Oct 2014 fiscal deficit at 89.6% of actuals to BEs

The gross fiscal deficit of the Central government stands at 89.6% of the actuals to budget estimates at the end of Oct 2014 as compared to 84.4% of the actuals to budget estimates in the corresponding period of the previous year. The primary deficit significantly increased to 259% of the actuals to budget estimates at the end of Oct 2014 as compared to 159% of the actuals to budget estimates during corresponding period of the previous year.

There is no denying Modi.Gov has repeated Bad Policies of Congress,
Revived most lunatic NDA-I programs and is serving the interests of
few Corporate, but when there are 25-28 serious issues Congress ought
to have raised them all in the parliament.
Even a single Bad Infection is INJURIOUS to health than how is that
Congress is not protesting against them all 25-28 – but worse had not
learnt any lessons and had not apologized for all the mistakes.
Congress continues to be perceived as ‘Father of All U-Turns’ of
Socialist Policies since Narasimha Rao is now ‘Politically Isolated’.
Congress pretended to work for Poor but had heart of Corporate. The
difference this time is that BJP is openly aligned with Corporate –
everything is Tailored for Corporate only.
‘Charles Von der Ahe opened a 20-foot wide store named Von’s
Groceteria in downtown Los Angeles, California, in 1906. The business
had grown to 87 stores by 1928, when he sold the operation to MacMarr
Stores. MacMarr was acquired by M.B. Skaggs’ Safeway in 1930. In 1932,
his sons Theodore and Wilfred restarted the Von’s Grocery Company.
In 1948, Von’s opened a pioneering store which offered self-service,
pre-packaged produce, meat, and deli items. By 1958, it had doubled in
size to 27 stores, the third-largest grocery chain in the Greater Los
Angeles Area. In 1960 it acquired the sixth-largest, competitor
Shopping Bag, a merger that was challenged by the Federal Trade
Commission on antitrust grounds. In 1966 the United States Supreme
Court ruled against Von’s in United States v. Von’s Grocery Co. (384
U.S. 270), forcing a re-divestiture of the stores, which were
eventually sold to Fisher Foods. The Von der Ahe family sold the chain
to Household Finance Corporation in 1969. In 1970, Vons had 128
stores, making it the 2nd largest supermarket chain in southern
California behind Safeway.’ – for a population of 8 million there were

India has MOST CORRUPTED PROCESS to Buy & Sell Businesses, Factories,
Intellectual Property, Lands, Homes, and Farms. GoI on behalf of
Corporate Forcibly Acquire Farm Lands cheaply but same Government
can’t takeover Shut Down Factories to Recover Bank Loans and let some
one else take it over and Revive It. BST, a large factory where I
worked in 1974 is Shut Down for decades.
Congress Loaned Corporate over Rs.50,00,000 crores of Public Money
which they NEVER Returned – THIS IS THE CONGRESS’ BIGGEST SCAM.
Public Has NO RIGHT NO SHARE IN MONEY LOANED TO CORPORATE. Public,
MSMEs, Farmers are instead Dependent on MoneyLenders who charge up to
120% interest rate; Farmers Can’t Store, Process and Market their
produce.

Fifth Bi-monthly Monetary Policy Statement for 2014-15

§        The policy repo rate under the liquidity adjustment facility (LAF) kept unchanged at 8%;
§        Cash reserve ratio (CRR) of scheduled banks kept unchanged at 4% of net demand and time liabilities (NDTL);
§        Continue to provide liquidity under overnight repos at 0.25% of bank-wise NDTL at the LAF repo rate and liquidity under 7-day and 14-day term repos of up to 0.75% of NDTL of the banking system through auctions; and
§        Continue with daily one-day term repos and reverse repos to smooth liquidity.
Consequently, the reverse repo rate under the LAF will remain unchanged at 7%, and the marginal standing facility (MSF) rate and the Bank Rate at 9%

Yamaha Motor India Sales organizes the fifth edition of the National Technician Grand Prix 2014
ü  Over 900 registrations received from all over India
Surajpur, 1st December 2014: Yamaha Motor India Sales Pvt. Ltd. today addressed the media on their fifth edition of the National Technician Grand Prix (NTGP) 2014 at the company’s Surajpur Plant in Greater Noida. The contest is a three day event and will conclude on 2nd December 2014. 20 participants shortlisted from across India will compete for the much coveted title of “No.1 Yamaha Technician” in India for 2014.
In this unique nationwide contest which aims at strengthening the role of Customer Service Engagement, 932 contestants from all over India competed for the prestigious title and an opportunity to represent Yamaha Motor India Sales in the World Technician Grand Prix (WTGP) 2016 in Japan. From the Regional round, 100 winners were selected from 4 Zones in Zonal round. From the Zonal round 20 winners (5 from each zone) were selected to compete in the final round. The contest is designed to judge the contestants’ skill in the areas of “proper service knowledge”, providing service that “communicates the image of the Yamaha brand” and providing amiable customer service. To judge the level of these skills, the contestants are tested in Theory, trouble shooting, repair on actual two-wheelers with speed & accuracy and skill of dealing with customers (customer and vehicle reception). The winners are decided based on cumulative points earned in these all test areas.

National Technician Grand Prix (NTGP) was first held in India in 2010 which received participation from 350 technicians. The winners of NTGP have so far given representation in the World Technician Grand Prix’s of 2012 & 2014.

Why VAT collections were higher during AAP government days in Delhi ?

The encouraging response of the traders community to the fund raiser organised by the Aam Aadmi Party’s traders wing on Sunday has led to a lot of curiosity about the event and the reasons for support.
Following the event which resulted in more than Rs 50 lakh transparent donation towards the party’s campaign for the coming Delhi assembly elections, a large number of traders have contacted the party pledging their support and donations.
The reason behind this support from the traders community are the concrete pro-trader steps taken by the AAP government in January and February.
Arvind Kejriwal has consistently maintained that majority of traders want to do their business with honesty and raids on them by different departments are aimed at harassing them and infact extracting money from them.
This belief was strengthened when the AAP government was formed in Delhi, since raids were completely stopped. The party is backing its assertion with evidence based on facts that coercion does not work and if a government provides an atmosphere conducive for doing business, tax collections go up.
Consider these facts for the last quarter of the financial year 2013-14 when the AAP government was in office. The Value Added Tax (VAT) revenue generated for this period was Rs 5666 crore, whereas the collection for the same period in the previous year (2012-13) was only Rs 4669 crore.
It is clear that the decision of the AAP government to disallow even a single raid on traders resulted in a 21% increase in VAT revenue collections for the Delhi government.
However,  immediately after the fall of the AAP government, there was a sudden spurt in the raids conducted by the Delhi administration. Atleast 200 raids are being conducted every month and these are proving to be counter-productive. The VAT revenue collections for the first quarter of the current financial year are merely at Rs 3808 crore, meaning that the tax collections fell by one-third (33% percent reduction).
Based on this evidence, the AAP reiterates that coercive tax collection from traders has failed in Delhi.
The AAP promises to keep the VAT rates in Delhi lowest in the country so that the national capital can be converted into a trading hub.
Reduction in VAT rates will lead to increase in trade volume, margins and profitability. This will be a win-win situation for both the consumers and traders.
Abolition of inspector raj will be the priority of the AAP and an important element of the AAP vision for traders of Delhi.

Ebola death toll approaching 7,000 – WHO

Almost 7,000 people have died from the Ebola virus in West Africa, according to new data released from the World Health Organization, AFP reported. According to the UN health agency, of the 16,169 people infected with the deadly virus in Guinea, Sierra Leone and Liberia, 6,928 have perished. The latest figures are about 1,200 more deaths than reported on Wednesday, which AFP attributed to possible “unreported cases.”

Moldova heads to the polls in crucial Russia-EU contested election

Moldova is heading to the polls for parliamentary elections on Sunday, which will show the degree of public support for the current government EU-integration stance. About 3.22 million people are eligible to cast their ballots to elect 101 parliament members. At least 1978 polling stations have been opened. In total, the Central Electoral Commission has registered 26 entities running for the seats – twenty-one political parties, one electoral bloc and four independent candidates. To enter Moldova’s parliament, a party has to receive at least 6 percent of the popular vote.

No Russian tanks crossed into Ukraine – OSCE

The OSCE has not picked up on any Russian tank movement across the border into Ukraine, its chief in the region Paul Picard told Polskie Radio. The allegations have been made by the Ukrainian side on November 28. Picard also added that lately there have increasingly been people in military uniform crossing the border.

Nicolas Sarkozy elected leader of France’s main opposition party

Former French president Nicolas Sarkozy has been elected leader of the oppositional right-wing party UMP (Union for Popular Movement), with 64.5 percent of the votes. Over 155,000 members of UMP took part in the election. The win makes Sarkozy the party’s candidate for the 2017 presidential election. Sarkozy was first elected party leader back in 2004, with 85 percent of votes. He then served as president from 2007 to 2012, when he was defeated by Francois Hollande. However, September polls showed Sarkozy’s growing popularity.

UN draft resolution on Palestinian state to be submitted in days – Arab League

The head of the Arab League has stated that a draft resolution on Palestinian statehood will be presented to the UN Security Council in the “next few days,” Reuters reported. A committee comprised of Kuwait, Mauritania, Jordan, and Arab League chief Nabil al-Araby made the comments in their closing statement, adding that Jordan is likely to present the draft.

Gunmen attack compound in Kabul

Taliban gunman besieged a compound in the Afghan capital on Saturday and engaged in combat with local security forces. The militants claimed responsibility for the attack shortly afterwards, saying they had deliberately targeted a Christian organization, aimed at converting Muslims, Reuters reported. However, city police spokesman Hashmat Stanekzai told the agency that the objective of the attack was not immediately clear.

Russia urges EU to abandon ‘meaningless sanctions spiral’

Russian Deputy Foreign Minister Aleksey Meshkov has called for the European Union to lift sanctions imposed on Russia over the crisis in Ukraine. “We don’t expect anything from our European partners. The only thing we expect is for them to stop the meaningless sanctions spiral and move on to lifting sanctions and dropping the blacklists. This would allow us to drop our lists,” Meshkov was quoted by Interfax as saying. In August, Moscow reactively banned Western food imports. “This will be conducive for us to waive counter-measures,” Meshkov added.

​Four victims, 11 assailants killed in Chinese terrorist attack

An attack in China’s Yarkant County in Xinjiang Uyghur Autonomous Region on Friday left four victims dead and another 14 injured, Chinese CCTV reported. Police, responding to the emergency, killed 11 attackers. Police said the assailants drove to a lively street in a local town and started throwing bombs and stabbing people. The Chinese authorities described the incident as a terrorist attack. The province, home to a considerable Muslim Uyghur minority, suffers from such outburst of random violence regularly.

Venezuela president plans government salary cuts over lower oil prices

Venezuela’s President Nicolas Maduro has said that he and other officials should have their salaries reduced in response to lower oil prices, Reuters reported. “This is a test for me,” Maduro said in a TV speech, adding that Venezuela would carry on lobbying the oil price target of $100. The South American country gets 96 percent of its export revenues from oil, the price of which fell to $70 a barrel on Friday.

Bahrain votes in parliamentary elections

Bahrain has opened 49 polling stations on the morning of November 29. The people will be electing representatives for the lower house of Parliament, as well as other local ones. The first tour of voting has finished last week, with repeat voting scheduled for 34 polling stations, after only 6 MPs were chosen. Candidates for the lower house are voted in, while members of the higher house are chosen by the King.

Australian customs seize $1.5 bln in drugs

A $1.5 million worth of drugs was seized by Australia’s Join Organized Crime Group, with six men being charged “for their involvement in the attempted importation of almost three tonnes of MDMA and crystal methamphetamine into Sydney,” the press release said. The drugs were intercepted by customs and were hidden in a mixed container loaded with furniture and unmarked boxes. It was determined that the load was shipped from Germany and reached Australian shores on November 19.

Her daughter is missing, and might have been killed as well, Pierre Soubelet, prefect of the Var department on the Mediterranean coast, told AFP. Local authorities added that another three people were missing.

30 protesters arrested by Hong Kong police amid rally dispersal

Hong Kong police have reportedly detained around 30 anti-government protesters after they clashed in the Mong Kok district. Ten people, 8 of them officers, have been injured. Security forces cracked down on demonstrators with pepper spray and batons, saying the assembly was unlawful. The pro-democracy movement kicked off in September, after the government appointed candidates to run for election in 2017.

At least 11 people have been killed and 29 others injured after a bus veered off a mountain road near the village of Sahajpur in western Nepal. According to police officials, the driver lost control of the vehicle due to a punctured tire. The accident happened about 400 kilometers west of the country’s capital, Katmandu.

Taiwan’s premier resigned Saturday after his Beijing-friendly ruling party suffered a landslide defeat at the island’s biggest ever local elections, as public fears grow over China’s increasing influence.
In a brief resignation speech, Jiang Yi-huah said that he took “political responsibility” for the heavy losses suffered by the Kuomintang (KMT) party.
The polls are seen as an important test ahead of the 2016 presidential race, with China policy a key issue.
Official results showed the ruling KMT had lost in five out of Taiwan’s six large municipalities — the most hotly contested seats. Prior to the vote they had held four of them.
Taiwan and China split in 1949 at the end of a civil war, but Beijing still claims the island as part of its territory awaiting reunification, by force if necessary.
Under the KMT, previously frosty ties between Beijing and Taipei have warmed, but there is public anxiety over the closer relationship.
A proposed trade pact with the mainland sparked mass student-led protests and a three-week occupation of Taiwan’s parliament earlier this year, reflecting frustration over what were seen as under-the-table negotiations and a lack of benefits for the general public from the deal.
The government has also been struggling with a slowing economy and a string of food scandals.
“I think the outcome surprised both parties — it is a landslide defeat for the KMT as it did poorly even in areas it was expected to win,” said George Tsai, a political scientist at the Chinese Culture University in Taipei.
“It sent a very clear warning signal to the KMT that if it does not make fundamental policy adjustments to be more transparent and more responsive, it could face defeat in 2016.”
Embattled President Ma Ying-jeou, who came to power in 2008 on a Beijing-friendly platform, must step down at the end of his second four-year term.
The opposition Democratic Progressive Party (DPP) has traditionally been skeptical over closer ties with Beijing and has criticised the KMT for lack of transparency over trade deals with China.
“Ma is going to face stronger opposition from the DPP when pushing for China policies in his remaining year in office,” Tsai said.
The president was “lacking caution” in his handling of growing ties with China, said Ding Shuh-fan, politics professor at the National Chengchi University in Taipei.
“This is a setback for Ma’s China policy,” he added.

