Games series — is finally getting weaker, Barakat suggested that reality-based YA fiction might be the new trend. To read the full blog click here. On SUNDAY GUARDIAN: Too graphic for grown-ups? Thoughts on pictures in books Have you ever thought about what it means that we think picture books are for children? Clearly, it’s not that we think pictures are for children: visual art in other forms, whether paintings or movies, is seen as perfectly grown-up. But somehow, when pictures enter a book, they become, in the eyes of most people who consider themselves “real” readers, a form of dumbing-down. One reason for this sort of thinking is obvious. If books are meant to be about text, then anything that detracts from the serious business of words is an illegitimate interloper, that’s managed to sneak in without the permission of the Book Guards. As the kid who never quite got why anyone should want to read comics when they could read real books, I get that thought. And certainly, I agree that we respond differently to narrative when the only pictures we have access to are the ones in our heads. Images might hook you faster, but they also change the rhythm of your reading. Some people might only look at the pictures. Some look at the pictures first, and then go back to read the text. Some — like me — might race through the text (and wonder at there being less of it) before realising that sometimes, pictures demand a slowing-down — quite different from the swept-up feeling that can characterise a good story. But if placing images alongside changes our experience of text, why is that necessarily a bad thing? Who decided that books have to be about text, anyway? And that art must only hang on a wall? I started thinking these thoughts because of three stunning publications that came out recently from Tara Books, the Chennai-based independent publisher. All three are drawn by Indian folk artists, all women. In Drawing from the City, the Ahmedabad-based Teju Behan tells, in beautiful black and white pen-drawings, the tale of how she and her late husband Ganesh Bhai Jogi went from the village to the city, and how they became artists. In Hope is a Girl Selling Fruit (2013), the Mithila-style folk painter Amrita Das draws — and draws us into — meditations on her life, the life of a girl she sees on a train, the lives of women in India. The third book is Sultana’s Dream, Rokheya Sakhawat Hussain’s famous 1905-fable about a world where peace-loving women rule over men, is illustrated by the Gond artist Durga Bai. The text in these books is spare and simple, but it talks about serious things. The images, though, are what one lingers over. Like the albums in which the Mughal aristocracy housed their miniature paintings, this is art between the covers. I started to think about these things again on a recent trip to Germany, where six Indian editors and I had been sent to meet German publishers of graphic novels, young adult and children’s books. Some entered these genres for somewhat instrumental reasons. Carl Hanser Verlag — publishers of Sophie’s World — said their children’s list first emerged because they wanted to stop their authors from taking their manuscripts for kids to other publishers. Similarly, the venerable Suhrkamp, known for publishing theory and literary heavyweights, started its graphic novel list partly as a way of keeping all versions of their great books. So they started with celebrated Austrian artist Mahler doing a graphic version of Thomas Bernhardt’s novel Alte Meister (Great Masters), and a graphic interpretation of Robert Musil’s mid-century novel The Man Without Qualities. But last year, they stopped playing safe like that: they brought out the graphic autobiography of Volker Reiche, veteran of the German comics scene. Also, publishing Mahler’s Musil was a radical thing to do — turning Musil’s dense, thousand-page classic into a fairly slender set of pages, with barely six sentences to a page, could easily be seen as sacrilege. And really, one part of me agrees vociferously: how can reading Mahler be the same as reading Musil? Other German publishers we met come from the opposite side. They have not, shall we say, had to readjust their reading glasses to see the pictures. Some of these are, like Mosaik, comic publishers first and foremost, their adventurous Abrafaxe threesome dating back to the East German 1950s. Others, like Reprodukt, are part of the coming of age of the German graphic novel. Their recent Kinderland, about a seventh grader before the Berlin Wall fell, has won awards and critical acclaim from the “serious” quarters of the press. To read the full blog click here. Iraqi Shi’ite militias execute, hang 15 Sunni Muslims