Ousted Egyptian President Hosni Mubarak was on Saturday acquitted by a court which found him not guilty in the killing of hundreds of protesters during the 2011 revolution that toppled his nearly three decades-long rule, overturning an earlier ruling.
Judge Mahmud Kamel al-Rashidi also acquitted Mubarak of corruption charges for exporting gas to Israel.
The court ruled that Mubarak’s seven former security commanders, including his former interior minister Habib al-Adly, were “innocent” in the killing of anti-government protesters during the 2011 revolution.
The 86-year-old, dressed in his trademark shades and wearing the blue clothes of a convict, was wheeled into the caged dock on an upright stretcher.
His two sons were also acquitted from all corruption charges.
Mubarak and his co-defendants were found guilty in June 2012 and sentenced to life imprisonment.
The initial verdict was appealed successfully and a retrial began in April 2013.
He is serving a separate three-year prison term for embezzlement of public funds.

Pope Francis and the spiritual leader of the world’s Orthodox Christians demanded an end to the violent persecution of Christians in Syria and Iraq on Sunday and called for dialogue with Muslims, capping Francis’ three-day visit to Turkey with a show of unity.
Francis and Ecumenical Patriarch Bartholomew I issued a joint declaration urging leaders in the region to intensify help to victims of the Islamic State group, and especially to allow Christians who have had a presence in the region for 2,000 years to remain on their native lands.”The terrible situation of Christians and all those who are suffering in the Middle East calls not only for our constant prayer but also for an appropriate response on the part of the international community,” they wrote.
The statement was issued at the end of Francis’ first trip to Turkey during which he prayed in one of Istanbul’s most important mosques.
He was also set to meet with a few of the 1.6 million refugees who have crossed into Turkey to flee the IS assault in neighbouring Syria and Iraq.
Francis, who represents the 1.2 billion-strong Catholic Church, and Bartholomew, the spiritual leader of the world’s 300 million Orthodox Christians, called for “constructive dialogue” with Islam “based on mutual respect and friendship.”
“Inspired by common values and strengthened by genuine fraternal sentiments, Muslims and Christians are called to work together for the sake of justice, peace and respect for the dignity and rights of every person, especially in those regions where they once lived for centuries in peaceful coexistence and now tragically suffer together the horrors of war,” they said.
Later today, Francis was to meet with a few dozen young refugees who are being educated by the Salesian religious order.
The Vatican had downplayed the meeting, perhaps because of organisational glitches or to not distract from Francis’ ecumenical activities which were the main reason for the visit.
But just before the trip began, the Vatican revealed that he would indeed deliver a speech to the youths.
Francis kicked off his final day in Turkey with a liturgy alongside Bartholomew in the Orthodox Church of St George, where incense mingled with hypnotic chants on an important feast day for the Orthodox Church.
The Catholic and Orthodox churches split in 1054 over differences on the primacy of the papacy, and there was a time when patriarchs had to kiss popes’ feet.
At the end of a joint prayer service yesterday evening, Francis bowed to Bartholomew and asked for his blessing “for me and the Church of Rome,” a remarkable display of papal deference to an Orthodox patriarch that underscored Francis’ hope to end the schism.

In Israel, Hillel Oscar, 55, an umpire and former captain of Israel’s national cricket team died yesterday after being hit in the jaw by a ball in the southern port city of Ashdod, the country’s cricket association said.
His death comes just two days after Australian batsman Phillip Hughes died of a severe head injury after being hit by a bouncer in a New South Wales match in Sydney.
Israeli police ruled out foul play in the incident that led to the death of the umpire. He was an international umpire.

New Haryana chief minister Mr Manohar Lal Khattar appears unaware of the fact that his state government is legally bound to release 80 million gallons of water into the Munak Canal for Delhi everyday, according to the memorandum of understanding signed between two states in 1993.
Mr Khattar’s irresponsible statement on Saturday that his government cannot release water for Delhi and would be able to do so only if other neighbouring states also help, clearly shows he still does not know about the legal obligations of his state government.
The Aam Aadmi Party clearly states that Haryana chief minister should take a proper briefing about facts particularly on issues concerning relations with other states, since his ill informed statements could have serious repercussions for relations between the two states.
It is not a matter of option or discretion for the Haryana government, it is mandatory for it to release water for Delhi in accordance with the terms of the 1993 MoU. Mr Khattar would do well to go through the Delhi High Court order of Thursday in which Haryana government has been directed to release water for Delhi.
The Haryana chief minister’s attempts to shift the onus on the central government is misplaced, since the release of water can no longer be postponed and the BJP attempts to complicate the issue will be strongly rebuffed.
Delhi government has spent Rs 400 crore on the construction of Munak Canal over the last two decades and any attempt to scuttle water supply for the national capital will be resisted.
The BJP is trying to follow in the footsteps of the Congress by confusing the matter, and its designs will be thoroughly exposed.
The terms and conditions of the 1993 MoU between Haryana and Delhi are absolutely clear and Delhi government has honoured all its commitments, including bearing more than 80% cost for the construction of the canal. The BJP now should not try to test the patience of the residents of the national capital.
Delhi administration should strongly oppose any move to postpone immediate release of water for the national capital.
The AAP will take all possible steps, including recourse to legal action once its government is formed again in Delhi after the assembly elections, in case Haryana government does not honour its legal commitment to release water into the Munak Canal.
Nearly 40 lakh residents of South, Southwest, West and Northwest Delhi, including areas of Sangam Vihar and Dwarka are reeling under acute water shortage.
Further, water treatment plants at Bawana, Dwarka and Okhla are still unused due to water shortage. (ENDS)

Petrol price has been cut by 91 paise per litre and diesel by 84 paise including VAT. The new rate will come into force from midnight tonight. Now, Petrol will cost 63 rupees and 33 paise per litre in Delhi, 70 rupees and 73 paise in Kolkata, 70 rupees 95 paise in Mumbai and in Chennai it will be 66 rupees and 5 paise per litre.
For Diesel, people will have to pay, 52 rupees and 51 paise a litre in Delhi, 57 rupees and 08 paise in Kolkata, 60 rupees and 11 paise in Mumbai and 55 rupees and 93 paise in Chennai.
In a statement, Indian Oil Corporation said that the decision has been taken in view of continued downtrend in the international prices of both Petrol and Diesel.

WIDOWS CONTINUE TO FACE SEVERE STIGMA AND DISCRIMINATION

December 3: – Widows and single women from India, Nepal and Sri Lanka met together with government representatives and international organizations in New Delhi to address current gaps in policies and programmes that prevent them from claiming their rights. ‘There are an estimated 245 million widows worldwide, 115 million of whom live in poverty and suffer from social stigmatization and economic deprivation largely because they have lost their husbands. However, UN Women strongly believes that we can harness the potential of widows as change agents!’ said Patricia Barandun, Deputy Representative of UN Women.

According to the UN Women study on ‘Empowering Widows: an Overview of Policies and Programmes in India, Nepal and Sri Lanka’, widows in Asia are still relegated to a status of the ‘unwanted insiders’. They often face a ‘triple burden’, in the form of stigma associated with widowhood, severe constraints on access to resources, and sexual vulnerability, which makes them one of the most marginalised and vulnerable communities in this region. This is a stark contrast to their male counterparts, who are not subject to similar socio-economic exclusion within households and society at large.
Mr. Dhana Bahadur Tamang, Secretary Ministry of Women, Children & Social Welfare, Nepal highlighted that ‘Widows are the most vulnerable group of women and they are discriminated in many ways in the South Asian society’ ‘Women lack access to resources, they face discrimination when it comes to inheritance rights, the situation is even worse for single women and widows’ said Ms. Lalitha Kumaramangalam, Chairperson, National Commission for Women, India. Ms. Chaggi Bai, a widow from Rajasthan said ‘I faced violence and discrimination as a widow but I continued to fight for my rights and the rights of widows in my community’ UN Women’s study also highlights that widows are not a homogeneous group. Their situation changes considerably, depending on age, social and cultural practices, their geographical location, educational levels and also on who their husbands were.
The different schemes in India, Nepal and Sri Lanka do not reflect this diversity. In India for instance, only widows between 40 and 60 years of age can have access to pension under the Indira Gandhi National Widow Pension Scheme (IGNWPS) introduced in 2009. In Sri Lanka, widows whose husbands were not part of the government system are excluded from the pension programme and although Nepal has an inclusive pension policy, challenges in implementation deprive many widows of their entitlements.

South Africa’s Supreme Court makes Arcelor Mittal toe the line on transparency about environment-related information
Dear all,
The South African Supreme Court of Appeal has recently ruled that Arcelor Mittal, that country’s steel production giant make environmental information in its custody accessible to the people. On 26 November, 2014, the Court dismissed the appeal filed by Arcelor Mittal, South Africa (AMSA)challenging the judgement of the High Court which directed it to disclose information about its compliance with environmental regulations to an NGO. Readers may recollect that Arcelor Mittal is headed by Mr. Lakshmi Mittal of Indian origin who was dubbed one of the richest men in the United Kingdom a few years ago.
What was this case all about?
In December 2011, Vaal Environmental Justice Alliance (VEJA) filed an information request with Arcelor Mittal under the Promotion of Access to Information Act, 2000 (PAIA) demanding access to their Environmental Master Plan including details of how the Vanderbijlpark site would be rehabilitated. Later in February 2012, VEJA filed a second request under PAIA demanding a wealth of information about compliance with the environmental laws and regulations relating to the Vereeniging site also known as Vaal disposal site. Under PAIA, any citizen may seek information from a private entity such as AMSA for the protection of any right recognised in law. VEJA’s lawyers explained in their request that they had a right to get all this information in order to ascertain whether the AMSA was complying with all environmental laws and regulations. They argued that the information was being sought in public interest.
AMSA’s lawyers responded late explaining that the festive season had caused the delay. Later they delayed a proper reply stating that AMSA required more time for internal consultations on whether to disclose all the said information or not. Even later they asked what was the mandate of the VEJA’s lawyers to demand information and how they could usurp the role of environmental regulatory authorities. However to its credit, AMSA, did give some copies of information such as environmental authorisations and consents that they had been given in relation to their operations.
Finally, in February, AMSA formally conveyed its refusal to part with other information sought by VEJA arguing that they had not clearly established the nature and scope of the right that was sought to be protected by disclosure of information. They also argued that VEJA had not satisfactorily shown how disclosure of such information would help in the protection of the right they had claimed, namely, the right to environment guaranteed by Article 24 of the Constitution.
VEJA challenged this decision before the High Court as there was no provision for an Information Commission(er) under PAIA then, to appeal such rejections. The Appeals Court upheld VEJA’s right to get copies of the information they sought. The main grounds on which the judge recognised the right of access to information are described in the attached judgement (1st attachment). Not satisfied with this decision, AMSA filed an appeal before the Supreme Court of Appeal.
How did the Court Rule?
The Supreme Court accepted the public interest argument that VEJA had put forward for seeking the information even though AMSA tried to discredit it by terming it as vague and amounting to usurping the role of the environmental regulatory authorities. It also argued that the Environmental Master Plan was obsolete and based on wrong data and had never been accepted by the company. Instead the data had plan had been revised through the commissioning of newer studies later on. It also argued that inspection reports from the envvironmental authorities had testified to the fact that it had cleared up some of the sites where pollution was found earlier. Further, AMSA argued that being a private company it cannot be made subject to the stringent requirements of PAIA like State departments and agencies covered by that law.
The Court found that AMSA had in its Annual Report of 2010 declared its intention of engaging with key stakeholders including environmental NGOs, government, community and the media in relation to its industrial operations. So, the refusal to part with information was not justified in any way. Determining the meaning and test needed to satisfy the word ‘required’ contained in Section 50(1) of PAIA, the Court ruled that it meant ‘reasonable requirement’ i.e., adducement of reasonable facts why the information was required which VEJA had adequately done so in its requests. VEJA had pointed to the past history of AMSA as a polluter in the area because of which obtaining such information was essential to ascertain further compliance. The Court noted at para #52 of its judgement that AMSA was ‘a major polluter, if not the major polluter’ in the area where it conducts its operations.
The Court noted that the constitution and other environmental laws guaranteed every person including associations of persons to come together to protect the environment, so VEJA was not usurping any regulatory role. Instead it was exercising its rights under the law of the land. In response to AMSA’s argument that they cannot be subject to stringent requirements of transparency like public authorities, the Court said: “Corporations operating within our borders, whether local or international, must be left in no doubt that in relation to the environment in circumstances such as those under discussion, there is no room for secrecy and that constitutional values will be enforced. AMSA espoused environmental sensitivity in its Annual Report but adopted an obstructive approach when it came to disclosing information that would assist a collaborative effort.” The Court held that the information sought by VEJA does not fall in the category of trivial or frivolous. Instead the Court said: “it concerns us all”. As AMSA had committed itself to dealing with environmental issues in a participatory and consultative manner, its objections to disclosure could not be justified. The appeal was dismissed as being without merit.
The South African judgement is a major victory not only for environmental activists in South Africa but also for advocates of transparency in the operations of private corporations across the world.
Right to Environmental Justice in India
In India the Courts have passed several orders requiring transparency and accountability of public and private companies companies that pollute the environment. In the case of Essar Oil Ltd. vs Halar Utkarsh Samiti and Ors. [AIR 2004 SC 1834] the Supreme Court of India declared that people’s right to know was an inseparable part of the right to life guaranteed under Article 21 of the Constitution (2nd attachment). The Court observed: ” Besides the citizens who have been made responsible to protect the environment have a right to know. There is also a strong link between Article 21 and the right to know particularly where secret Government decisions may affect health, life and livelihood. The role of voluntary organisations as protective watch-dogs to see that there is no unrestrained and unregulated development, cannot be overemphasised. Voluntary organisations may of course be a front for competitive interests but they cannot all be tarred with the same brush… Organisations have championed the cause of conservation and have been responsible for creating awareness of the necessity to preserve the environment so that the earth as we know it and humanity may survive.”
Arcelor Mittal has major operations in India as well. Its leading lights are often photographed in the company of ministers and lawmakers at public functions. Some think of such companies as the saviours of the economy who will bring unprecedented development under the new Government in Delhi. Whether the prosperity they bring will be equitable, whether their operations will leave the environment unharmed remains to be seen. The rush with which labour laws, environmental laws and land acquisition laws are sought to be amended and the speed with which environmental clearances are being given to corporations to set up or expand operations in India in recent months seem to make environmental justice more difficult to attain in India.

Anil Kumar Sinha was on Tuesday appointed the new CBI Director to succeed Ranjit Sinha who retired in a glare of controversy with the Supreme Court directing him to recuse from 2G spectrum scam case probe.
Sinha, a 1979 batch IPS officer of Bihar cadrde, was the Special Director in CBI.
The Appointments Committee of the Cabinet, headed by Prime Minister Narendra Modi, cleared the name of Anil Kumar Sinha who was among the candidates shortlisted by the search committee earier Tuesday evening.
The term of Sinha will be for two years from the date he takes charge, an official notification said.
Earlier in the day, Modi held discussions with the Chief Justice of India and leader of the main Opposition in Lok Sabha on selecting a new CBI head.
The panel discussed the names of about 40 officers shortlisted by the Department of Personnel and Training (DoPT), sources said.

Pawar, who left Congress and formed Nationalist Congress Party in 1999, is currently a member of Rajya Sabha.He is a three-time chief minister of Maharashtra and a former Union Minister.

global trends and progress in battling chronic hunger

Washington, D.C.—-Although the proportion of people experiencing chronic hunger is decreasing globally, one in nine individuals still does not get enough to eat, writes Gaelle Gourmelon, Communications and Marketing Manager at the Worldwatch Institute (www.worldwatch.org), in the latest Vital Signs Onlinearticle. The United Nations Food and Agriculture Organization estimates that 805 million people were living with undernourishment (chronic hunger) in 2012-14, down 209 million since 1990-92.
Undernourishment is defined as an inability to take in enough calories over at least one year to meet dietary energy requirements. It can lead to undernutrition, a broader term that describes a condition caused by a deficient or imbalanced diet or by poor absorption and biological use of nutrients within the body. Undernutrition can in turn lead to impaired physical functions and has high social and economic impacts. The combined cost of undernutrition and micronutrient deficiencies is equivalent to US$1.4-2.1 trillion per year, or 2-3 percent of gross world product.

Women and children are particularly vulnerable to nutritional deficiencies because of biological factors (such as pregnancy or rapid growth) and social inequities.Women’s low educational levels, unequal social status, and limited decision-making power can influence both their own nutritional status and that of their children. Globally, undernutrition contributes to more than one third of child deaths.

Climate change presents an unprecedented challenge to nourishment through associated disruptions in supply chains, increases in market prices, decreases in assets and livelihood opportunities, reduced purchasing power, and threats to human health. The market sensitivity to climate change was highlighted recently by several periods of rapid increases in food prices following climate extremes-such as heat waves, droughts, floods, cyclones, and wildfires-in key producing regions. Food insecurity and the breakdown of food systems due to climate change disproportionately affect poorer populations.

Because poverty is the main determinant of hunger, access to food is determined by incomes, food prices, and the ability to get social support. Food prices have fluctuated greatly, although they generally have been rising since the late 1990s.

Food aid programs peaked in 2000-01. The 1999 Food Aid Convention (FAC), a multilateral donor cooperation treaty that aimed to contribute to world food security, saw a drastic drop in annual food aid shipments from 10.5 million wheat ton equivalents in 2000-01 to 5.7 million wheat ton equivalents in 2011-12. The Food Assistance Convention, which replaced the expired FAC in 2013, includes not only commodities (such as food and seeds) but also cash-based assistance. The impacts of the Food Assistance Convention remain to be seen.

The hunger target of the UN’s Millennium Development Goal 1c (MDG-1c)-to halve the proportion of the population in developing countries who are hungry from the 1990 base year to the 2015 target year-is within reach. The prevalence of chronic hunger has fallen from 18.7 percent in 1990-92 to 11.3 percent in 2012-14, less than 2 percent above the MDG-1c target. The world is not on track to reach the more ambitious 1996 World Food Summit target, which aimed to reduce the actual number of hungry people to 412 million by 2015 (from a 1996 baseline of 824 million).

The fundamental human right to food, which is codified by the Universal Declaration of Human Rights, must be protected through social, economic, and political policies on food and health. Through investments, sound policymaking, strong legal frameworks, stakeholder involvement, and evidence-based decision making, the food security and nutrition environment can be improved to eradicate hunger worldwide.

Regional Highlights:
  • Latin America and the Caribbean has shown the greatest reduction in undernourishment, with the prevalence of chronic hunger falling by almost two thirds since the early 1990s.Economic growth, political stability, and agricultural and economic incentives have helped Latin America reach its hunger reduction target.
  • Sub-Saharan Africa has by far the highest prevalence of undernourishment of any region. While this share has declined from 33.3 percent in 1990-92, one in four people is still chronically hungry. High poverty rates, deteriorating rural infrastructure, and slow income growth contribute to ongoing low food availability and distributional access, resulting in the greatest food security challenge worldwide. Inadequate safe drinking water and sanitation facilities have limited people’s ability to absorb and use the food that is available.
  • In 2014, certain areas of West Africa experienced restricted trade flows and market disruptions due to the Ebola virus outbreak. The effects of Ebola on food prices are not yet clear in Guinea, Liberia, and Sierra Leone, the most affected countries.
  • Because of Asia’s large population, the region is home to two out of three of the world’s undernourished (526 million people). In West Asia, political and economic instability, due mainly to conflicts in Iraq (where the proportion of chronically hungry surged from 7.9 percent in 1990-92 to 23.5 percent in 2012-14) and Syria, have contributed to an increase in the prevalence of hunger.

Aam Aadmi Party’s volunteers and leaders have constantly fought against corruption and continue to do so. A war on corruption often involves taking on the high and mighty, and that is precisely what AAP leader Anjali Damania has done by taking on Shri Chhagan Bhujbal. Her complaint regarding Mr Bhujbal’s role in various scams has been accepted by Maharashtra Anti Corruption Bureau and Mr Bhujbal perhaps has begun to feel the heat.
Today afternoon, a lady by the name Kalpana, came to Ms Damania’s house and began asking her to “settle” in the case against Chhagan Bhujbal, offering to “get anything done” in return. Ms Damania has already put this incident on record with the police. We request the police to look into the matter and take the necessary action in this regard.
Aam Aadmi Party strongly condemns such attempts at intimidation. It is highly improper for someone associated to Mr Bhujbal to come to Ms Damania’s house in this manner. AAP salutes Ms Damania’s courage in the wake of such intimidation tactics. We hope the court takes up this matter on an urgent basis and show politicians like Mr Bhujbal that they are not above the law.

The winners are decided based on cumulative points earned in these three test areas.
National Technician Grand Prix (NTGP) was first held in India in 2010. It is a contest which is a part of the Yamaha Technical Academy (YTA) program promoted by Yamaha Motor Co., Japan.  The Yamaha Technical Academy (YTA) is the cornerstone of Yamaha’s Technical Training Program. The shocking incident of rape of a young woman in a cab on Friday night exposes the alarming situation about lack of women safety in the national capital.
The shameful incident brings back the horrific memories of the Nirbhaya episode almost two years back and reminds the country about the harsh truth that nothing seems to have changed on the ground despite widespread outrage across the country.
The latest incident raises serious questions about the inefficiency of Delhi Police, particularly the traffic police and the wrong priorities of the unresponsive Delhi administration.
The Aam Aadmi Party wants to know from the BJP’s central government, particularly union home minister Mr Rajnath Singh, whose ministry is controlling Delhi through the backdoor, what steps are being taken to ensure women safety in the national capital ?
The central government also needs to explain whether accountability will be fixed in this case so that such shameful incidents are not repeated since the facts are too glaring to be ignored.
The facts that have out in the public domain so far like that no verification was done before the accused driver was hired by the cab company, the cab was without a GPS system and the driver could tamper with other gadgets to destroy evidence – all prove unpardonable  negligence of the cab company and expose the dangers to which passengers hiring such cabs are exposed.
Women';s security is one of the most pressing issues before the people of Delhi. The Aam Aadmi Party is of the considered view that following steps need to be immediately taken to address this extremely crucial issue :
1. Delhi should be free of Darkspots : Street lights need to be installed and made functional in all streets of the capital and all pavements.
2. Suraksha Button on every Mobile Phone with emergency connectivity with Delhi Police via Wifi.
3. CCTVs in Buses and Bus Shelters. Deter and stop crime in every form of public transport.
4. Bus Marshals on every bus. Zero tolerance against molestation, eve teasing and violence against women.
5.  Ensuring Last mile connectivity by expanding grameen sewa services, shared auto rickshaw services and e-rickshaw services through delimitation and fixed routes
6.   2,00,000 (two lakh) toilets for women with 50,000 toilets in public spaces and 1.5 lakh toilets in slums.
7.  Swift and effective Justice in Crimes Against Women. More Fast track courts required.
8.  Women’s Security Force required. Delhi’s 12,000 New Delhi Home Guard and Civil Defence Force should be utilised.
The latest incident has yet again shown the need for these steps. Not only does the Aam Aadmi Party reaffirm its commitment to these promises, but also demands that all political parties in Delhi put forth their agenda and concrete plan for ensuring that Delhi is a safe city for women. (ENDS)

DISABILITY SPORTS WORKSHOPS FOR DISABLED PERSONS IN INDIA

Workshops on Wheelchair Basketball and Boccia being held in five locations in India this month
New Delhi, 7th December 2014: The Wheelchair Basketball Federation of India, in collaboration with Choice International, the International Red Cross and other partners, is conducting workshops on Wheelchair Basketball and Boccia for disabled persons in five locations in India from 5th-24th December 2014.
The workshops are free of cost and are being conducted by international coaches from around the world. Mr. Mark Walker from Australia, Mr. Jess from the USA, Mr. Mike from Nepal, Mr. Manoj Soma from the United Kingdom and Mr. Aram Voerman from the Netherlands are the international coaches involved in this initiative. Former Captain of the Indian National Basketball Team and Asian All-Star, Mr. Jayasankar Menon, is also extending his support to the initiative.
The workshops were inaugurated at the Indian Spinal Injuries Centre (ISIC) in Vasant Kunj, New Delhi on the 5th of December 2014. The Chairman of the ISIC, Maj. HPS Ahluwalia was present at the inauguration and said, “While Wheelchair Basketball is one of the leading international paralympic sports, it is hardly played in our country. We need to promote the sport not only to create professional sportspersons but also for rehabilitating people with disability.”
The workshops aim to increase awareness on the positive impact of disability sports, specifically Wheelchair Basketball and Boccia, among disabled persons in India. The workshops specifically target the disabled persons, coaches, community leaders, referees, physiotherapists interested in disability sports. The organisers seek to use disability sports as a tool to promote equality and access to disabled persons and also, to develop and train disabled sportspersons to enable them to compete at national and international disability sports tournaments.
The workshops will cover various areas on Wheelchair Basketball such as the fundamentals (basic basketball skills with an introduction to the rules of the game), contact, stretching, basic chair skills, ball handling and passing.
The workshops will be rounded off by a mini-tournament in Chennai with the best wheelchair basketball players selected from the workshops competing against each other.

RBI allows banks to extend loans against infra bonds

In order to provide liquidity to retail investors investing in long-term bonds issued by banks for financing infrastructure and affordable housing, the Reserve Bank of India announced that banks can extend loans to individuals against these bonds. It has also stated that Boards of the banks should lay down a policy in this regard prescribing suitable margins, purpose of the loan and other safeguards. Further, such loans should be subject to a ceiling of Rs.10 lakh per borrower and tenure of loan should be within the maturity period of the bonds. However, banks are not permitted to lend against such bonds issued by other banks.