Shi’ite militias shot 15 Sunni Muslims and then hung them in a public square Wednesday in Baquaba, a mixed Shi’ite and Sunni town 65 km north east of Baghdad, according to police sources, Reuters reports. A police source said that the action against the victims, who were kidnapped over the last week, was designed to deter Sunnis from supporting the Islamic State, an Al-Qaeda offshoot, which has seized swathes of land in northern Iraq. Shi’ite militias are seen as a vital line of defense in Iraq and have stepped into the breach to challenge the hardline Islamist Sunni insurgents after the US-funded Iraqi army crumpled in the face the Islamic States’ onslaught and extreme violence.

Rival militias agree to Tripoli airport ceasefire amid chaos

Rival militias fighting for control of Tripoli airport agreed Wednesday to a temporary ceasefire. The move was prompted by the need to allow firefighters to try to control a huge blaze at a fuel depot hit by a rocket, Reuters said. There has been a fortnight of the worst fighting since the 2011 war that ousted Muammar Gaddafi. Most Western governments have followed the US and UN pulling their diplomats out of the North African country.

34 people dead in Guinea concert stampede

At least 34 people have died and dozens injured in a stampede in Guinea, West Africa, during a concert by local rap group Instinct Killers to mark the end of the Holy Month of Ramadan. The concert took place Tuesday evening on a beach in Ratoma, a northern suburb of the capital, Conkary. Eyewitnesses told Reuters that up to 10,000 people were at the event. The president’s office has declared a national day of mourning.

Two former Khmer Rouge leaders stand trial for genocide

Khieu Samphan, the Khmer’s former head of state, and Nuon Chea, Pol Pot’s deputy, the Maoist regime’s infamous leader, are beginning their second trial in Cambodia’s capital, Phnom Penh. The pair are already on trial for war crimes and crimes against humanity. The cases are being tried separately to accelerate the proceedings because both defendants are elderly. The Khmer Rouge ruled Cambodia with an iron fist between 1975 and 1979, during which time up to 2 million people are thought to have died of starvation, overwork or were executed. Pol Pot died in 1997 and only one senior official from the Khmer Rouge has been convicted and jailed for the crimes the Maoist regime committed. The second trial will address the roles of Chea, 88, and Samphan, 83, in the killing of tens of thousands of people from Cambodia’s ethnic minorities.

US imposes visa restrictions on ‘number’ of Venezuelan govt officials

The US State Department announced Wednesday it was imposing travel restrictions on “a number of Venezuelan government officials” who it said were involved in human rights abuses. “While we will not publicly identify these individuals because of visa record confidentiality, our message is clear: those who commit such abuses will not be welcome in the US,” Reuters quoted State Department spokeswoman Marie Harf as saying. She cited “arbitrary detentions, excessive force and judicial intimidation” against Venezuelan protesters.

Kurdistan lays claim to oil cargo in letter to US court

The Kurdistan Regional Government (KRG) said on Wednesday it had sent a letter to a court in Texas over a seized cargo of Kurdish crude oil in the US. The aim is to counter claims from Iraq’s central government in Baghdad which maintains the oil was illegally exported, Reuters said. Kurdish authorities say that Baghdad has failed to fulfill its obligations in Kurdistan, boosting the region’s need to export oil. The region contends with the influx of more than 1 million refugees in recent months due to violence sparked by Islamic State insurgents.

Russia could build Mistral-class ships on its own – deputy PM

Russian Deputy Prime Minister Dmitry Rogozin said Wednesday that Russia has the capability to build Mistral-class helicopter carriers on its own if France cancels the existing contract, RIA Novosti reported. “The French must prove they are serious partners and reliable contractors,” Rogozin said after a meeting between President Vladimir Putin and government ministers. “If they fail to do so, we will build the [Mistral] ships on our own. We are finally capable to do it,” Rogozin said. On Monday, he expressed doubts that France would cancel the contract, which he said would be worse for France than for Russia.

N. Korea fires 4 short-range ‘projectiles’

North Korea fired four short-range projectiles towards the sea Wednesday, the South’s Defense Ministry said. The launches began at 22:30 GMT at a site near Mount Myohyang, northeast of Pyongyang, AFP said. The two were fired in the morning and another two in the afternoon, all towards the Sea of Japan (East Sea), according to the ministry. “The test of two projectiles launched in the morning appeared to be unsuccessful because they just flew for several seconds, while two other projectiles fired in the afternoon traveled for up to 210km,” according to the military in Seoul. The ministry has not confirmed a Yonhap report that the North might have tested new 300mm multiple rocket launchers.

Argentina to hold further debt talks – sources

Argentina will hold further debt talks with ‘holdout’ investors in New York on Wednesday, Reuters reported, citing a government source. The negotiations are being held to avoid a second default in little over a decade. It was not clear whether the Argentine negotiators would meet face-to-face or talk through mediator Daniel Pollack.

Islamists shoot dead Somali woman for not wearing veil – reports

Islamist gunmen in Somalia have shot dead a Muslim woman for refusing to wear a veil, the BBC said, citing her relatives. The nomadic woman was reportedly killed outside her hut near the southern Somali town of Hosingow by gunmen belonging to the Al-Shabab group. An Al-Shabab spokesman denied the group had killed the woman, adding that the group does not fully control the area where she was living.

France evacuates nearly 50 French, British citizens from Libya

France has evacuated nearly 50 French and British citizens from Libya by ship, AFP reported, citing French officials. A French diplomatic source said Wednesday that 40 French nationals, including the ambassador, were evacuated along with seven British nationals. The evacuation came as Islamist groups seized the headquarters of the Libyan army’s special forces in the second-biggest city, Benghazi, after days of fighting. Witnesses also saw a huge blaze raged at a fuel depot near Tripoli’s airport.

Up to 150 people feared trapped after landslide in western India

Up to 150 people were feared trapped by a landslide triggered by heavy rains in western India on Wednesday, Reuters said. The landslide hit an area 60km from the western city of Pune. The inspector general of the national disaster, Sandeep Rai Rathore, said difficult terrain was affecting the mobility of the rescue teams at the site.

3 killed in car bomb blast in Cairo

Three people were killed in a car bomb blast on Wednesday in Giza, on the outskirts of Cairo, Reuters said, citing a report by Egypt’s state-run Nile Television. Those killed had been inside the car and were likely to have been on their way to carry out a “terrorist operation,” Al-Ahram newspaper quoted Brigadier Mahmoud Shawki, a police officer, as saying. The car was ripped in two by the blast.

Suicide bombers attack Nigeria mosques, kill at least 6

Suicide bombers attacked two mosques in northeast Nigeria’s Yobe state late Tuesday killing at least six people, AFP reported. Several others were injured, witnesses say, blaming the Boko Haram Islamists. The first explosion rocked an open air mosque belonging to a Shiite Muslim sect in the Dogo Tebo area of the town of Potiskum around 1855 GMT leaving four people dead. Five minutes later, the second blast at a mosque within the compound of the chief imam in the town’s Anguwar Bolawa area killed at least two worshippers.

N. Korea grounds MiG19s – report

North Korea has suspended all flight drills of Soviet made MiG-19, after three fighters have crashed this year, South Korea’s military sources told Yonhap news. “At least three of the MiG-19s crashed during training missions — one earlier this year, the others last month and earlier this month — apparently due to their aged fuselages,” a source said. The supersonic MiG-19 was developed in USSR in 1953. Some 400 MiG models are still believed to be in service by Pyongyang.

More than 20 people were killed while dozens are considered missing unaccounted when a vessel carrying illegal migrants capsized off the Libyan coast, authorities announced, Itar-tass reports. According to Libyan navy spokesman, Colonel Ayub Kassem, the incident occurred near Humes (100 km east of Tripoli). The ship was carrying 150 people from central and southern Africa to Italy. The search for survivors continues.