It may be noted that, the RBI had issued detailed guidelines for banks to raise long-term resources to finance their long-term loans to infrastructure as well as affordable housing in the month of July 2014. CONCERTS, FIREWORKS SHOWS AND CIRCUS SPECTACULAR SPEARHEAD MEGA EMIRATE-WIDE JUBILEE

All India, 2nd December 2014 : Abu Dhabi Tourism & Culture Authority (TCA Abu Dhabi) has unveiled three major events which will headline a vibrant ‘partners in action’ approach for this year’s December 2nd  National Day celebrations throughout the emirate.
A series of National Day concerts featuring some of the biggest Arab and Arabian Gulf musical performers will raise the curtain on the celebrations and be staged in Abu Dhabi, Al Ain and three prime public areas throughout Al Gharbia western region for two nights from December 1.
“This will be an impressive, entertaining and interactive public programme which will reflect our passion for the nation and our joy and willingness to celebrate the ‘Spirit of the Union’ on the country’s 43rd anniversary,” said Sultan Al Dhaheri, Acting Executive Director Tourism, TCA Abu Dhabi.
Concerts will take centre stage at the Sheikh Zayed Heritage Festival stage at Al Wathba and Madinat Zayed Park on December 1st and 2nd, while the public parks on Delma Island and Al Sila’a play host to singing stars on December 2nd. All concerts will start at 9pm.
Performing at the Sheikh Zayed Heritage Festival Stage in Al Wathba City on December 1st is Emirati star Fayez Al Saeed and UAE national songstress Aryam. The next night Emirati classical ballad performer Eidha Al Minhali and the UAE’s very own Fatima Zahr Al Ain – the flower of Al Ain.
Meanwhile, the iconic Hazza Bin Zayed Stadium in Al Ain will burst into colour from 8pm on December 2nd and 3rd. At the stadium on December 2nd audiences can hear Eidha Al Minhali and Mohammed Al Minhali in concert. The following night, the stadium will rock to the sounds of UAE star Hussein Al Jasmi and Balqees.
In addition, a series of firework displays on December 1st to 3rd will coincide with public events at primary spots around the emirate. “It will be choreographed to reflect our pride in the nation, history and culture and allow us to celebrate these in a modern context,” said Al Dhaheri. “The display will reflect the national identity by focusing on the red, green, white and colours of the UAE national flag set against the black canvas of the emirate’s night sky.”
The firework shows will be held at the Khor Al Maqta area and at Abu Dhabi Corniche at 9pm on consecutive nights on 1-2 December, and the Sheikh Zayed Heritage Festival in Al Wathba will host a spectacular display at 9pm on December 2nd. Running in parallel with the concert performances, the firework shows in Al Ain will centre on the iconic Hazza Bin Zayed Stadium a new landmark for the Oasis City at 9pm while Al Gharbia will host three shows on December 2 at 9pm at Madinat Zayed Park and the public parks on Delma Island and at Al Sila’a.
The Delma concerts feature Palestinian star Saud Abu Sultan and Arab pop sensation Eissa Abdallah on December 2 while Kuwaiti Yousef Al Omani and the UAE’s own Hassah take to the stage in Al Silaa Public Park the same night. At Madinat Zayed on December 1st, audiences get to see Bahraini prodigy Hala Al Turk and UAE winner of ‘Gulf Star’ Mouadhed Al Kaabi with Emirati Rouwaida Al Mahrouqi and Arab crooner Adel Ibrahim heading up the bill on December 2nd.
Also taking to the skies over Abu Dhabi and Al Ain for National Day will be the UAE Armed Forces premier aerobatic team, Al Fursan – The Knights – which will amaze crowds with its breath taking displays and gravity defying moves.
Meanwhile, the world’s biggest and most popular action sports show – Nitro Circus – will make its Arabian debut on Friday, December 5 with a special one-off show in Zayed Sports Stadium to mark the National Day weekend. “Our role is to stimulate the development of the events industry in the emirate through co-ordinating and supporting processes with partners, as well as organising a series of seasonal events,” said Al Dhaheri. “The authority’s contribution to the 43rd National Day celebrations reflects a positive shift in collaborative partnership with the events sector through mutual marketing and promotion, resource integration, the spread and quality of events, a strengthening of participation, knowledge sharing and private sector engagement.”
TCA Abu Dhabi is working with 12 government organisations for the National Day celebrations to develop an agreed calendar of events. To add to the festive atmosphere Abu Dhabi city will be illuminated with lights and decorations from November 28- December 2 courtesy of Abu Dhabi Municipality while illuminations will decorate landmarks in the Eastern Region from November 26-December 2 courtesy of Al Ain City Municipality.
“We are looking to encourage, support and motivate strengthened partnerships across the public and private sectors and all community segments,” explained Al Dhaheri. “Our private sector partnerships will embrace shopping malls, tourist and recreational facilities, hotels and resorts.”
Meanwhile, the authority’s priorities for the stimulation of emirate-wide community engagement focus on local councils, educational institutions, cultural and social centres, social online networks, centres with special needs, graduates of both the Abu Dhabi Tourism Ambassadors and Tourism Youth Summer Camp programmes as well as communities, clubs and cultural social groups of national embassies represented in the UAE.
“This is the true ‘Spirit of the Union’ in action,” said Al Dhaheri.
Abu Dhabi’s National Day calendar now includes: the Sheikh Zayed Heritage Festival which runs at Al Wathba from until December 21st organised by the Ministry of Presidential Affairs and the Camel Race Association; entertainment activities at Al Bateen Beach presented by the Emirates Red Crescent; a National Day rowing race from the Corniche Breakwater on December 2nd from 2pm-4pm organised by the Emirates Heritage Club.

‘Gift Exchange and Reciprocation in Late Eighteenth-Early Nineteenth Century India:
Equality or subordination’

Abstract:
Colonialism among many other things was characterized by materiality. Exchange of commodities in the form of gifts/ ceremonial gifts or trade   was an integral part of conflicts, negotiations for power and diplomacy among the British officials and the Indian rulers. The period from the late eighteenth to early nineteenth centuries is seen as one in which the Mughal authority was gradually waning while the British power was rising. This paper is an attempt to study gift exchange in a historical perspective by focusing on the gradual shifts in meanings associated with and forms of gifts exchanged between the Mughals and the British. How did the changing equations of power between the two affect gifts exchanged between them? During this period, correspondence between the British officials in Indian courts and the Governor General indicate an emphasis on ‘equal reciprocity’. In an arena where conflicts for power were the order of the day and political relationships necessarily unequal in nature, implications of reciprocity and equal reciprocity in particular, need to be explored in detail. A study of these exchanges, shall enable us to understand how in the formative years of British imperialism in India, the British understanding of and responses to Indian political customs were fractured and a concurrence was the outcome of processes occurring in India as well as in England.

GAIL subsidiary signs agreement to procure natural gas for liquefaction at Cove Point, US

US-based WGL Midstream Inc. to supply natural gas to produce 2.5 MTPA LNG
New Delhi, December 5, 2014: GAIL (India) Limited today announced signing of a sourcing agreement between its subsidiary GAIL Global USA LNG LLC (‘GGULL’) and US-based company WGL Midstream Inc. (‘WGLM’) for procurement of natural gas required to produce about 2.5 MTPA of LNG at the Cove Point Terminal located in Maryland, US.  WGLM is a subsidiary of WGL Holdings Inc., a prominent natural gas company of the United States.
The definitive gas sale and purchase agreement has been signed for a period of 20 years and supplies are expected to commence from late 2017 when the LNG terminal, in which GGULL holds liquefaction capacity, becomes operational.
Commenting on the development, Mr. B. C. Tripathi, Chairman and Managing Director of GAIL, said “We are delighted to partner WGLM which is a part of a group having a rich history of over 160 years in natural gas supply business in the mid-Atlantic region. This agreement is another milestone towards GAIL’s efforts in sourcing of LNG to meet the rising demand of gas in the Indian market. We are now in the process of chartering of LNG ships thereby entrenching our presence across the complete LNG supply chain and bring more value to the Indian customers”.
On the occasion, Mr. Terry D. McCallister, Chairman, Chief Executive Officer, WGL Holdings, Inc. said “WGL Midstream’s long-term relationship with GAIL capitalizes on the growing supply of abundant natural gas from the Marcellus Shale production region. This growing supply source has been providing clean burning natural gas to Northeast and Mid-Atlantic regions of the United States and now will supply the country of India as well.”
GAIL is India’s leading natural gas company with a presence along the entire hydrocarbon value chain spanning E&P, LNG, pipelines, LPG, petrochemicals, city gas distribution etc. GAIL has signed a 20 year Sales and Purchase Agreement with Sabine Pass Liquefaction LLC, a unit of Cheniere Energy Partners, USA for supply of 3.5 million tonnes per year of LNG. GAIL also signed a Terminal Service agreement for 2.3 million tonnes per year of LNG liquefaction capacity with Dominion Cove Point LNG LP, USA.
WGL Midstream handles non-regulated gas business with operations covering midstream infrastructure and energy services. Its parent, WGL Holdings, Inc., is a public utility holding company serving the Washington, D.C. metropolitan region and is a leading source for clean and efficient energy solutions with activities in 30 states. The IIHMR University Observes World Patient Safety Day
Drives an Awareness for Quality Management and Patient Safety in Hospitals

Jaipur, 9th December, 2014: Patient safety is a new healthcare discipline that emphasizes the reporting, analysis, and prevention of medical error that often leads to adverse healthcare events. To converge this practice one of the globally recognized and leading healthcare research organizations’ of the country, the IIHMR University, observed the World Patient Safety Day on 9th December, 2014. The University conducted an awareness campaign to spread the word amongst medical fraternity dealing directly with patients and their biggest threat worldwide on unsafe medical care.   
Dr. S.D Gupta, President of IIHMR University said, “Patient Safety is of prime importance due to an increasing number of patient safety issues. Globally, more than 23 million years of healthy lives are lost every year, also known as Disability Adjusted Life Years (DALYs) or the sum of years of potential life lost due to ill-health, disability or early death. According a recent research given by an Indian Doctor from the Harvard Public School about 43 million people are injured worldwide each year due to unsafe medical care. It has been identified that 234 million surgeries are conducted each year out of which the death rate is nearly 10% for major surgeries in developing countries.”
At IIHMR Campus, nearly 100 students and 25 faculties and other staff members organised a human chain in a shape of Red Cross to create awareness amongst all the medical fraternities and hospitals to bring in the best possible healthcare facilities and safety models to reduce the number of injuries caused to the patients every year. Additionally, few students also shared their research on Patient Safety under various themes – Medication Safety, Safety Goals and Patient for Patient Safety.
It is found that about two-third of injuries and harm to the patients occurs in low-and-middle income countries especially in India. The number of DALYs lost has been more than twice as high in low-and-middle income countries that is about 15.5 million as it was in the high income countries which comprises of 7.2 million.
IIHMR University has been conducting a Management Development Program and WHO Fellowship Training Programmes on Patient Safety in Hospitals which highlights quality assurance and audit programmes reviews that have been adopted in various hospitals along with how care is delivered and compare it to a set of explicit criteria to determine whether standards are being met and how care can be improved.

Union Minister for Social Justice & Empowerment, Shri Thaawar Chand Gehlot today met and congratulated the victorious Blind Cricket Team which returned from South Africa after winning the 4th ODI World Blind Cricket Tournament. Appreciating the achievement the Minister said the team has achieved a spectacular victory and he felt proud that the differently abled sports person are not lagging behind other athletes in bringing glory to the country.

 The Minister further added that the Ministry of Social Justice & Empowerment has been actively supporting the cause of differently abled persons of all categories. The Indian Blind Cricket Team lifted the 4th ODI World Cup, 2014 for the Blind beating Pakistan in South Africa on 7th December, 2014 at Cape Town South Africa. Severn countries participated in the Tournament - India, Pakistan, Australia, Sri Lanka, England, South Africa and Bangladesh.

 The Captain of the Indian Team was Shekar Naik & the highest scorer was Prakash J who scored 82 in 38 balls. The second best scorer Ketanbhai Patel from Gujarat scored 76 runs. He was also the Man of the Match & the Man of the Series. Cricket Association for the Blind India – promoted and supported by Samarthanam – organized the 1st T20 World Cup at Bangalore in 2012 which was won by India. Presently India is the champion of both formats. The second T-20 World Cup will be organized in India in 2016. Al-Qaeda and ISIS Plan to Target Indian Cities
There are no intelligence inputs to suggest that Al-Qaeda and ISIS terror groups are working together to target Indian cities. However, a video was uploaded on 3rd September, 2014 containing the speech of Sheik Eyam Al-Zawahiri of Al-Qaeda, in which he announced the establishment of a new Wing of Al-Qaeda, namely “Al-Qaeda in Indian Sub-Continent (AQIS)”. It is learnt that Asim Umar and Usama Mehmood have been appointed as the ‘Amir’ and ‘Spokesperson’ respectively of AQIS.

Similarly, Abu Bakar Al-Baghdadi of ISIS in a video, uploaded on 29th June, 2014 on internet, highlighted the alleged plight of Muslims in various countries including India and stated that rights of Muslims are forcibly being seized in these countries. However, there are no intelligence inputs about specific threat to Bengaluru city by these two outfits.

There is a very close and effective coordination amongst intelligence agencies at the Centre and the State levels on intelligence sharing. The Intelligence inputs about possible designs and threats are shared with the State Governments concerned on a regular basis. The Multi Agency Centre (MAC) has been strengthened and re-organized to enable it to function on 24x7 basis for real time collation and sharing of intelligence with other intelligence agencies and States, which ensures seamless flow of information between the State and the Central agencies. This has resulted in busting of many terror modules, thus neutralizing major terror attack plans.

In addition, the Government continues to take all necessary steps to safeguard India’s territorial integrity and safety / security of its people.

This was stated by the Minister of State for Home Affairs, Shri Haribhai Parathibhai Chaudhary in a written reply to Shri Rajeev Chandrasekhar in the Rajya Sabha today.

Richard Rahul Verma confirmed as US Ambassador to India
Richard Rahul Verma was on Wednesday unanimously confirmed as the next US Ambassador to India by the Senate, making him the first-ever Indian-American to hold the post.

46-year-old Verma's nomination was approved by the Senate by a voice vote, reflecting a sense of bi-partisan support to the Indo-US ties and showing his popularity among Senators across the aisle. 

The Senate raced through his nomination process ahead of more than 50 ambassadorial nominations to make sure that he is in New Delhi when US President Barack Obama travels to India to be the chief guest at the Republic Day parade on January 26.

Verma, who quietly played an important role in the Congressional passage of civil nuclear deal with India, had advocated for strong Indo-US ties when in the administration and recently started "India 2020" project at Centre for American Progress a top American-think tank.

He will replace Nancy Powell, who resigned in March after a damaging row over the treatment of diplomat Devyani Khobragade over visa fraud charges.

The US Embassy in New Delhi is currently headed by charge d'affaires Kathleen Stephens.

Verma is currently a senior counsellor at Steptoe & Johnson law firm and the Albright Stonebridge Group a business advisory company led by former US Secretary of State Madeleine Albright.

Verma's association with Obama goes back to 2008 when he worked on presidential debate preparations for the then Illinois senator.

His parents came to the US in the early 1960s.

"Rich Verma's confirmation as US Ambassador to India is a huge victory for the US-India strategic partnership.

That Rich was confirmed by a voice vote by the United States Senate is a potent demonstration of the high esteem in which both he and the bilateral relationship are held by both parties in Washington," Ronak D Desai, an academic at Harvard University's India and South Programme, said.

"As President Obama prepares to make his second trip to India next month, he is fortunate to have Rich at the helm of our Embassy in New Delhi. He will prove instrumental in navigating US foreign relations with India to the new, unexplored heights," Desai said.

Ministry of Water Resources takes New Initiatives for Ganga Rejuvination
After going through in details into the recommendations of the Group of Secretaries the Union Minister for Water Resources, River Development and Ganga Rejuvination Sushri Uma Bharti has finalized a Ganga Rejuvination Programme which will have three groups, seven objectives and 21points.