Abstract:

Damodar Dharmananda Kosambi was many things to many people. Phi beta kappa scholar and Harvard graduate, mathematics professor, historian, archaeologist, epigraphist, polyglot, numismatist, sanskritist, indologist, marxist: the list of his identities and his personae is a long and varied one. The range and nature of Kosambi’s contributions to mathematics remain largely unknown to scholars in the social sciences. This is unfortunate since mathematics was the one constant and consistent preoccupation of his professional life, and, it can be argued, his major contributions in other areas such as history and numismatics were informed and moulded by his knowledge and style of mathematics. Even his translation of Bhartrhari was occasioned by his being asked to give an opinion upon points concerning ancient Indian mathematics. In this talk the speaker will discuss Kosambi’s mathematical life, his professional trajectory, his obsessions and his preoccupations, drawing upon a (hitherto unavailable) complete bibliography of his mathematics papers- which are in English, German, French, Japanese and Chinese- as well as critique of his work that appeared in contemporary reviews. In particular, the talk will describe the nature of the work that built his mathematical reputation, the papers that essentially destroyed it, and the circumstances that led to his losing his position at the Tata Institute of Fundamental Research, Bombay.

Speaker:

Prof. Ramaswamy has an M.Sc from IIT Kanpur and Ph.D. from Princeton University, USA. He is currently Vice Chancellor, University of Hyderabad, since June 2011, Professor at the School of Physical Sciences, and Centre for Computational Biology and Bioinformatics, Jawaharlal Nehru University, New Delhi. He is also Chairman, National Council of Rural Institutes, Hyderabad and Vice President and Editor of Publications, Indian Academy of Sciences, Bangalore.

He has over 150 journal publications and book articles relating to chemical dynamics, classical and quantum chaos, semiclassical quantization, disordered systems and statistical physics, molecular dynamics and cluster physics, computational biology and genomics. Prof. Ramaswamy was Elected Fellow of TWAS—the Academy of Sciences for the Developing World, 2008; was awarded The J C Bose Fellowship of the Department of Science and Technology, India, 2008; Elected Fellow of the Indian National Science Academy, New Delhi 2007; Santa Fe Institute International Fellow (2000-2001); and of the Indian Academy of Sciences, Bangalore.

Rajasthan Amendments to Labour Law will create many more Bhopal’s Gas Tragedies

The Rajasthan government’s decision to to amend the Factories Act has turned the clock back two centuries for what are acceptable conditions of work in a factory.

The amendment seeks to raise the floor for mandatory registration, of an establishment engaged in a manufacturing process, under the Factories Act from 10 workers to 20 workers. This means that factories employing 19 or less workers would not have legally binding responsibility for the safety of their workers inside the factory. The amendment also undermines the legal protection on hours of work, a weekly off and other rights to decent working conditions.

The struggle for universal coverage under what came to be the Factories Act in many countries was waged first in the 19^thcentury. The amendments proposed by the Rajasthan Government thus take us back two centuries. Following the 1984 Bhopal Gas Tragedy, the Factories Act 1948 was significantly amended to ensure that employers had higher accountability for workers’ safety and health hazards.

The amendment to the Factories Act in Rajasthan comes with amendments to the Contract Labour (Regulation and Abolition) Act 1970, the Apprentices Act 1961 and critical clauses of the Industrial Disputes Act 1948.

The amendment to the Contract Labour Act will raise the floor for application of the Act to an establishment that employs 50 or more contract workers (from the present 20 or more as applicable country-wide). In an environment that widely acknowledges severe under reporting by small and medium enterprises and allows multiple factory licences at the same address, effectively allowing factories within factories, these amendments would in effect allow factories with employment of a 100+ workers to operate entirely outside the protection provided under the Factories Act and the Contract Labour Act.

The amendment to the Apprentices Act provides for a ‘sharing’ of apprentice compensation between employers and the state government, the freedom of employers to terminate apprentices during the apprenticeship and including apprenticeships under categories of temporary and contract workers. Today apprentices are being employed in large numbers in manufacturing to keep wages low and deny workers their legitimate right to freedom of association and collective bargaining. The amendments are aimed at providing a legal cover to this practice. While the government talks of creating skilled and employable workers this amendement effectively puts skilled workers out of the definition of workers and places them in the category of apprentices.

The effort of the Rajasthan’s BJP Government to change the basic framework of labour law in the country is further concretised and its scope widened in the proposal to amend Chapter VB of the Industrial Disputes Act 1948 (IDA). The provisions of Sections 25 of the IDA imbue accountability of employers in employment of workers in establishments with 100+ workers wherein they are required to obtain prior permission of government if they wish to close down the establishment or reduce the number of workers employed. The ID Act lays out clearly the conditions under which an establishment covered under Chapter V B can apply for lay-off, retrenchment or closure, two of which clearly being (i) genuineness and adequacy of the reasons for such action by the establishment and (ii) interests of employed workers. The Government of Rajasthan seeks to raise the floor for coverage under chapter VB from establishments employing 100 workers to those employing 300 workers without providing any rationale based on changes in industrial practice or manufacturing processes over time. By implication all establishments employing 299 or less workers will now be governed under Chapter V A which does not require government approval for termination, retrenchment or layoff of workers or closure of establishment.

The amendments to the ID Act include a detailed definition, of what constitutes ‘go slow’ in an establishment in Schedule V – Unfair Labour Practice. If workers are retrenched, laid-off or terminated for executing a ‘go slow’, that includes ‘work to rule’ and the failure to achieve ‘fixed or average or normal level of production or work or output’, the amendment proposes that the workers will not be eligible for any compensation. Taken along with the amendment to Chapter VB the definition of ‘go slow’ can open the way to retrenchment without compensation and therefore increase the fear of victimisation which today is a palpable threat against the right to form or join unions. The present amendments will also repeal a progressive Rajasthan addition of 1958 wherein the definition of workmen included contract workers. The exclusion of contract workers in computing the number of workers on the rolls of an establishment will make it easier for employers to show their employment numbers below the 299 threshold. The amendments will raise the threshold from 15% of trade union membership to 30% of membership within an establishment for a trade union to be able to demand recognition, thereby significantly eroding trade union rights and paving the way for employer promoted unions. Every one of these amendments represents a fundamental attack on rights of workers to protest unfair labour practice routinely committed by employers.

The amendments proposed by Rajasthan’s BJP Government are most of all in violation of Article 254 of the country’s constitution – upheld through judicial review – which clearly sets out that the power of states to legislate changes, in variance with rights protected by national legislation, are limited to removing difficulties or for easier explanation unless state legislation enhances the rights of citizens.

The framework of development over the last two decades has involved a competition for investment between states through the provision of concession to capital in the form of land grants, tax holidays and in the case of Gujarat even unsecured loans of large sums of monies at virtually no interest have been handed out to private companies. The actions of the Government of Rajasthan now stretch to providing a lower regulatory employment framework that will force down wages and therefore intensify competition between states on this count too.

For over two decades, the labour rights implementation machinery has been in complete disrepair as far as workers rights are concerned. Furthermore provisions such as prior permission from government under Chapter VB of IDA comes through automatically unless government declines permission. The fact remains that in the present environment retrenchment or closure has only been resisted where a democratic union has been able to militate the rights of its membership. Vast numbers of workers are defenceless in the absence of unions.

The actions of the BJP government in Rajasthan are not innocent and restricted to Rajasthan alone. Its action is in tandem with the aggressive efforts of the Union Government, including through the Union Cabinets approval to the Factories Act and Apprentices Act yesterday. This represents a political attack on industrial workers and their fundamental right to form or join unions to defend their rights to safe work places and secure employment.