The committee of senior officials of the Ministry and consortiums of seven IITs constituted to ensure uninterrupted flow of Ganga will submit its final report by the month end. The Minister has directed Central Water Commission( CWC) to prepare plans for the construction of reservoirs along Ganga,Yamuna and its tributaries to ensure sufficient water in these rivers during non monsoon season.

To ensure cleanness of Ganga and Yamuna , 41 teams of CWC experts visited several places to assess the impact of open drains falling into these rives and status of Sewage Treatment Plants ( STPs). Three expert teams were constituted to suggest measures for setting up of new STPs and modernization of existing STPs. These committees have so far examined 18 major suggestions.

For riverfront development and beautification of ghats, DPRs have been prepared for two such ghats at Delhi and Haridwar. Very soon final decision will be taken for development of ghats in Mathura, Vrindavan and other places in PPP mode.

It has also been decided to constitute Ganga Task Force to ensure proper implementation of Ganga rejuvenation programme. Ministry of Defence will provide manpower for this.

The announcement covers the firming up of a Memorandum of Understanding (MOU) for 50 A330neo signed during the Farnborough Air Show in July 2014, plus an additional five aircraft. Deliveries of the newly-ordered aircraft will begin in 2018.

Anti-Islamic rally expands in Germany

Anti-Islamic rallies are expanding rapidly in eastern Germany. The country's leaders are concerned that the movement could lead to broader social unrest.

A demonstration in Dresden drew about 15,000 people on Monday. Participants rallied against Islamic extremism and demanded restrictions on the inflow of Muslim refugees from the Middle East.

The weekly event was started in October by a group calling itself Patriotic Europeans Against the Islamization of the West. It initially drew about 500 people, but soon grew sharply. Similar rallies are now being held in other cities.

Most participants are ordinary citizens, but some are thought to be members of far-right groups with xenophobic ideals.

Chancellor Angela Merkel told a news conference on Monday that there's freedom of assembly in Germany, but there's no place for incitement and lies about people who come from other countries.

More than 500 young people are said have traveled from Germany to join the Islamic State militant group in Iraq and Syria. Germans are concerned about the possibility of terrorist attacks by the returning recruits.

German leaders are alarmed that the anti-Islamic rallies could inflame animosity against an estimated 4 million Muslims in the country, and lead to social unrest.

US, Iran resume nuclear talks

Diplomats from the United States and Iran have resumed talks on Iran's nuclear program after Iran and 6 major powers failed to meet the November deadline for a deal.

Foreign ministers of the 5 permanent members of the UN Security Council plus Germany agreed with their Iranian counterpart on November 24th to extend their deadline for an agreement on Iran's nuclear development until the end of June next year.

The ministers said that while progress had been made, there are still some serious gaps to close.

The Iranian media reported that the acting deputy secretary of the US State Department, Wendy Sherman, met Iran's Deputy Foreign Minister Abbas Araqchi in Geneva on Monday.

119 journalists abducted in 2014


An international media advocacy group says 119 journalists were kidnapped this year, an increase of 32 from last year.

The Paris-based Reporters Without Borders said in a report that 66 journalists were killed in 2014, 5 fewer than in the previous year.

The group installed a shipping container in front of the Eiffel Tower on Tuesday to highlight the case of an imprisoned journalist.

It said a number of journalists were kidnapped for ransom by Islamic State militants and others. 47 journalists were kidnapped in Syria and Iraq.

The group says the beheading of journalists for propaganda purposes had rarely taken place before.

It says the murders have become more barbaric and the number of abductions is growing rapidly in an attempt to prevent independent news coverage.

Abbott orders ‘sweeping investigation’ into deadly hostage crisis

Australian Prime Minister Tony Abbott on Wednesday ordered a sweeping investigation into this week’s deadly Sydney hostage crisis, Reuters said. The decision came after tough new security laws and the courts failed to stop a convicted felon from walking into a Sydney cafe with a concealed shotgun. Three people were killed, including hostage taker Man Haron Monis, when police stormed a cafe in the city early Tuesday. Australia passed sweeping security laws in October aimed at stopping its citizens from going to fight alongside jihadists in conflicts in Iraq and Syria.

China to build 3rd Beijing airport over congestion problems

China has approved a third airport for the capital, Beijing, to reduce congestion and chronic delays, AP said. The massive new airport will be built 46km south of the city center and take five years to build, according to a China Daily report. It is expected to handle 72 million passengers per year and will take the pressure off Beijing Capital International Airport in the northeast. This world’s second-busiest airport handled more than 83 million passengers last year.

Bulgaria detains 3 foreigners bound for Syria

Bulgaria has detained three foreigners, wanted in Spain on terrorism charges, on their way to take part in the conflict in Syria, Reuters said. The two Moroccans and a Brazilian were held on Monday at a border crossing with Turkey, according to Bulgaria’s state security agency. Extradition procedures will be initiated as Interpol had issued arrest warrants for the three suspects.

4 Pakistani Taliban killed by US drone strike in Afghanistan

A US drone strike in eastern Afghanistan killed four Pakistani Taliban members and seven other insurgents, Reuters reported. The missiles killed the militants on Tuesday afternoon as members of the Pakistani Taliban were attacking a school in the Pakistani city of Peshawar, according to Mahlem Mashuq, the governor of Sherzad district in Nangarhar province. “Eleven insurgents, four of them Pakistani Taliban, were traveling in a pickup truck that was hit by a drone strike, killing all of them,” Mashuq said. The Pakistani and Afghan branches of the Taliban are loosely allied and operate across the porous border.

An urgent need for dialogue, ceasefine in Ukraine

President Vladimir Putin has held a teleconference with the German Chancellor Angela Merkel, and his Ukrainian and French counterparts, Petro Poroshenko and Francois Hollande. Ukrainian crisis and the urgent need for a lasting ceasefire in the Donbass region topped the agenda, the Kremlin announced. The Kremlin noted that one of the “priorities” now is to exchange hostages, and the removal of heavy weapons from the demarcation line. Providing economic and aid assistance to east Ukraine was also stressed. All sides agreed on the “importance” of holding a contact group meeting to facilitate the Minsk Accord.

Afghan Taliban condemns deadly school attack in Pakistan

The Afghanistan Taliban movement condemned the attack by the Pakistani Taliban on a military school that killed 141 people, mostly children, on Tuesday. "The intentional killing of innocent people, children and women is against the basics of Islam and this criteria has to be considered by every Islamic party and government," the movement’s spokesman Zabihullah Mujahid said in a statement as quoted by Reuters. The Pakistani Taliban is not directly affiliated with the Afghan Taliban movement.

NATO doubles number of flights near Russian borders - Russia top brass

NATO has boosted the number of intelligence flights near Russian borders, Russian Air Force chief Viktor Bondarev said. Over 3,000 flights have been registered in total in the border zone in 2014, thus doubling the figures of 2013. The routes are very close to the border which allows taking intelligence from areas almost 500 km over the border, Bondarev said. The statement comes shortly after a Russian plane was accused of a dangerous approach with a Swedish civil plane last Friday. The Air Force Chief stressed that such reports are used to divert attention from NATO concentrating its forces near Russia.

At least 25 killed in Yemen’s Houthi areas as 2 car bombs explode

At least 25 people were killed when two car bombs exploded in Radaa city in Yemen’s central province of al-Bayda, Reuters reported, citing local and medical sources. The first car bomb exploded near a checkpoint manned by Shiite Houthi rebels while a school bus was passing, killing 15 students. The second car blast happened near the house of an official in the area rumored to support Houthis, killing 10. Radaa is seen as a bastion of the Yemen-based Al-Qaeda in the Arabian Peninsula. The Houthis captured the capital Sanaa on September 21.

Obama, Kerry condemn Taliban attack on Pakistan school

US President Barack Obama on Tuesday said the school attack that left more than 100 children dead in Pakistan’s Peshawar demonstrates the “depravity” of the terrorists responsible. Obama said later the US government was committed to working with Pakistan to combat terrorists. US Secretary of State John Kerry, speaking in London, said the culprits behind the siege served a “dark and almost medieval vision." He added that “this act of terror angers and shakes all people of conscience.”

35 Turkish football fans go on trial over ‘attempt to stage coup’

Thirty-five Turkish football fans have gone on trial accused of attempting to stage a coup during mass protests last year, Reuters said. The Besiktas supporters face charges described by rights groups as an abuse of justice. Prosecutors are seeking life sentences for them, accusing the fans of helping organize the protests that erupted in Istanbul’s Taksim Square in May 2013. The protests grew into a challenge to the then prime minister, now president, Recep Tayyip Erdogan.

More than 6,800 dead from Ebola – WHO

The Ebola death toll has risen to more than 6,800 people, almost all of them in West Africa, the World Health Organization said Monday. As of December 13, there had been 18,464 cases of infection from the deadly virus in Guinea, Liberia and Sierra Leone, and 6,841 people had died, AFP reported. Sierra Leone last week overtook Liberia as the nation with the most infections, with 8,273 cases and 2,033 deaths as of December 13.

Kerry lobbies Palestinian negotiators to avert UN ‘end occupation’ resolution

US Secretary of State John Kerry was in last-minute talks with Palestinian negotiators last night over a UN bid to force Israel to withdraw from Palestinian land, AFP said. Kerry met chief Palestinian negotiator Saeb Erakat to persuade him not to rush ahead with a draft UN resolution seeking to set a two-year timetable for an end to the Israeli occupation. It was expected to be submitted to the UN as early as tonight. Israeli Prime Minister Benjamin Netanyahu earlier warned that European backing for the Palestinians could harm his country.

Israel’s Arrow ballistic missile shield ‘fails’ 1st live interception test

Israel’s upgraded Arrow ballistic missile shield failed its first live interception test on Tuesday, Reuters said, citing security sources. Operators of the Arrow 3 battery at Palmahim Air Base on the Mediterranean coast reportedly canceled the launch of its interceptor missile after it failed to lock on to a target missile fired over the Mediterranean. “There was a countdown to the launch, and then nothing happened,” according to one source. The Defense Ministry said that a target missile was launched and carried out its trajectory successfully. Arrow 3 interceptors are designed to fly above the Earth’s atmosphere to destroy incoming nuclear, biological or chemical missiles.

7 arrested in Spain for recruiting women for Islamic State

Spanish and Moroccan police have arrested seven people suspected of recruiting women to go to Syria and Iraq to support Islamic State insurgents, Reuters said. Four women and a man were arrested in Barcelona and the Spanish North African enclaves of Ceuta and Melilla, the Spanish Interior Ministry said Tuesday. Two men were detained in the Moroccan town of Fnideq, close to Ceuta. Those arrested were accused of forming a network to find, recruit and send women to Syria and Iraq. It was not clear whether any of the affected women were being recruited specifically to fight for the ultra-radical jihadist movement.

Iran says ‘good atmosphere’ in nuclear talks with US

Tehran said on Tuesday that bilateral nuclear talks with the US were proceeding in a good atmosphere, Reuters said. Monday’s session “lasted more than six hours and proceeded in a good ambience,” according to Iran’s chief negotiator and deputy foreign minister, Abbas Araghchi. “Solutions exist in some cases, in others there is need for more effort and discussions,” he said in televised remarks. Differences between the two sides remain over key issues such as Tehran’s uranium enrichment capacity and how fast economic sanctions should be lifted.

100 Syrian soldiers, 80 jihadists killed in fight over Idlib military base – report

Around 100 Syrian soldiers and 80 Islamist fighters were killed during a two-day battle over the Wadi al-Deif military base, Reuters reported, citing the Syrian Observatory for Human Rights. Al-Qaeda’s Syria wing, the Al-Nusra Front, overran the base, situated next to the country’s main north-south highway in Idlib province on Monday, the monitoring group said. Two other Sunni Muslim militant groups, Jund al-Aqsa and Ahrar al-Sham, also took part in the battle.

Britain reopens embassy in Cairo after 9-day suspension

The British Embassy in Cairo reopened on Tuesday after suspending public services nine days ago for security reasons, Reuters said. Foreign Secretary Philip Hammond said he was “very grateful for the close co-operation from the Egyptian government which has made this re-opening possible.” The embassy was closed to the public on December 7. The Canadian embassy closed a day later.

Pakistani Taliban take hundreds of students, teachers hostage at Peshawar school

Taliban gunmen in Pakistan reportedly took hundreds of students and teachers hostage on Tuesday in a military-run school in the northwestern city of Peshawar. At least three students were killed and 28 injured in the attack, Reuters said citing a hospital official. At least six armed men had entered the Army Public School, and about 500 students and teachers were believed to be inside, the military said. Taliban spokesman Muhammad Umar Khorasani said that “suicide bombers have entered the school, they have instructions not to harm the children, but to target the army personnel.”