The New Trade Union Initiative opposes the amendments and calls upon all sections of the working class to build a sustained opposition to them. In pursuance of this the NTUI shall respond to all calls that are already in place to build the widest coalition of trade unions and social movements to defend these fundamental rights of workers.

Federal Reserve announces further tapering of Asset Purchase Program byanother US $10 billion

The United States GDP advanced 4% in the second quarter of 2014, rebounding from a revised 2.1% contraction in the previous period. Upturns in private inventory investment and exports and an acceleration in personal consumption and investment contributed to better than expected results.

Federal Open Market Committee (FOMC) has announced further tapering of its monthly asset purchases by US $10 billion from US $35 billion to US $25 billion on account of surged economic growth in the second quarter. Beginning August, the FOMC will add to its holdings of agency mortgage-backed securities at a pace of US $10 billion per month rather than US $15 billion per month, and will add to its holdings of longer-term Treasury securities at a pace of US $15 billion per month rather than US $20 billion per month.

According to the advance estimate of Bureau of Economic Analysis, Department of Commerce US, the real GDP in US increased at an annual rate of 4% in Q2 of 2014 as compared to 2.1% decline in Q1 of 2014. This upturn in the percentage change in US real GDP primarily reflected increased personal consumption expenditures, private inventory investment, exports, non residential fixed investment, state and local government spending, and residential fixed investment in the country.

Real personal consumption expenditures increased 2.5% in the second quarter, compared with an increase of 1.2% in the first. Durable goods increased 14%, compared with an increase of 3.2%. Nondurable goods increased 2.5%; it was unchanged in the first quarter. Services increased 0.7% in the second quarter, compared with an increase of 1.3% in the first.

Real nonresidential fixed investment increased 5.5% in the second quarter, compared with an increase of 1.6% in the first. Investment in nonresidential structures increased 5.3%, compared with an increase of 2.9%. Investment in equipment increased 7%, in contrast to a decrease of 1%. Investment in intellectual property products increased 3.5%, compared with an increase of 4.6%. Real residential fixed investment increased 7.5%, in contrast to a decrease of 5.3%.

Real exports of goods and services increased 9.5% in the second quarter, in contrast to a decrease of 9.2% in the first. Real imports of goods and services increased 11.7%, compared with an increase of 2.2%.

Real federal government consumption expenditure and gross investment decreased 0.8% in the second quarter, compared with a decrease of 0.1% in the first. National defense increased 1.1%, in contrast to a decrease of 4%. Nondefense decreased 3.7%, in contrast to an increase of 6.6%. Real state and local government consumption expenditures and gross investment increased 3.1%, in contrast to a decrease of 1.3%.

Earthquakes strike Myanmar, India’s Andaman Islands

Earthquakes of magnitude 6.2 and 6.1 struck Myanmar and India's Andaman islands on Thursday, Reuters reported, citing the US Geological Survey. No tsunami warning was issued after the Andaman quake, according to the India Meteorological Department. The Myanmar quake struck 185 miles west of Mergui at a depth of 19.3 miles deep. The USGS also said a 5.8 magnitude earthquake hit 284 kilometers east-northeast of Port Blair, India, at a depth of 10 kilometers.

African leaders ready $100mn emergency response to Ebola outbreak

The World Health Organization warned west Africa’s Ebola-hit nations on Friday that the epidemic was spiraling out of control, AFP reported. The outbreak was “moving faster than our efforts to control it,” WHO chief Margaret Chan told the leaders of Guinea, Sierra Leone and Liberia at a regional summit. The response to the epidemic had been “woefully inadequate,” Chan said. The leaders were in Guinean capital Conakry to organize the deployment of hundreds of extra medical personnel as part of a $100 million emergency plan. The epidemic has so far claimed more than 700 lives.

Panic in Algerian capital after quake, 6 dead

At least six people died after a magnitude 5.5 earthquake hit southeast of Algiers on Friday, officials say. The US Geological Survey said the quake had struck 14km southeast of the Algerian capital, Reuters reported. There were no reports of major damage to buildings, but four people died trying to jump from windows or escape buildings in panic. Another two died of heart attacks, a health official said.

Train collision in Germany leaves dozens injured

A freight train has collided with a EuroCity passenger line in Mannheim, Germany. Nobody was killed in the crash, but at least 45 people were injured as two of the passenger train’s carriages, carrying 110 people on board, were overturned. Five of the victims are in serious condition. Mannheim’s fire department said the collision could have taken a more serious toll, if the trains were not traveling at a relatively slow speed due to proximity to the central station.

US launches advanced GPS 2F satellite

The US Air Force launched an Atlas 5 rocket carrying an advanced GPS 2F satellite, the seventh in a series of 12 spacecraft scheduled to replace the older GPS satellites currently in orbit. The GPS constellation, which along with ground stations provides global positioning signals for military and civilian users throughout the world, currently includes 31 satellites, with 24 needed to be fully operational. The first GPS 2F was launched in 2010. The $245 million spacecraft are designed to serve for at least 12 years.

Soviet satellite ‘Cosmos-903′ to fall back to Earth on 2 August

An old Soviet military satellite “Cosmos-903″, which was a part of an early missile attack warning system, will fall back on Earth on August 2, Itar-Tass reports citing representative of Russia’s Aerospace Defense Forces, Colonel Aleksey Zolotukhin. The satellite is expected to land in the Indian Ocean, near the Bay of Bengal. It is expected that most of the Cosmos-903 will be incinerated when entering the Earth’s atmosphere and only some debris is expected to reach the Earth’s surface. The Soviet satellite was launched from the Plesetsk cosmodrome April 11, 1977.

Gas explosions kill 24, injure 271 in Taiwan

Nearly 24 people were killed and 271 others injured when several underground gas explosions ripped through Taiwan’s second-largest city on Thursday night, hurling concrete through the air and blasting long trenches in the streets, authorities said.

The series of explosions about midnight yesterday and early today struck a district where several petrochemical plans operate pipelines alongside the sewer system in Kaohsiung, a southwestern port with 2.8 million people.The fires were believed caused by a leak of propene, a petrochemical material not intended for public use, but the source of the gas was not immediately clear, officials said.Video from the TVBS broadcaster showed residents searching for victims in shattered storefronts and rescuers pulling injured people from the rubble of a road and placing them on stretchers while passersby helped other victims on a sidewalk.

Broadcaster ETTV showed rows of large fires sending smoke into the night sky. Four firefighters were among the 24 dead and 271 people were injured, the National Fire Agency said.

The firefighters had been at the scene investigating reports of a gas leak when the explosions occurred, Taiwan’s Central News Agency reported.

At least five blasts shook the city, Taiwan’s Premier Jiang Yi-huah said.

Chang Jia-juch, the director of the Central Disaster Emergency Operation Center, said the leaking gas was most likely to be propene, meaning that the resulting fires could not be extinguished by water.

He said emergency workers would have to wait until the gas is burnt away. The source of the leak was unknown. Chang said, however, that propene was not for public use, and that it was a petrochemical material.

Kaohsiung Mayor Chen Chu said several petrochemical companies have pipelines built along the sewage system in Chian-Chen district, which has both factories and residential buildings.

“Our priority is to save people now. We ask citizens living along the pipelines to evacuate,” Chen told TVBS television.

Power was cut off in the area, making it difficult for firefighters to search for others who might be buried in rubble.

CNA said the local fire department received reports from residents of gas leakage at about 8:46 pm (local time) and that explosions started around midnight.

Closed-circuit television showed an explosion rippling through the floor of a motorcycle parking area, hurling concrete and other debris through the air.

Mobile phone video captured the sound of an explosion as flames leapt at least 30 feet (9 meters) into the air.