The Water Storage available in 85 important reservoirs of the country as on December 18, 2014 was 95.081 BCM which is 61% of total storage capacity of these reservoirs. This storage is 84% of the storage of corresponding period of last year and 98% of storage of average of last ten years. The present storage position during current year is less than the storage position of last year and also less than the storage of average of last ten years. Central Water Commission monitors live storage status of 85 important reservoirs of the country on weekly basis. These reservoirs include 37 reservoirs having hydropower benefit with installed capacity of more than 60 MW. The total storage capacity of these reservoirs is 155.046 BCM which is about 61% of the storage capacity of 253.388 BCM which is estimated to have been created in the country.
REGION WISE STORAGE STATUS:
NORTHERN REGION
The northern region includes States of Himachal Pradesh, Punjab and Rajasthan. There are 6 reservoirs in this region having total storage capacity of 18.01 BCM. The total storage available in these reservoirs is 9.82 BCM which is 55% of total storage capacity of these reservoirs. The storage during corresponding period of last year was 69% and average storage of last ten years during corresponding period was 60% of storage capacity of these reservoirs. Thus, storage during current year is less than the corresponding period of last year and also less than the average storage of last ten years during the corresponding period.
EASTERN REGION
The Eastern region includes States of Jharkhand, Odisha, West Bengal and Tripura. There are 15 reservoirs in this region having total storage capacity of 18.83 BCM. The total storage available in these reservoirs is 14.25 BCM which is 76% of total storage capacity of these reservoirs. The storage during corresponding period of last year was 89% and average storage of last ten years during corresponding period was 71% of storage capacity of these reservoirs. Thus, storage during current year is less than the corresponding period of last year but better than the average storage of last ten years during the corresponding period.
WESTERN REGION
The Western region includes States of Gujarat and Maharashtra. There are 22 reservoirs in this region having total storage capacity of 24.54 BCM. The total storage available in these reservoirs is 15.02 BCM which is 61% of total storage capacity of these reservoirs. The storage during corresponding period of last year was 78% and average storage of last ten years during corresponding period was70% of storage capacity of these reservoirs. Thus, storage during current year is less than the storage of last year and also less than the average storage of last ten years.
CENTRAL REGION
The Central region includes States of Uttar Pradesh, Uttarakhand, Madhya Pradesh and Chhattisgarh. There are 12 reservoirs in this region having total storage capacity of 42.30BCM. The total storage available in these reservoirs is 29.75 BCM which is 70% of total live storage capacity of these reservoirs. The storage during corresponding period of last year was 78% and average storage of last ten years during corresponding period was 51% of storage capacity of these reservoirs. Thus, storage during current year is less than the storage of last year but better than the average storage of last ten years.
SOUTHERN REGION
The Southern region includes States of Andhra Pradesh, Karnataka, Kerala and Tamil Nadu. There are 30 reservoirs in this region having total storage capacity of 51.37 BCM. The total storage available in these reservoirs is 26.25 BCM which is 51% of total storage capacity of these reservoirs. The storage during corresponding period of last year was 61% and average storage of last ten years during corresponding period was 66% of storage capacity of these reservoirs. Thus, storage during current year is less than the corresponding period of last year and also less than the average storage of last ten years during the corresponding period.
States having better storage than last year for corresponding period are Karnataka Kerala and Tamil Nadu. CBTD will scare away investment if it is allowed to pursue witch-hunts on businesses
       It is not rocket science to understand that the PM’s Make in India programme will be derailed without fresh investment. Therefore, the Central Board of Direct Taxes (CBDT), which earned opprobrium for unleashing ‘tax terrorism’ during the last few years, should be prevented from driving away both domestic and foreign investors from India.
       CBDT vitiates the investment climate because of several factors – extreme complexity of income tax laws, combative and rent seeking attitude of tax officers, aggressive pursuit of revenue targets, an anti-FDI mindset that was promoted by UPA, over dependence on judicial remedy, extensive recourse to retrospective measures, and contentious interpretations of legal provisions. These features, which have created an environment of great uncertainty and outright harassment for both domestic and foreign direct investors, must be urgently addressed if India is to revert to a high growth trajectory.
       Some facts will help. First, there are about 3 lakh pending direct tax legal disputes of which 2.23 lakh are within the jurisdiction of CBDT itself. Second, an enormous amount of Rs 4.36 lakh crore ($73 billion) of direct tax revenue is locked up in these cases according to the Mumbai high court the government is a litigant in a great majority of these cases. Third, CBDT does not make any effort to liquidate cases pending even under its own jurisdiction in which Rs 3.74 lakh crore is locked up. Fourth, CBDT loses more than 70% of the cases brought against it reflecting the dubious nature of its officers’ initial assessment.
       Fifth, the number of transfer pricing cases, which were virtually non-existent in the 1990s have risen from 1,061 in 2004-05 to 2,638 in 2011-12. Sixth, CBDT’s aggressive stance towards foreign investors is reflected in the sharp hike in the number of transfer pricing cases in which its officers have increased the tax demand. Such ‘adjusted cases’ rose from 23% of the total in 2004-05 to 52%, with an additional demand of Rs 44,531 crore.
       Finally, CBDT does not accept courts’ decisions against its orders and with frightening regularity amends tax laws with retrospective effect. This not only renders the entire process of appeals and judicial review virtually infructuous, it also creates huge uncertainty for investors. The upshot is a strong negative perception about India as an investment destination. This is not good for Make in India.

       CBDT’s systematic action against both foreign and domestic investors could well be a result of a strong bias among IT officers, who see big business as flouting all laws and fleecing the exchequer. This has led CBDT to make several wrong moves. In the case of Vodafone, CBDT lost its case in the Supreme Court only for the law to be changed retrospectively. It has recently lost its case against Shell as well.
       The Nokia case is still sub judice but CBDT refuses to lift its freeze on the company’s plant that will allow the facility to be sold and the receipts to be put in an escrow account to be appropriated by either CBDT or the company, dependent on judicial outcome. Honda Cars India Limited have been served tax correction notices in 2013 and 2014 for the years 2005, 2008 and 2009 amounting to a demand of Rs 2,229 crore! All these are premised upon a contentious interpretation of ‘permanent establishment’ that is strongly contested not only by Honda but also by the Japanese government.
       CBDT’s relatively junior officers who make the initial tax demands are apparently a law unto themselves. This cannot generate confidence among foreign investors who the PM is trying to attract to India.
       For domestic investors and indeed for common taxpayers like you and me CBDT is a virtual terror. The threat that ‘we will get the income tax department after you’ sends a shiver down the spine of virtually the entire business community except a few well heeled and better connected. The political class has made it worse by often using the department to settle scores with political rivals, upright bureaucrats or even an investigating journalist. Remember the witchhunt against those even remotely connected with the sting operations against a former defence minister?
       CBDT refuses to treat SEZs more sympathetically and remove MAT despite repeated representations by the commerce department. In China, Korea, Taiwan, Ireland and Mexico, SEZs have contributed handsomely to manufacturing and exports. In India they have become a complete failure due to some unscrupulous land grabbers and CDBT’s obdurate opposition on the pretext of revenue loss.
       Income tax raids are worse than nightmares. I have seen a number of aged businessmen weep openly while recounting their experiences. Consequently, Indian businessmen are now moving their investments to other countries. Not good for Make in India.
       The finance minister should be keenly aware of these issues. He has ensured that no fresh cases have risen since May 2014. But there are about a dozen or so issues that this government has inherited, which need to be urgently addressed and resolved. The need of the hour is to perhaps set up a high powered task force, which can recommend steps to resolve these issues in time for the next budget. That will be a real contribution to the PM’s Make in India programme.

The month of November was marked by high-level inter-governmental summits and meeting. Most crucial meeting was held between the member nations’ of World Trade Organisation (WTO), who have agreed to adopt the decisions related to public stockholding for food security purposes, the Trade Facilitation Agreement and the post-Bali work. At regional level, the 18th  Summit  of the South Asian Association for Regional Cooperation (SAARC) was held in Nepal wherein an important agreement was signed on energy cooperation.

The OECD in its Economic Outlook for November 2014 highlighted that the prolonged stagnation in the euro area could drag down global growth and have knock-on effects on other economies through trade and financial links. It has projected global growth to reach 3.3% in 2014, 3.7% in 2015. In addition, OECD’s Composite Leading Indicator (CLI) said that India was the only major economy where the CLI pointed towards pick-up in growth momentum.

The slowing global growth was also reflected in the global manufacturing & services sector activity, as represented by Purchasing Managers’ Index (PMI), wherein the final quarter saw global economic growth to slow-down for the third consecutive month. As a result, global output growth also slowed to its weakest point since April 2014 in both the manufacturing and service sectors, reflecting weaker rates of increase in new business.

On price front, all major commodity prices exhibited a downward trend, with Crude Oil prices falling down to US$75 per barrel in addition to decline in prices of precious metals. This low commodity price environment has put inflation in both high-income and developing countries on a downward path. Unemployment scenario remained stable in most major economies with exception of Russia and Japan .

Policy rates remained predominantly unchanged in most of the major economies including Canada , India and China . While the Bank of Japan (BoJ), unexpectedly eased policy with a significant increase in its bond purchase program.

Pune, 18 Dec 2014: Commonwealth Games Silver medalist P N Prakash emerged victorious to be crowned as the Champion of Champions at the ongoing 58th National Shooting Championships being held at the Balewadi Shooting range Pune today. The Karnataka shooter was awarded with a cash prize of INR 50,000 from the National Rifles Association of India.
Maharshtra’s Shital Shivaji Thorat became the new National Champion in the 10M Women’s Pistol category shooting a total of 199. Punjab’s Harveen Sarao won the Silver medal with a total of 197.3 while Prerna Gupta from Uttarakhand settled for the Bronze medal shooting a total of 173.9. In the team category of the event, the CRPF team of Pushpanjali Rana, Rachna Devi and Sakshi Dagar finished at the top with a total of 1122. Maharashtra closely followed for the Silver with a total of 1117, while Haryana won the Bronze medal with a total of 1113.
Haryana’s Yashashwini Deswal became the new national champion in the 10M Women Junior Women category shooting a total of 384. Uttrakhand shooters Prerna Gupta nad Mamta Kedia settled for the Silver and Bronze medals shooting a total of 378 and 377 respectively. In the team event of the 10M Pistol Junior Women category, Haryana again walked away with the Gold medal with a total of 1106. Maharashtra with a total of 1093 finished second claiming the Silver medal while Madhya Pradesh settled for the Bronze medal with a total of 1088.
Haryana shooters stole the show in the 10M Pistol Youth Women category as the states youth brigade bagged both the Gold and Silver . While Yashashwini again dominated the category to finally emerge as the national champion with a total of 384, her state mate Nayani Bharadwaj won the Silver medal with a total of 374. Fateema Deesawala from Andhra Pradesh settled for the Bronze medal with a total of 372. In the team category of the event the story looked not very different, as Haryana walked away with the Gold medal with a total of 1106, while Madhya Pradesh won the Silver medal shooting a total of 1089 and Maharashtra finished third to settle for the Bronze medal with a total of 1079.
The 58th National Shooting Championship Competitions are being held at the Shri Chhatrapti Shivaji Balewadi Shooting Range, Pune. The National Rifles Association of India in association with the Maharashtra Rifles Association of India is organizing the event from the 12th – 24th of December 2014.

David Cameron faces a backlash over a “pious” new spending law
David Cameron’s bid to renegotiate Britain’s relationship with the European Union will be dealt a blow on Thursday when the French president tells the Prime Minister he is “obsessed with his own problems”.Francois Hollande will block Mr Cameron’s request for a change to the EU treaty to include a new settlement for Britain in Europe, media reports.
Mr Hollande will tell the Prime Minister that he is opposed to amending the EU’s treaty on the grounds that change is not needed and might trigger a referendum in France.The French President will dismiss the British case for renegotiation as a product of Tory political disarray over the rise of Ukip, accusing Mr Cameron of being “obsessed with his own problems”. The warning will come at a meeting of the European Council summit in Brussels, where leaders will discuss sanctions on Russia and talks to improve the functioning of the eurozone next June.
“The price to keep Britain in Europe keeps getting higher and higher. It is now up to the UK to decide,” said a senior French government source.“We will not pay an extra price to keep the UK in the EU.”
European diplomats are expecting Mr Cameron to use the opportunity, if he wins British elections next May, to table demands for a “new settlement for Britain in Europe”.
Obama will sign new Russia sanctions bill passed by Congress, but does not yet intend to impose new sanctions, White House spokesman Josh Earnest said on Thursday. He added the US was ready to call off sanctions already imposed against Moscow if Russia stopped supporting insurgents in eastern Ukraine.
Britain’s oil industry is in a “crisis” and may be “close to collapse,” a senior oil industry expert has said, as the UK’s biggest oil and gas companies continue to cut staff and investment and the price of crude slumps.
Speaking to the BBC, Robin Allan, chairman of the independent explorers’ association Brindex, echoed warnings made by other figures in the oil industry in the past month, saying that no new projects in the North Sea would be profitable while oil is being traded at below $60 a barrel.
“It’s almost impossible to make money at these oil prices,” Allan said.
Meanwhile, insolvencies among UK oil and gas companies have trebled this year, with a further £55 billion worth of future oil projects facing cuts or outright cancelation, according to leading UK accountancy firm Moore Stephens.
However, some analysts believe a decline in oil prices may work in the UK’s favor, particularly in comparison to major oil-producing countries such as Russia and Saudi Arabia.
“In essence, an oil price fall acts like a tax cut for the economy, but a particularly favorable one in the sense that the burden of lost revenue is primarily borne by the major oil producers such as the OPEC member countries and Russia,” said John Hawksworth, chief economist for PriceWaterhouseCoopers (PwC).
“Of course, the UK is still a significant oil producer, but we are now a net oil importer, so there should be a net benefit to our economy as a whole, even if there as some losers in the UK oil and gas sector,” he said.
The combined effect produced by Western sanctions and low oil prices proves that there’s no place for Russia in the international financial system, believes British prime minister David Cameron, urging for more pressure on Moscow.
“We should stand up very firmly against the Russian aggression that’s taking place,”Cameron said before the Parliament on Wednesday.
The PM reminded that it’s the UK, which “led the way in Europe in making sure there were sanctions”imposed against Russia over its ‘annexation’ of Crimea in March and Moscow’s alleged involvement in the Ukrainian crisis.
“And what the combination of the lower oil price and the sanctions are showing that I think it isn’t possible for Russia to be part of the international financial system, but try and opt out of the rules-based international legal system,” Cameron said.
“We should keep up the pressure,” the head of the British government added, agreeing that “in this respect the interests of the United Kingdom and democracy do go together.”
The EU is expected to announce a new round of sanctions against Russia on Thursday, during the European Council’s meeting in Brussels. According to Reuters, the restrictive measures will forbid EU firms from investing in the Crimea and prohibit the trade of European oil and gas exploration technologies from the EU to the region.

Abstract:
This paper follows the trajectories through which India’s 2006 Forest Rights Act arrived in two neighboring villages in a North Indian forest. The law was brought to the area by two different organizations, each with a distinct political history and constituency, and the two organizations read the Forest Rights Act to have different and even contradictory meanings. Through an analysis of these re-readings, the speaker locates the contests over the meaning of the Forest Rights Act within a longer history of Dalit liberatory struggles to transform the relationship between caste categories and property relations. Far from caste being, as some have claimed, an obstacle to a class-based politics, the speaker argues that in Indian states whose recent political history has been defined by caste-based conflicts over land, caste has emerged as the idiom through which property relations are contested and class idioms have, in turn, become idioms through which caste-based relations are contested. The Forest Rights Act, which reassigns property relations on the basis of legal caste categories, has been drawn on as a powerful tool to translate between caste and class, and in the process the meanings of both the law and caste itself have been transformed.

Dr. Anand Vaidya is the South Asian Studies Postdoctoral Fellow in the South Asia Institute at Harvard University, USA. He studies environmental politics and social movements in India.  Dr. Vaidya’s dissertation is an ethnographic and historical study of India’s Forest Rights Act, a landmark 2006 law that recognizes the land rights of the country’s many landless forest dwellers. Studying the law together with the movements that were crucial in pushing for it—and which continue to be central in implementing it—he seeks to understand the many, and often contradictory, political projects that the law has enabled in relation to the political struggles that produced it. By studying contests over forested land on the terrain of a legal text, he seeks to bridge political ecology, political economy, and linguistic anthropology.

Centre for Civil Society is hosting their 6th annualSchool Choice National Conference on Friday, 19 December 2014 at the India Habitat Centre in New Delhi. The theme for this year’s conference is ‘Freedom in Education’.
Various organisations working in the education space have been advocating for freedom in education. The concept of freedom in the educational context is quite vast and has multiple aspects to it including curricular freedom, freedom to private and independent educators to run schools etc. CCS’ School Choice Campaign is primarily interested in exploring freedom in terms of more autonomy to the schooling community and choice to students and parents. This year’s conference will focus on Freedom in Education from the point of view of increased choice for students and parents.
The conference is slated to have big names in education in attendance—the keynote will be delivered by Shri Parthasarathy Sen Sharma, Secretary to Chief Minister, Uttar Pradesh. This will be followed by a session on Perspectives of Freedom in Education, where Madhav Chavan, Co-Founder and CEO of Pratham will offer insights into Indian perspectives, while Swaminathan Aiyar, Consulting Editor to the Economics Times and a Research Scholar at the Cato Institute will offer a global perspective. SCNC will also explore models of freedom in education, that empower parents and students to exercise choice. Erica Taraporevala, Story Teller, Prema Rangachary, Director, Vidya Vanam and Namita Dalmiya, Associate Director at Central Square Foundation will explore alternative models of schooling, including home schooling, open schooling and how technology can enhance freedom in education. The last session of the day will bring together J P Narayan, President of the Lok Satta Party and K Satyanarayan, Founder & Director, New Horizon Media and Dr Manisha Priyam, Associate Professor, NUEPA to explore the regulatory frameworks required for freedom in education.
School Choice Campaign (SCC) is a policy initiative to ensure that all children receive quality education of their choice. Rooted in the philosophy that each child is unique, SCC believes that an education system can be called truly successful when it is flexible enough to cater to each student as an individual and yet ensure that the quality of education imparted in each institution is of the highest standard. UN Report: Asia-Pacific disaster-related deaths rise three-fold in past decade

Bangkok (ESCAP News) — Asia and the Pacific remains the region with the highest number of natural disasters, according to the Statistical Yearbook for Asia and the Pacific 2014. During the period between 1994 and 2013, over 40% of the world’s reported natural disasters occurred in the region.
Published by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), the annual statistics publication reports that disaster-induced deaths in the Asia-Pacific region rose more than three-fold between 1994-2003 and 2004-2013, largely due to a handful of extreme disasters.
Some 28 upper-middle-income and high-income economies accounted for 85.5% of the total economic damage from natural disasters between 2004 and 2013. However, in terms of GDP, low-income economies suffered more from natural disasters.
Among the Asia-Pacific subregions, South-East Asia, predominantly Indonesia and the Philippines, was hardest hit by natural disasters with the total report of 527 incidences and 354,293 deaths between 2004 and 2013. During the same period, the number of natural disasters occurring in China alone (285 incidences) was more than twice as high as that in the whole North and Central Asia (116 incidences), part of the largest subregion in Asia and
the Pacific in terms of the total area covered.
The Statistical Yearbook also noted that the region continues to drive the global economic recovery, but its growth rate still remains below its pre-crisis level — that is to say, 3.9% during the period between 2008 and 2012, compared with 5.2% during the period between 2001 and 2007. And not all are benefiting from economic growth.
Although one billion people escaped extreme poverty since 1990 in Asia and the Pacific and  the prevalence of undernourishment has also decreased from 22% to 13%, over 700 million people in the region still remain in extreme poverty, and Asia and the Pacific accounts for more than 60% of the world’s hungry people. 933 million people are living on between $1.25 and $2 a day, making them economically insecure or vulnerable to poverty. A small shock to their lives due to such factors as personal mishaps or economic crises
could push these people into abject poverty (below the $1.25-a-day line). Inequality has also risen in nearly half the countries in the region for which data are available.
Speaking at the launch, ESCAP Deputy Executive Secretary, Mr. Shun-ichi Murata highlighted the bigger picture for data and statistics in the post-2015 sustainable development agenda.
“The proposed 17 goals with 169 targets of the framework cover a broad range of goals and targets of sustainable development, raising demands for data for the purpose of monitoring,” he said. “At the same time, there has been an emphasis on the importance of establishing a rigorous monitoring and accountability system. In that context, statistics will be of critical
importance to support accountability and monitoring of the SDGs.”

Sir as we all are already involved in some kind of charity, it is very beneficial to see what Lord Krishna himself recommends about charity in Bhagwad Gita:
 BG 17.20 — “Charity given out of duty, without expectation of return, at the proper time and place, and to a worthy person is considered to be in the mode of goodness.” The most widespread problems which make people suffer are greed/lust/envy/wrath/sloth- resulting in widespread anxiety, depression, stress and hypertension. These diseases can only be cured through spiritual learning. By distributing the books with personal note from MasterTrust we can follow instructions in this verse as it is.
BG 17.21 — “But charity performed with the expectation of some return, or with a desire for fruitive results, or in a grudging mood is said to be charity in the mode of passion.” Unfortunately a common form of Charity- donations to NGOs/Associations solely for public relations is not recommended by Lord Krishna.
BG 17.22  And charity performed at an impure place, at an improper time, to unworthy persons, or without proper attention and respect is said to be in the mode of ignorance.” Unfortunately the most common form of Charity- offering food via a servant to slum dwellers is not recommended by Lord Krishna. Mixed day for New Delhi in the National finals

New Delhi, December 17, 2014: Modern School, New Delhi registered a comprehensive victory on day 4 of the Nationals finals of Indian School and College Basketball League, organized by of Basketball Federation of India (BFI) and IMG Reliance (IMG R) here at Thyagaraj Stadium on Thursday.
Modern School defeated Fr. Agnel School 94-54. They led the game from the start and maintained it till the very end. Team from Mumbai could not match up to superior shooting by Modern School.
However in the girls’ category, Montfort School, New Delhi lost to Santhome School, Chennai 39-53. This was Montfort’s first loss in the tournament. Chennai team gained a considerable lead in the first quarter itself (24-8). Montfort tried to reply through some good shooting by Simran(12 points) and Riya (11 points), however the girls from Santhome School broke down the Montfort zone defense with a very high shooting percentage. Despite this loss Montfort has secured a place in the semifinals.

The Mega event of non-resident Indian will take place in state of Gujarat,namely 13 th Pravasi Bharatiya Diwas on 7 -9 th Jan, in Gujarat. MEA Sushma Swaraj explained the new initiatives which are being glossed to this centenary celebration of  national iconic Mahatama Gandhi  NRI return to Gujarat on 8 June, 1915 from South Africa. The Minister  interacted with media and answered their Q effectively putting government intention to make the national event a true success.
Curtain raising ceremony was attended by Gujarat Chief Minister Anandi Ben Patel, Sports Minister Sarbananda Sonowal and Minister of State in the Ministry of External Affairs (MEAGen (retd) VK Singh.



Ten Chief Ministers of States including Uttar Pardesh, Nagaland and Kerala beside the Chief Ministers of BJP ruled states have confirmed their participation.

Thirteenth Pravasi Bharatiya Diwas will be held from 7th to 9th of next month at Gandhinagar in Gujarat. It will celebrate 100 years of Mahatama Gandhi's return from South Africa to India.

Two new sessions will form part of the celebrations. These are; Know India and Recognize India. Addressing a press conference, External Affairs and Overseas Indian Affairs Minister Mrs Sushma Swaraj said in New Delhi that four special sessions will be held for different sections of the diaspora, including PIO countries, Gulf Countries and French speaking diaspora.

There will be programme for PBD youth which will be organised by four universities of Gujarat specializing in Petroleum, Law, Information and Technology and Entrepreneurship development.

Gujarat Chief Minister Anandi Ben Patel who was also present in the press conference said children drawn from slums of the city will organize a cultural evening at Kakadia Lake as part of celebrations. About three thousand Pravasis are expected to participate in the event.

 Further 7th edition of Vibrant Gujarat Global Summit 2015 will be held between 11th -13th January, 2015 at Mahatma Mandir in Gandhinagar. Prime Minister Shri Narendra Modi will inaugurate and address the Summit.

Piyush Goyal Formally Launches Portal for E-Auction of Coal Mines

Shri Piyush Goyal , Minister of State ( IC) for Power, Coal & New and Renewable Energy has formally launched the portal for e-auction of 24 coal mines here today . (www.mstcecommerce.com/auctionhome/coalblock) .With this , the registration process has been started and interested bidders with end use plants could visit MSTC website for the purpose. The registration process will be as per KYC norms and will be available on MSTC website.While speaking on the occasion, Shri Piyush Goyal said that entire auction process will be transparent, efficient and conducted online only. However, 2 documents the Bank Guarantee comprising the bid security and an Undertaking stating that all information submitted is true and correct shall be received in hard copy. The auction process will comprise (i) Techno–commercial bid for qualification and (ii) Financial bid (e-auction) for selection of successful bidder. Only 50% of the qualified bidders from technical stage (subject to a minimum of 5 bidders) will be allowed to participate in the e-auction process.
Mines set aside for iron & steel, cement and CPPs will be auctioned through ‘Ascending Forward Auction’, where qualified bidders will quote incremental bids above the pre-determined floor price. Mines to be allocated for power sector will be auctioned through ‘Descending Reverse Auction’ to minimise impact on power tariffs of end use plants. Last date for receiving technical bids will be January 31, 2015 and list of qualified bidders will be placed on MSTC website on February 12, 2015.
E-auction of coal mines for qualified bidders will be held from February14, 2015 to February 22, 2015.The entire mine allocation process for Schedule II coal mines will be completed by March 23, 2015 with the signing of Coal Mine Development & Production Agreement and the Vesting Order.
The second phase of auction for 32 Schedule III coal mines will commence soon.




E Governance : Information Technology for Good Governance

Department of Electronics and Information Technology (DeitY), today organized a mega event and an exhibition in New Delhi to celebrate the Good Governance Day.The event was inaugurated by the Minister of Communications & Information Technology Shri Ravi Shankar Prasad, and was attended by officials of central government and its agencies, industry partners, interested netizens, and media personnel.
In his keynote address at the event, the Minister said, that on the pillars of participation, accountability, transparency, responsiveness and efficiency, Good Governance can be effectively achieved through the vision of Digital India. The Minister emphasized that simple and inclusive technology has transformative power and is the source of good Governance.
“In the last six months, Government of India has taken a number of landmark initiatives. The Digital India programme, unveiled by Hon’ble Prime Minister Shri Narendra Modi ji, is committed to take the cause of Good Governance forward in letter and spirit”, the Minister added.
The Minister in his concluding remarks directed all the officials of the Ministry of Communications and IT that they must ensure that the vision of Digital India becomes a reality! (Digital India Karna Hai).
Shri RS Sharma, Secretary, DeitY said, “The department has taken a number of initiatives like MyGov(Citizen participation platform) , Aadhaar Enabled Biometric Attendance System, Jeevan Pramaan, e-Greetings, e-Sampark, National Digital Literacy Mission, e-Governance Competency Framework etc. to promote Good Governance in the country,” as well as to give impetus to the Digital India programme.
“Government officials at all levels should contribute to this cause by ensuring effective planning and implementation of various e-Governance programmes. To make it happen, all government officials need to develop a positive mindset for e-Governance and other Information and communication technology (ICT) programmes. They also need to update their ICT skills on a regular basis”, he emphasized.
The Minister launched a number of Good Governance projects initiated by Department of Electronics and Information Technology, Department of Telecommunication, Department of Posts and their organizations.
Some of the key projects launched at the event were Time Stamping of Digital Signature, Integrated Indian Languages Virtual Keyboard for Android, PARAM Shavak (Super computer in box solution), .bharat domain in Gujarati and Bangla, e-launch of Support International Patent Protection in Electronics & IT scheme (SIP-EIT), Disbursements under Modified Special Incentive Package Scheme(M-SIPS), Electronics Manufacturing Clusters (EMC) disbursement, Gyansetu – an internet based real time ICT system to provide e-Services to the rural population of India, MTNL Apps for Android smart phones and e-Governance Competency Framework (e-GCF).
Additionally e-Books were launched by the three departments namely Department of Electronics and Information Technology, Department of Telecommunications and Department of Posts. Department of Posts also launched a pocket book.
Deity also organized an exhibition for which invitation to general public was done through an online registration process which was set up on National e-Governance Plan website. The event saw a huge participation from about 50 Government and private organisations like National Informatics Centre (NIC), Centre for Development of Advanced Computing (C-DAC), Centre for Development of Telematics (C-DOT), Mahanagar Telephone Nigam Limited (MTNL) , Ministry of Panchayati Raj, IBM, CISCO, Oracle, Infosys etc. The exhibition offered a glimpse of various projects in the areas of software and hardware development, Networking, Services, Mobile, Geographic information system (GIS), Security and health, which were contributing to the cause of ICT enabled Good Governance.
Today, while celebrating Good Governance Day, the Minister of Communications & IT Shri Ravi Shanker Prasad renewed the commitment of the Department of Telecommunications to deliver good governance through the vision of Digital India. He launched new products and technologies by different agencies of Department of Telecommunications such as Gyansetu – an internet based real time Information and Communications Technology (ICT) system designed by C-DoT primarily to provide e-services to the under-privileged rural population of India, C-DOT‘s Next Generation Solution “MAX-NG”- a cost effective and smooth migration path to Internet Protocol Multimedia Systems (IMS), and new plans of MTNL for its customers. MAX NG will enable smooth transition from Plain Old Telephone System to Voice over Internet protocol, enabling consumers to enjoy voice, data and video services on existing landlines at affordable cost.
The focus of the Department of Telecommunications is to create the communication infrastructure for enabling e-services like e-banking, e-commerce, e-education, e-governance, e-entertainment, e-health etc. across the country which is expected to give a new fillip to the inclusive growth of Indian economy. Presently, the telecom sector’s growth is on the upswing. This growth has to be carried forward with renewed vigour in a sustainable way.
Government is committed to improve tele-density, voice and broadband penetration and ensure quality of services to both rural and urban areas to achieve the vision of Digital India. To bridge the rural coverage gap both for voice and broadband penetration, Government has planned to make significant investment for establishing the National Optical Fibre Network (NOFN) and Government User Network (GUN) to overlay NOFN. The project will connect 2,50,000 Gram Panchayats with 100 mbps speed, provide broadband connectivity to Gram Panchayats, primary schools and health centres and provide community Wi-Fi services at Gram Panchayat level. NOFN will support e-governance services, telemedicine, tele-education, financial services, e-commerce and e-entertainment. Tenders for trenching and pipe laying have been finalized in more than 25% Blocks and Gram Panchayats. About 4,300 Gram Panchayats have been connected and the pace of implementation has been accelerated in recent months.
Government has planned to cover about 55,669 villages as yet uncovered by mobile connectivity all over India in a phased manner by March 2019. The major focus of the new Government is to reach remote areas such as North-Eastern States, Himalayan States, Border States and Islands and more importantly the Left Wing Extremism affected Areas in the country. A comprehensive plan to provide mobile connectivity in the North Eastern Region has been approved by the Government on 10th September, 2014 at a cost of Rs.5336.18 crore. Government has also decided to install and operate 2199 mobile towers to connect key locations in the States affected by Left Wing Extremism (LWE) with voice connectivity, at a project cost of Rs.3567.58 crore by September 2015. Provision of secure, reliable, robust, and affordable telecom facilities in Andaman and Nicobar Islands (ANI) and Lakshadweep is of utmost importance for the people living in these islands and from a strategic point of view to the whole country. Telecom Commission has given ‘in principle’ approval on 07.11.2014 for Comprehensive Telecom Development Plan for Andaman & Nicobar Islands and Lakshadweep Islands with the total estimated investment of Rs. 221.05 crore.
Government is committed to expeditiously facilitate provision of Wi-Fi hotspots in all the cities with a population of more than 1 million, important tourist and pilgrimage places in the country.
While Government is making efforts to bridge the urban rural divide for broadband penetration, it is conscious of the low penetration and poor quality of services of broadband in the urban areas as well and is also taking a comprehensive review of regulatory aspects to take care of these concerns.
Public Sector Undertakings (PSUs) play an important role in the growth of telecom sector since their outreach is to the remotest areas across the length and breadth of the country. Conscious of the strategic national importance of BSNL, Government is committed to the revival of BSNL and is drawing a plan for its revival that would aim to restore its position as a national telecommunications solutions provider in the years ahead. Similarly, the financial position of MTNL has suffered in recent years impinging on its capacity to invest and consequent impact on quality of service delivered. Government is committed to improving the financial position of MTNL and is taking several steps for its revival.
Government has decided to extend mobile number portability across States. Service providers has been given time till Apr-May 2015 to implement Full Mobile Number Portability, which will benefit the consumers of telecom services by allowing them freedom to change their operator without changing their mobile numbers throughout the length and breadth of the country.
To create a level playing field for the domestic manufacturers, who suffer severe disability due to poor infrastructure and inverted duty structure and to give fillip to domestic telecom electronic manufacturing, the Government has imposed a basic Customs Duty of 10% on these products which are not covered under Information Technology Agreement-1 (ITA-1) of World Trade Organisation (WTO) in the Union Budget 2014-15.
Government is considering several policy initiatives in the telecommunications sector with the aim of creating a stable, growth-oriented policy structure. The Government is confident that these initiatives will lead to transformation of India as a modern technology driven nation through Good Governance initiatives.
Department of Posts Launches Some More IT Based Services on Good Governance Day
On the occasion of Good Governance day today, the Department of Posts- “India Post” showcased some of the web based services which would be beneficial to the citizens of India.It participated in the exhibition organized by the Ministry of Communications & Information technology. The “India Post” pavilion showcased following initiatives:
(i) The usage of hand held device which would be used by village Postmaster. All types of transactions related to the services of Post will be offered through the wireless hand held device in rural post offices under the ongoing IT project.
(ii) My Stamp counter was set up where any individual who desires, can get customized stamp made which could also be used as postage.
(iii) The monitoring of mail transmission under MNOP (Mail Network Optimisation Project) and of Project Arrow Offices through web based tools was displayed.
(iv) The functioning of e-Post Office- a virtual Post Office where an individual can do postal transaction was also on display.
(v) A pilot connecting weavers of Varanasi with e-commerce was started today at Varanasi and its portal was displayed in the exhibition in Delhi. Under the Pilot, Department of Posts and M/s Snapdeal, under the existing agreement of cooperation, will do hand holding of domestic manufacturers by helping them through post office in putting their products on the e-commerce platform. An ecommerce desk is set up in Varanasi Head Post Office where registration of weavers etc and uploading of their products would be facilitated. Management of orders received, payment processing, returns management would be done by Snapdeal. Packaging, if required, booking of articles and final delivery to online buyer would be undertaken by Department of Posts.
To mark the occasion the Minster of Communications &Information Technology Shri Ravi Shanker Prasad launched an e-Book and a pocket book on products and services of Department of Posts. He also announced the enhancement of maximum sum assured limit in Postal Life Insurance from 20 to 50 lakh rupees. Details are:
e-Book 
As part of the agenda to promote good governance through e-initiatives in the Department of Posts, an e-Book is being launched. This e-Book can be accessed directly on the India Post official website or by scanning a Quick Response (QR) Code Printed on a card. Details of the new initiatives of the Department of Posts, along with existing services are available on the e-Book.
e-Pocket Book 
In order to provide an easy to carry reference book containing the details of all products and services of the Department of Posts in hard form, a Pocket Book is also being launched. This would be available in all post offices and shall promote Good Governance by making details of services and their rates available to the common man, in a simple, reader friendly and pocket sized format.
Postal Life Insurance:
The present maximum sum assured limit in Postal Life Insurance is Rs. 20 lakh per individual. In order to give benefit of greater insurance to the customers, upper insurance limit has been enhanced from Rs. 20 lakh to Rs. 50 lakh.
MTNL Launches New Schemes on Good Governance Day
On the occasion of ‘Good Governance” Day, Minister of Communications & Information Technology Shri Ravi Shankar Prasad has launched three new schemes and services for the customers of MTNL. These schemes and services of MTNL are expected to deliver better services to its customers and will synergize with the initiatives being taken to achieve “Good Governance”. The salient features of these schemes / services are:1. Make Jodi: 
In this plan, MTNL Prepaid Mobile Subscriber can make Jodi (Pair) with another MTNL mobile or land line number. The calls to the paired number will be charged @ 20 paise per minute whereas the calls to other local network and STD calls will be charged @ 40 paise per minute and 50 paise per minute respectively. This tariff plan is very competitive. Apart from this package, during the first month of activation, 100 minutes local calls on MTNL network and 200 MB data download will be free. However, the paired number should be from MTNL and the same city.
2. Waiver of one month Rent:
MTNL in its endeavor to provide affordable and customer friendly services, has launched a scheme in which the subscriber who books Broadband connection or Combo Plan (Landline +Broadband) between Good Governance Day ( 25.12.2014) and 66th Republic Day (26.01.2015) will get waiver for fixed charges i.e. one month Rental only upto Rs.999/-. The moto of this scheme is also to expand broadband internet services to the customers of both Delhi and Mumbai and to contribute in Digital India and Good Governance initiatives of Govt.
3. MTNL App:
By going with Government’s initiative to bring “Good Governance”, MTNL launched an application. By installing this application in his/her Android Mobile Phone, one can use certain MTNL services without visiting any of its offices. Through this application, subscriber can book new connection, make complaint for faulty telecom services, can view telephone bills and make payment and get e-receipt for payments made. Ministry to digitize archival material on eminent personalities – Shri Bimal JulkaMultimedia Exhibition on Former Prime Minister Shri Atal Bihari Vajpayee concludes
Secretary, I&B, Shri Bimal Julka has said that the rich repository of archival footage on eminent personalities available with the Ministry of Information and Broadcasting was in the process of being digitized and would be available to the public through Doordarshan, All India Radio and Social Media platforms of the New Media Wing. Shri Julka stated this while speaking on the occasion of the closing ceremony of the Multimedia Exhibition on former Prime Minister Shri Atal Bihari Vajpayee organized to mark Good Governance Day at the IGNCA complex here today.Shri Julka further added that the Multimedia Exhibition on former Prime Minister Shri Vajpayee was an example of the innovative approaches being adopted towards information dissemination by different Media Units of the Ministry. The Exhibition reiterated the integrated communication approach being practiced for effective outreach and impact. At the closing ceremony, prizes were awarded to children who participated in painting competition organized at the venue during the Exhibition. Shri N.M Ghatade, a close associate of the former Prime Minister Shri Vajpayee distributed prizes to the children along with Secretary, I&B. The theme of the painting competition was ‘Swachhta’ and National unity.The Exhibition also witnessed screening of three films based on the life of Shri Vajpayee provided by the Film Division of the Ministry. Photo Division provided the photos being mounted at the Exhibition. The Song and Drama Division of the Ministry of Information & Broadcasting gave cultural performances during the Exhibition. Publication Division organized a Book Exhibition at the venue. Doordarshan provided short-films to highlight the achievements of the former Prime Minister Shri Vajpayee.
Through a display of around 250 photographs, the 6 day Exhibition served as a window to the eventful life and journey of Shri Vajpayee, throwing light upon different facets of his vibrant personality. The rare collection of pictures along with Scrollers, Translites, LED walls, Large Fascia and Title Boards provided a glimpse into the diverse phases of his life as a statesman, poet and visionary leader. People from all walks of life including several eminent personalities visited the Exhibition.

Self-defense forces, Ukraine agree on 150 for 225 prisoner exchange

An agreement has been reached with Ukraine on the exchange of prisoners on the ‘all for all’ basis, according to Aleksandr Zakharchenko, the leader of the self-proclaimed Donetsk People’s Republic. “We succeeded in reaching agreement on the exchange of prisoners… 150 for 225,” TASS quoted him as saying after the meeting in Minsk. It is early to talk about any other agreements, he said.

Yemen’s second-highest intelligence official kidnapped

Suspected Shiite rebels have kidnapped Yemen’s second-highest intelligence official from his house in the capital Sanaa, security officials said. The gunmen went to Major General Yehia al-Marani’s house at dawn on Thursday, and demanded that he go with them, AP reported. The gunmen were identified as Shiite rebels known as the Houthis, who took control of Sanaa in September, challenging the central government.

Rebels in Somalia say attacking main African Union base

Somali Islamist militant group al Shabaab attacked the main African Union (AU) peacekeeping base in the capital Mogadishu on Thursday, Reuters reported, citing the group’s military spokesman. “Our fighters have entered AU’s Halane base by force through the gate and now fighting is going on inside the base,” Sheikh Abdiasis Abu Musab said. India deploys helicopters to hunt down militants in Assam after attacks

India deployed military helicopters on Thursday to hunt down tribal militants in the northeastern state of Assam after rebels killed 75 people this week, Reuters said. Suspected militants of a faction of the National Democratic Front of Bodoland attacked four villages on Tuesday in the space of an hour. More than half of the victims were women and children of tea plantation workers from outside the state. Security forces launched an offensive against the Bodo faction a month ago that inflicted heavy losses.

EasyJet to cancel about 40 flights over strike in France

British budget carrier EasyJet said on Wednesday that about 40 flights would be canceled the day after Christmas, AFP reported. Flight attendants have begun a strike in France over scheduling and pay. Workers from the SNPNC-FO and UNAC unions said their strike will start on Christmas. No flights are scheduled for that day, and the walkout will affect only those flying on Friday.

A US judge has refused to reopen the case of filmmaker Roman Polanski, who pleaded guilty in 1977 to raping a 13-year-old. He left the US before sentencing. Judge James Brandlin, from the superior court of Los Angeles, turned down a request from Polanski’s lawyers, who wanted a new hearing to try and close the case on procedural grounds, AFP said. The request had no constitutional basis, and the filmmaker had even less right to the procedural hearing than 37 years ago, according to Brandlin. US authorities have pressed for Polanski’s extradition regularly to no avail.

​Death toll nears 80 after militant attacks in India’s Assam

Militants launched a fresh round of attacks on Wednesday in the Udalguri district of Assam, northeastern India, raising death toll to 76, the Times of India reported. Earlier on Tuesday, armed separatists of the National Democratic Front of Bodoland attacked Assam, killing 51 people in four attacks in the space of an hour. The Indian government imposed a curfew following the attack and Prime Minister Narendra Modi has condemned the shooting. “Killing of innocent people in Sonitpur and Kokrajhar is an act of cowardice,” Modi tweeted. The militants have been waging a guerrilla fight for a separate homeland for indigenous Bodo people, as they complain that the tea-growing state has been flooded with outsiders.

Russia’s Soyuz-2.1b rocket launch a success – Defense Ministry

Russia launched a Soyuz-2.1b carrier rocket with a communications satellite from Plesetsk space center, located in the north of the country, according to the country’s Defense Ministry. “On Thursday, December 25, 2014, at 06:01 a.m. Moscow time (03:01 GMT)…a successful launch of a medium-class space rocket ‘Soyuz-2.1b’ was carried out,” the Russian Defense Ministry’s spokesperson for Aerospace Defense Forces, Col. Aleksei Zolotukhin, told RIA Novosti. Just a few minutes later, at 6:16 a.m. Moscow time (03:16 GMT), the satellite was successfully placed into orbit with all its functions working normally. This marks Russia’s sixth Soyuz-2.1b rocket launch in 2014.
